Unified Development Code Advisory Committee Meeting
Minutes
Tuesday, February 3, 2015 at 3:00 PM

A. Chair Cochran called the meeting to order at 3:04 p.m.
B. Consideration of the minutes of the November 4, 2014, meeting of the Unified
Development Code Advisory Committee with amendment.
Motion by Committee Member Horne to approve the minutes from the November 1,
2014 Unified Development Code Advisory Committee.
Second by Committee Member Hanson. Approved. (6-0)
C Discussion regarding proposed UDC amendment language related to the pre-
application process in UDC Section 3.02.010 (2014 UDC General Amendment List Item
1). Valerie Kreger reviewed the amendments language related to the pre-application
process in UDC Section 3.02.010. Discussion among Committee members and approval
to move forward with amendments as discussed.
D Discussion regarding proposed UDC amendment language related to the establishment
of the UDC Development Manual in UDC Section 1.11 (2014 UDC General Amendment
List Item 2). Valerie Kreger reviewed the amendments language related to the
establishment of the UDC Development Manual in UDC Section 1.11. Discussion
among Committee members and approval to move forward with amendments as
discussed.
E Discussion regarding proposed UDC amendment language related to the minimum
Planned Unit Development (PUD) size in UDC Section 4.04.030 (2014 UDC General
Amendment List Item 13). Valerie Kreger reviewed the amendments language related
to the minimum Planned Unit Development (PUD) size in UDC Section 4.04.030.
Discussion among Committee members and approval to move forward with
amendments as discussed.

F Discussion regarding proposed UDC amendment language related to the non-
residential dimensional and setback requirements of UDC Section 7.03 (2014 UDC
General Amendment List Items 16 & 30). Valerie Kreger reviewed the amendments
language related to the non-residential dimensional and setback requirements of UDC
Section 7.03, discussion among Committee members and approval to move forward
with amendments as discussed.
G Discussion regarding specific use limitations related to building size (UDC List Item
20). Staff reviewed over the building limitation in zoning districts and will research
additional information if there is a need for limitation in specific zoning districts along
with the new fire codes which is causing limitation on commercial buildings.
H Discussion regarding residential accessory structures and dwelling for direction (UDC
List Items 22 & 25). Discussion was directed to Old Town. Some concern with
occupants along with old water and sewer lines. Special use permit could address
parking issues. Allow 2-car garages if it passes requirements and depending on
impervious coverage at the discretion of staff. After discussion, staff will bring back
language to discuss.
I Update the committee on City Council additions to the 2014 UDC General
Amendments List. Staff gave an update regarding residential infill in the Old Town and
Downtown district.
J Update the Committee on the status of any UDC Executive Amendments that are being
processed separate from the General Amendment process. Staff reviewed over the
Salamander Water Quality Regulation which was adopted by the City Council.
Staff also reviews on the updated Historical and Architectural Review Committee,
Certificate Design Compliance amendments related to the preservation of the Unified
Development Code and will be presented to the Planning and Zoning meeting and then
to the City Council meeting.
