P12 s0ject **t osted vim'Ag A,-_ re* ,e received .4y the 14vis*ry 11�,*ar4 or Liais uest waust P minuf%,, tn addxess==A Board or Commission members, No action can be taken, I I Regular Session 1.A Meeting Minutes Consideration and possible action to approve the minutes from the June 12, 2024 regular Unified Development Code Advisory Commission meeting -- Erica Metress, Planning Specialist Motion Approved: 4- 0 Voting For: Scott A Allen, Joshua A Baran, Brian A Carr, Troy Hellmann Voting Against: None 1.B Review of Zoning Districts and Uses within each district Discussion on zoning districts and uses permitted within each district -- Sofia Nelson, Planning Director Sofia Nelson provided an overview of the discussion during the June 12, 2024, Unified Development Code Advisory Committee meeting and explained the changes in the Unified Development Code use chart. Committee Member Baran did not think there was a need for a Special Use Permit, SUP, for a drive-thru in the local commercial zoning district, C1. Committee Member Hellmann agreed. Committee Member Allen questioned the comment and explained that a drive-thru behind a residential lot would not be desirable. Discussion on the that any C1 zoning district next to a residential district would be required to meet setback and buffer yard requirements. Ryan Clark, Long Range Senior Planner, mentioned that the Committee can get remove the requirement of a SUP but raise the standards. Committee Member Baran recommend leaving restaurant drive-thru as a limited use but create a specific limitation for volume. Baird asked the Committee if they thought that restaurants should be permitted in the industrial zoning district. Committee Member Baran mentioned that he did not think it should be restricted in the industrial zoning district and recommended to keep the SUP for the use due to parking requirements. Committee Member Carr recommended to keep micro -brewery and micro -winery in the industrial zoning district. Committee Member Hellmann recommended to permit general restaurants that meet parking requirements in the flex industrial, 11, zoning district. Committee Member Baran agreed with the recommendation and suggested that drive-thru restaurants, bar, tavern, or pub, and micro -brewery should be limited in the 11 zoning district. Committee Member Hellmann suggested to limit the permanent mobile or outdoor food vendor and questioned the requirement for a SUP with additional limitations. Nelson explained that the idea was to ensure that the proximity to residential districts would not negatively influence the quality of life. Baird highlighted that the environment would be different especially with noise due to all customer activities being outside. Committee Member Allen disagreed with the suggested of limiting the permanent mobile or outdoor food vendor with the consideration for trash and pests for nearby neighborhoods. Nelson cautioned the committee to changing this use as limited and without a SUP due to the distance from residential zoning districts. Hellmann recommended to require a SUP for a permanent mobile or outdoor food vendor in the C1 zoning district but limit the use in the C2, 11, 12, and MUDT zoning districts. Committee Member Baran inquired about the building setback requirements for a permanent mobile or outdoor food vendor and mentioned that the restriction should include that the structure is considered a building. The discussion continued to the entertainment and recreation category found in the Commercial Uses table found in section 5.04.010 of the UDC. Committee Member Baran suggested to limit the live music or entertainment use in 11 and agriculture, AG, zoning districts. Committee Member Allen agreed with Committee Member Baran's suggestion to limit the use in the agriculture zoning district and added that they should consider master planned communities in the northwest part of Georgetown as the agriculture zoning districts may be surrounded more by the communities. Committee Member Baran retracted the AG consideration as long as if they can have a special permit for special events. Committee Member Baran recommended to add limitations to the dance hall and club use for the 11 zoning district. Committee Member Carr suggested to add decibel or time restrictions for the dance hall and nightclub uses. Nelson asked if the committee should consider distance rather than decibel restrictions from a residential district. The committee agreed. Committee Member Baran recommended to move the sexually oriented business with a SUP to 11 instead of 12. Hellmann disagreed and mentioned that it should remain in 12 with a SUP. Committee Member Hellmann suggested to add the event facility use to the 11 zoning district as a limited use. Committee Member Baran recommended to permit the athletic facility use in the 11 zoning district. Committee Member Baran mentioned that indoor and outdoor athletic facility should be separated or limited, and that the indoor athletic facility use should be EMSE Committee Member Hellmann suggested to allow the commercial recreation use in the 11 zoning district. Committee Member Baran recommended to permit the commercial recreation use in the C1 and C2 zoning district. Committee Member Baran mentioned that besides the SUP, there were no limitations listed for the indoor firing range use. Baird recommended to add the indoor firing range use to the public facility zoning district, PF Committee Member Baran agreed and recommended to permit the indoor firing range use in the 11 zoning district and to identify requirements in the SUP or add limitations.
