1.0 Recognize outgoing Board Members
Recognize Outgoing Board Members - Chad Holz and Jolene Melancon -- Kimberly
Garrett, Parks and Recreation Director
Kimberly Garrett recognized Chad Holz and Jolene Melancon for their service on the
Parks and Recreation Advisory Board for the past two years. Kimberly presented Jolene
with a Spun Wooden Bowl created from tree trimmings collected after a routine tree
pruning in the San Gabriel Park. Chad Holz was not present at the meeting.
Staff member introduction -- Patrick Cavanaugh, Parks Development Manager
Patrick Cavanagh, Parks and Recreation Development Manager introduced himself to the
Parks Advisory Board. Patrick began with Georgetown Parks and Rec in December of 2023.
Before coming to work with the City of Georgetown, he worked for the City of Round Rock as
a Park Development Specialist. Patrick is originally from California where he was a
Landscape Planner. His wife, Kerry Cavanaugh, is also a Landscape Architect and works for
the City of Georgetown in the Planning Department. Patrick and his wife have two boys, Hank

Patrick stated that he enjoys his job and the team that he works With. He supervises the
development of City parks as well as equipment replacement, working closely with the
Planning Department and Contractors. He also works with Kimberly to identify future parkland
when new developments come to Georgetown. Eric Nuner stated we are glad to have him,
he has been an asset to our department.

Recreation Advisory Board meeting -- Amy Castillo, Parks and Recreation Administrative

1.F Friends of Georgetown Parks and Recreation Update
Friends of Georgetown Parks and Recreation Update -- Peter Bahrs, Parks and
Recreation Advisory Board Member Liaison
The Friends of Georgetown Parks and Recreation is a non-profit organization whose mission
is to support the City of Georgetown Parks and Recreation Department. Currently they are
providing scholarships to those needing assistance with funding for Recreation Memberships
�ind Program opportunities through the Recreation Center. Customer are required to pay
10% towards the scholarship to have a vested interest in the membership or program they
receive.
The Friends group also holds the contract for the Annual Two Step Inn Festival. With the
most recent Two Step Inn Festival they gave 50K to help with mulch and parking for the
a cargo van to be used for the Rec on the Go Program, provided funding to help with
Summer Movies in the Park, and the Tales on the Trails program.
The Friends next meeting will be held on of 23, 2024, at the Parks
Administrative Conference Room, at 5:30pm.
1.G Blue Hole Master Plan Update
Blue Hole Master Plan Update -- Kimberly Garrett, Parks and Recreation Director
There are a series of Master Plan Projects for the Blue Hole that were approved in August
2024 for next year's budget. Blue hole is part of the gateway to downtown, was added to the
Downtown Master Plan. Parks will be working with the Downtown Master Plan consultant
throughout the project. There will be public input, checking in with the City CouncSurveys,
Etc. Our Goal is to bring an update to the Parks Board in March or April 2025. We hope to
start the project in 2026 or 2027.
1.1-1 San Gabriel Phase IV Master Plan Updates
San Gabriel Phase IV Master Plan Updates -- Eric Nuner, Parks and Recreation Assistant
Director
San Gabriel Phase IV is the portion of the original 2008 Bond Election that provided
••i• for improvement to the San Gabriel Park. Phase IV was always •_ • the plan
but was not part of the funding package. It was also part of the 2015 San Gabriel Master
Plan which was identified in the 2022 Parks and Recreation Master Plan; making it possible
to get some funding to do an updated Master Plan for Phase IV. Phase IV includes parts of
the San Gabriel that have not been improved such as, the GYBA Baseball Fields, Youth
Soccer fields and the side of the park off 971 and River Haven Drive. We are looking to get
started on this project soon, it was approved at City Council in August 2024. We will be
utilizing Park Hill for this project; they are new to the area, and we are excited to have them
aboard.
1. 1 Berry Creek West Trail Phase 1 Feasibility Study Update I
Berry Creek West Trail Phase 1 Feasibility Study Update -- Eric Nuner, Parks a
Recreation, Assistant Director I
This is the third of the projects tied to future Master Planning Feasibility Projects. Berry
Creek West Trail begins in Berry Springs Park and currently ends under 11-135. We will be
investigating the opportunities to extend Berry Creek West to Westside Park. This joint trail
project came to be from the Nov. 2023 Williamson County Bond Election. This will be a cost
sharing project; each party will contribute 2,900,000.00. Design is scheduled to begin fiscal
year 2126.

the table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you
wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the Board considers that item. Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six
minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a
form and be present at the meeting.
