The Georgetown Planning and Zoning Commission met on Tuesday, February 18, 2025 at 6:00 PM at
Council and Court Building, 510 W. 9th Street.

table at the entrance to the mee ng room. Clearly print your name and the le er of the item on which you wish
to speak and present it to the Board Liaison prior to the start of the mee ng. You will be called forward to speak
when the Board considers that item. Only persons who have delivered the speaker form prior to the mee ng
being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for
six minutes, it is permissible to use another requestor's granted me to speak. No more than six minutes for a
speaker may be granted. The requestor gran ng me to another speaker must also submit a form and be present
at the meeting.

2.A 2024-14-REZ 1306 Hart St.
Public Hearing and possible action on a request for a Zoning Map Amendment to rezo
0. 1720 acres consisting of Lot 3, Block I of the Booty & Lesueur Subdivision and an
abandoned 10 foot alley that abuts and joins the West line of said Lot 3, Block 1 of the
Booty & Lesueur Subdivision, from the Office (OF) zoning district to the Residential
Single -Family (RS) zoning district, for the property generally located at 1306 Hart Stre6
Georgetown, TX 78626. (2024-14-REZ) -- Haley Webre, Planner I
Paulette Taylor, 705 West 8th Street, approached the podium to address the
commission and explained that she was in support of the rezoning request. Taylor
emphasized her role as the Track Ridge Grasshopper vice president and the extensive
work done with city officials on the area's mapping.
Moved by Pierce P Macguire; seconded by Shelley G G Rodocker to Approve item 2.A as
presented.

2— B 2024-17-REZ Georgetown Mini Warehouses and Office Space
Public Hearing and possible action on a request for a Zoning Map Amendment to rezo

(AG) zoning district to the Business Park (BP) zoning district, for the property generally

Chair Perthuis asked if the property in question would affect the stub out from Wisteria
Drive.

Travis Spaulding, applicant, approached the podium to address the commission and
acknowledged that they are not planning on utilizing County Road 152. Spaulding
explained that the project would include a detention pond that would act as a buffer
zone to mitigate noise and pollution to the Crystal Knoll neighborhood. Spaulding
highlighted the project's benefits, including improved fire suppression and better
transition between land uses.

Commissioner Price complimented the applicant on the presentation and asked th-T
they consider lighting when applicable. Spaulding explained that the plan would be
contain all lights and added that there would not be a truck port on the site. i
Alternate Commissioner Digiacomo referred to the public comments that shared
concern with traffic utilizing Crystal Knoll Boulevard as a cut through. Spaulding

Karen Miller, 300 Crystal Knoll Boulevard, approached the podium to address the
commission and shared her concern of light and traffic pollution. Miller shared that she
purchased her home to remove herself from the traffic but acknowledged that the
development will bring in more traffic. Miller highlighted the ease of utilizing Crystal Knoll
Boulevard to travel south instead of using State Highway 130 Northbound. Miller
concluded with the idea that the property could be sold to someone who will utilize the
property as agricultural with livestock.
Dodie Marin, 10 Azalea Drive, approached the podium to address the commission and
shared that she represented the Crystal Knoll Terrace HOA for properties at 301 and 302
Crystal Knoll Boulevard. Marin referred to the staff report that noted that County Road 152
as a major arterial level road and stated that the US Department of Transportation,
Federal Highway Administration referred to it as a local road. Marin highlighted that the
staff report stated business park zoning as "slightly too intense to be place next to the
residential area." Marin questioned how Special Use Permits would not be permitted for
manufacturing and processing uses. Marin stated that the property location would
increase the traffic. Marin shared that Crystal Knoll Boulevard is already used as a cut
through and is maintained by Williamson County. Marin spoke about the traffic and
congestion at the intersection of Stadium Drive and Crystal Knoll Boulevard due to the
nearby school. Marin questioned whether Williamson County or the City of Georgetown
would maintain the nearby roads that will deteriorate. Marin concluded with a request that
the commission take into consideration all that was mentioned.
Chair Perthuis closed the public hearing and opened the floor to a motion.
Moved by Michael L Price; seconded by Lance A Morgan to Approve item 2.13 as
presented.
Chair Perthuis highlighted a Planned Unit Development in the area and noted that the
property will be developed and will not remain at its current state for livestock. Chair
Perthuis noted that the Crystal Knoll neighborhood is not within city limits, so the city will
not maintain the roads. Chair Perthuis commented that this request would be the best
option for the property. Commissioner Charles echoed support for the request.
Commissioner Rodocker inquired about what can be done regarding County Road
152.Baird explained that large portions of County Road 152 have been annexed and are
within city limits. Therefore, those portions will eventually be brought up to standard that is
on the transportation plan. Baird further explained that developments similar to the
requested one found along County Road 152 pay Transportation Impact Fees which
would fund the improvements. Commissioner Rodocker commented on the conditions of
County Road 152 and shared concern with increased traffic on the road.
With no further comments, the commission proceeded to vote on the motion.

3.09.080. Revisions to Approved Site Development Plans, Section 3.05 UDC Code Text
Amendments and Section 3.03 Public hearing notice for text amendments, and Section
4.10 Courthouse View Protection Overlay Austin Avenue corridors -- Sofia Nelson,
Planning Director
Sofia Nelson, Planning Director, approached the podium to address the commissi
and provided an explanation of the Unified Development Code updates as

Commissioner Price asked who adjudicates a disagreement with a developer. Nelson
shared that the planning director would make the determination, and if the
disagreement elevates, then the developer would appeal the determination to the
Zoning Board of Adjustment.
