Council and Court Building, 510 W. 9th Street.

Consideration and possible action to approve the minutes from the October 15, 2024,

2. Regular Session
2.A 2024-12-REZ Precise Space Georgetown
Public Hearing and possible action on a request for a Zoning Map Amendment to
rezone 9. 120 acres out of the John Berry Survey, Abstract No. 5 1, from the Agriculture
(AG) zoning district to the Industrial (IN) zoning district, for the property generally
located at 737 County Road 152, Georgetown, Texas (2024-12-REZ) -- Colin Davidson,

address the commission and provided a presentation.

additional storage space.
explained that each business would be about 1800 — 2400 square feet.
Alternate Commissioner Digiacomo inquired about the percentage of warehouse
versus offices. Awaineh shared that about 90% of the space would be warehouse.
Commissioner Morgan inquired about the number of employees on site.
Erin Lichtman, applicant, approached the podium to address the commission and
noted that 20-25 of Capital Companies employees would be on site.
Commissioner Allen asked if the side access to State Highway 130 would be needed.
Awaineh explained that they will not propose access to State Highway 130 because
spacing requirements would not be adequate.
Vice Chair Allen opened and closed the public hearing with no speakers coming forth.
Vice Chair Allen opened the floor to a motion.
Moved by Lance A Morgan; seconded by Michael L Price to Deny the request.
Commissioner Morgan explained his motion for denial was because the property is
labeled as an employment center in the Future Land Use Plan and because it is one of
the few opportunities of the property providing commercial uses to the area.
Commissioner Charles shared concern about the parking and traffic impacts to County
Road 152.
Commissioner Rodocker shared reservations with traffic on County Road 152 and the
nearby residential neighborhood.
Commissioner Price explained that his concern stemmed from uses allowed in the
industrial zoning district versus a commercial zoning district, and the requirements for a
buffer between those zoning districts and a residential zoning district.
Commissioner Allen echoed concerns shared by Commissioner Charles.
With no further discussion, the commission proceeded to vote on the motion.

2.B 2024-13-REZ 502 W 10th St
Public Hearing and possible action on a request for a Zoning Map Amendment to
rezone 0. 1762 acres out of the Lost Addition, Block 61 (pt) from the Office (OF) zoning
district to Single Family Residential (RS) zoning district, for the property generally
located 502 W 10th Street (2024-13-REZ) -- Colin Davidson, Planner

Mimi Burleson, applicant, approached the podium to address the commission and
explained that the tax records stated the property as residential. Burleson expla ined th
she and her husband were unaware that the property's zoning district was of

2.0 2024-11-WAV Annunciation Maternity Home Subdivision
Public Hearing and possible action on a Subdivision Variance for the utilization of a
street stub as the basis of lot frontage and access for an adjoining lot pursuant to
Section 12.05.01 O.C.5 of the Unified Development Code for the property generally
located at 3610 Shell Rd, Georgetown, TX 78628, bearing the legal description of a
23.50-acre tract, located in the William Roberts Survey No. 4, Abstract No. 524, in
Williamson County (2024-1 1-WAV) -- Caleb Fuhrer, Asst. Systems Engineering Director
Commissioner Morgan recused himself and stepped away from the dais prior to the start
of this item.
Alternate Commissioner Digiacomo inquired about the ramifications if the property
would annex into the city.
Wesley Wright, Systems Engineering Director, approached the podium to address the
commission and explained that if the property were to annex into the city, the next
owner would have to go through the development process and adhere to the code.
Cynthia Flores, Executive Director of Annunciation Maternity Home, approached the
podium to address the commission and explained that it provides services for those that
are experiencing a crisis pregnancy. Flores continued to explain that the expansion won
allow Annunciation Maternity Home to move forward with eliminating an old building tha
currently houses 12 women and children. Flores shared that the variance would allow
them to build five 4-bedroom, 4 bath homes, a community center, and a standalone Infa
Development Center. Flores shared that homes would increase capacity from 21 to 29
mothers and their children.
Alternate Commissioner Digiacomo referred to the submitted public comment and
inquired about the impact of traffic to their neighborhood. Fuhrer shared that he did no
anticipate an increase in traffic and explained that all traffic will remain on American El
Drive. I

Moved by Michael D Charles; seconded by Pierce P Macguire to Approve based on the
fact that the granting of the variance will not be detrimental to the public health, safety or
welfare or injurious to other property in the area or to the City in administering this Code,
that the granting of the variance would not substantially conflict with the Comprehensive
Plan and the purposes of this Code, that the conditions that create the need for the
variance do not generally apply to other property in the vicinity, that the application of a

Public Hearing and possible action on a request for a Special Use Permit (SUP) for the
specific use of Multi -Family in the General Commercial (C-3) zoning district on the
property located at 1701 NE Inner Loop, Georgetown, TX 78626, bearing the legal
description of 6.44 acres out of the John Berry Survey, Abstract No. 51 (2024-8-SUP) --
Haley Webre, Planner
Commissioner MacGuire asked why staff recommended a condition of requiring a 15-foot
separation between buildings if it is already required by the Unified Development Code.
Webre explained that the concept plan showed a 13-foot separation between the
buildings and that concept plan would be included in the ordinance. Webre shared that
they would not want the 13-foot separation to be approved as seen on the concept plan.
Ethan Harwell, applicant, approached the podium to address the commission and
provided a presentation.

explained that it is located further away from the school exit and closer to the
intersection on Northeast Inner Loop.

Commissioner Rodocker asked if the condos would be for sale or lease. Harwell
explained that the condos would be for sale.
Commissioner Price believed the use of the property would be good because of the
location to the school and commercial development in the surrounding area.
Commissioner Allen agreed and added that he thought use was reasonable.

Travis Baird reminded the commission of the P&Z and City Council joint session on
November 12, 2024, at 2 PM in the Hewlett Room of the Georgetown Public Library.
