Rinn, Executive Assistant to the City Manager MINUTES Legislative Regular Agenda A. Call to Order --Suzy Pukys, SPCS Advisory Board Chair The Meeting was called to Order at 9:15 a.m. B. Roll Call --Suzy Pukys, SPCS Advisory Board Chair All Members were present. C. Consideration and possible action to approve the Minutes from the May 18, 2017 SPCS Advisory Board Meeting —George Porter, Secretary Motion by Douglas, second by Wilson to approve the Minutes from the May18, 2017 SPCS Advisory Board Meeting. (Approved 5-0) D. Discussion and possible action regarding the allocation recommendations to be made to the City Council for funding of the Strategic Partnerships for Community Services (SPCS) Grants —Suzy Pukys, Board Chair Suzy Pukys provided an introduction to the process for going through each of the applications.; The Board Members also disclosed any potential conflicts of interest they may have with any of the agencies that applied for funding. Shirley Rinn provided an overview of the scoring rubric and the process for determining the allocation recommendations for the City Council. (OWBC) (Disqualified) • Goodwill Industries $0 of Williamson Count $214,000.00 $0 $185,800.00 $399,800.00 SPCS Advisory Board Minutes July 6, 2017 Page 2 of 3 The Board also discussed the following related to four (4) of the agencies,; Since A Gift of Time Adult Day Care is a new start-up non-profit ,the Board would like to see the grant award split into two (2) payments, the first at the beginning of the budget year and the 2nd mid -year after receiving a progress report from the agency; Habitat for Humanity's grant award is to be restricted to Home Repair; Lone Star Circle of Care's grant award is to be restricted to Adult Dental Care; and Opportunities for Williamson & Burnet Counties, Inc. (OWBC) also applied for in -kind utility assistance. However, the Board did not review their grant application because it was incomplete. This request needs to be determined by the City Council. There was also some discussion regarding the reporting requirements and the types of information the Board would like to see included in the annual reports that are due in October 2017. The Board will meet prior to the completion of the Funding Agreements to discuss a standardized reporting format that includes relevant metrics for the Annual Reports. A tentative date of August 10, 2017 was discussed. The Board also indicated that it would like to provide to each of the agencies who applied for funding its observations and suggestions of what each agency could do in the future to improve their grant applications. There were also some of the agencies that the Board would like to gain some additional clarification on information referenced in their grant applications. The Board recommendations will go to the City Council August 8, 2017„ E.
