Chair Schroeder called the meeting to order at 6:00 p.m.
Chair Schroeder stated the order of the meeting and that those who speak must turn in
a speaker form to the recording secretary before the itern that they wish to address
begins. Each speaker is permitted to address the Commission once for each item, for a
maximum of three (3) minutes, unless otherwise agreed to before the meeting begins.
A. As of the deadline for this agenda, no persons were signed up to speak on items
other than what was posted on the agenda.
B. Consideration of the minutes from November 3, 2015 and the November 17, 2015
meeting.
C. Consideration and possible action on a Final Plat for 48.17 acres in the Joseph
Fish Survey, being Lakeside Subdivision Phase 1, located at 4846,4844, and 4840
Williams Drive. (Mike F labarger, Senior Planner)
D. Consideration and possible action on a Preliminary Final Plat for 10.181 acres in
the Burrell Eaves Survey, Abstract No. 216, to be known as Replat Lot A Sun City
Boulevard Extension. PFP-2015-006 (Carolyn Horner, AICP)
Motion by Commissioner Webb to approve the consent agenda including the
minutes from November 3, 2015 and November 17, 2015, Planning and Zoning
meeting. Second by Commissioner Fuller. Approved. (4-0)

E. Public Hearing and possible action on Rezoning from the General Commercial
(C-3) District with conditions to the General Commercial (C-3) District for 2.72
acres, being Lot 1 of Fountainwood Plaza, located at 5610 Williams Dr. (REZ-
2015-016) Carolyn Horner, AICP

F. Public Hearing and possible action on a request for Rezoning of 4.0 acres in the
Nicholas Porter Survey located at 1308 and 1402 Williams Drive, from
Residential Single-family District (RS) to the Local Commercial District (C-1), to
be known as Gabriel Bluffs. Mike Elabarger, Senior Planner
Mike Elabarger provided an overview of the Rezoning request, description of
project.
Discussion between Commissioners and staff regarding the development
standards and vision that the city has for this area. Staff believes this area
requires a higher level of development standards to be expressed for this area.
This could include development setbacks, architectural design, landscape
requirements, masonry requirements, uses, etc...
Nelson stated that the C-1 uses are generally appropriate, but we can't say that
the development standards in place for those uses are what we would like to see,
and would not guarantee the higher level of development that has been
expressed for this area.
Discussion between staff and commissioners in regards to Overlay Districts.
Chair Schroeder invited the applicant to speak. Wade Todd with National Site
Solutions briefly spoke about his project and answered questions from
Commissioners.
Chair Schroeder opened the Public Hearing.
Nancy Wagers - concerned with seeing anything intrusive in size located near or
in her background and the increase of traffic.
Ty West - voiced he's in favor of project.

Chair Schroeder closed the Public Hearing.
Discussion among commissioner's and staff regarding buffers and developing a
Williams Drive Overlay District.
Motion by Commissioner Pitts to recommend approval to City Council the
Rezoning of 4.0 acres in the Nicholas Porter Survey located at 1308 and 1402
Williams Drive, from Residential Single-family District (RS) to the Local
Commercial District (C-1). Second by Commissioner Webb.
Commissioner Marler suggested amending the motion before us to incorporate a
stronger direction to City Council to create a corridor overlay.
Commissioner Pitts Restated his Motion to recommend to City Council the
Rezoning of 4.0 acres in the Nicholas Porter Survey located at 1308 and 1402
Williams Drive, from Residential Single-family District (RS) to the Local
Commercial District (C-1) and would like to request City Council to look at and
review a potential Overlay District for this area of Williams Drive. Second by
Commissioner Fuller. Approved. (5-0)
G. Public Hearing and possible action on a request to Rezone 1.641 acres being a
portion of Sparks Addition, Blocks 9-10 and 13-15, and abandoned right-of-way,
located at 2200 Church Street, from the Residential Single-family (RS) District
and Industrial (IN) District to the Low Density Multifamily (MF-1) District. Mike
Elabarger, Senior Planner
Mike Elabarger provided an overview of the Rezone request, description of
project and recommendation of denial, stating why staff is not supportive of the
request.
Chair Schroeder invited the applicant to speak. Tim Haynie, Engineer
representing applicant reviewed over application and answered questions from
Commissioner's.
David Munk, Utility Engineer addressed questions for Commissioner's in
regards to impervious coverage, detention and water quality restrictions.
Chair Schroeder opened the Public Hearing. No one came forward, the Public
Hearing was closed.
Motion by Commissioner Pitts to recommend to City Council the Rezoning of
1.641 acres being a portion of Sparks Addition, Blocks 9-10 and 13-15, and
abandoned right-of-way, located at 2200 Church Street, from the Residential

Single-family (RS) District to the Low Density Multifamily (MF-1) District.
Second by Commissioner Fuller.
Chair Schroeder asked Commissioner Pitts to clarify his motion. Were you
motioning to change only the portion that is zoned residential right now?
Motion by Commissioner Pitts to recommend to City Council the Rezoning of
1.641 acres being a portion of Sparks Addition, blocks 9-10 and 13-15, and
abandoned right-of-way, located at 2200 Church Street, from Residential Single-
family (RS) District and Industrial (IN) District to the Low Density Multifamily
District (MF-1) District. Second by Commissioner Fuller. Approved. (5-0)

in the Council Chambers located at 101 East 7th Street, starting at 6:00 pm.
