Regular Session 1.A Meeting Minutes Consideration and possible action to approve the minutes from the March 20, 2024 regular Unified Development Code Advisory Commission meeting -- Erica Metress, Planning Specialist UT TU-1 I'M ra March 20, 2024, regular Unified Development Code Advisory Commission meeting. Motion Approved: 4- 0 Voting For- Joshua A Baran, Travis Perthuis, Shelley G G Rodocker, Brad Strittmatti Voting Against: None 1.B Review of Zoning Districts and Uses within each district Discussion on zoning districts and uses permitted within each district -- Sofia Nelson, Planning Director pole III found in section 5.03.010 of the UDC. Chair Perthuis inquired about the differences in allowed uses for elementary, middle, and high school. The discussion continued to college, boarding, business, or trade schools in the Civic Use table found in section 5.03.010 of the UDC. Committee Member Baran suggested no changes for C1 but recommended that correctional facility was removed from the Mixed -Use Downtown district. Baird explained that the recommendation would make the county jail nonconforming which would make their ability to update and change the facility difficult. The discussion continued to medical and institutional facilities, and places of worship in the Civic Use table found in section 5.03.010 of the UDC. that allowance and recommended to add a Special Use Permit, SUP, or remove it from the C1 district. Chair Perthuis agreed to remove the hospital use from the C1 district and mentioned that there are other zoning districts to allow this use if necessary. Discussion on plasma centers. Nelson asked the committee if that were a use that would reinforce the environment for the Mixed -Use Downtown, MUDT, district. Committee Member Baran recommended to remove the use from the MUDT district. Baird highlighted the potential hours of operation for a plasma center. Committee Member Baran commented that a psychiatric hospital would not reinforce the environment in MUDT and recommended to remove the use from that section. Chair Perthuis and Committee Member Rodocker agreed with the suggestion. Chair Perthuis and Committee Member Baran did not recommend changes to places of worship section in the Civic Use table found in section 5.03.010 of the UDC. Discussion continued to the Agriculture Uses table found in section 5.07.010 of the UDC and conversation on the processing of meat ensued. Committee Member Baran recommended to add a Special Use Requirement for a meat market in MUDT and permitted fully in the 11 district. Chair Perthuis agreed with the suggestion. Chair Perthuis recommended to add an SUP requirement for taxidermist in the 11 district. Discussion continued to the Transportation and Utility Uses table found in section 5.05.010 of the UDC. Chair Perthuis suggested to discuss commercial for the C1 zoning district. Nelson asked if a commercial parking lot should be permitted in the CN, Neighborhood Commercial, zoning district. Committee Member Baran and Chair Perthuis commented that they don't believe that the use should be permitted. Committee Member Rodocker recommended that a heliport is permitted with a SUP in the Agriculture, AG, zoning district. Discussion continued to the wireless transmission facility use. Committee Member Baran recommended to mark the wireless transmission facility over 40' use as an SUP for AG. Discussion continued to the Commercial Uses table, subsection labeled Overnight Accommodations, found in section 5.04.010 of the UDC. Committee Member Baran mentioned that a bed and breakfast should be required to Committee Member Rodocker recommended to allow limited -service hotel in MUDT with a SUP. Nelson asked the Committee if there is enough distinction between the full -service hotel and limited -service hotel definitions, Chair Perthuis recommended to combined both definitions.
