HomeMy WebLinkAboutMinutes_P&Z_06.17.2025Minutes of the Planning and Zoning Commission City of Georgetown, Texas Tuesday,, June 17, 2025 The Georgetown Planning and Zoning Commission met on Tuesday, June 17, 2025 at 6:00 PM at Council and Court Building, 510 W. 9th Street. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the mee ng being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted me to speak. Regular Session 2,A Traffic Impact Fee Study Update Presentation and discussion regarding the required update to the Traffic Impact Fee Study -- Nat Waggoner, AICP,PMP, Transportation Coordinator Nat Waggoner presented the traffic impact fee, TIF, study update to include enabling legislation, impact fee basics, impact fee components, impact fee history, surrounding cities, lessons learned, and next steps. Alternate Commissioner Bradac raised questions about the downtown service area and the inclusion of Rock Street in future plans. Lua Saluone, Transportation Planning Manager, approached the podium to address the, commission and explained that in the Transportation Master Plan, Rock Street was not labeled as a major collector, a larger classified road like other streets mentioned. Alternate Commissioner Diglacomo questioned the rationale behind the impact fee percentages. Waggoner explained that in the 2021 study, the city council aimed to encourage commercial development and found that certain service areas already had cv'%IoAment. Commissioner Charles inquired about the number of commercial applications subjected to the TIF fee. Waggoner explained that 9 out of 130 applications have been assessed for the TIF fee. Commissioner MacGuire asked for the reason why few applications have been subject to the TIF fee. Waggoner explained that many applicants platted before the ordinance went into effect. Waggoner added that some cities assess TIF fees at the time of final plat and that the City of Georgetown does so with the preliminary plat. Alternate Commissioner Bradac asked if moving the assessment to the final plat was under consideration and if there would be stakeholder meetings. Alternate Commissioner Rodriguez shared concern with the growth trends and data flexibility with the changes, Alternate Commissioner Rodriguez asked about the mechanisms that staff have in place to deal with outdated or inaccurate data. Waggoner explained that the state requires an update every 5 years but no sooner than 3 years. Waggoner added that the transportation department was required to update the commission regarding the program semi-annually and concluded that the City Council has the discretion to rebate fees through development agreements. xj. - qFMWW1FW "IMP costs and whether it aligns with TxDOT, Waggoner shared that he would provide the Commissioner Charles referred to the Transportation Demand Management projections, TDM, and questioned whether they considered surrounding areas. Waggoner shared that a regional model was used for growth projections which included six counties and calibrated growth rates at the county level. Commissioner Charles requested metrics available for comparison of growth rates to the surrounding counties. Commissioner Charles highlighted Texas Senate Bill 887 that would allow TIF to be utilized for safety components on existing roadways and questioned how that could impact the disCLMsion. 2.B Discussion Items Updates, Commissioner questions, and announcements -- Travis Baird, Assistant Planning Director — Current Planning Short discussion on the board or commission that works with the City of Georgetown airport.
