HomeMy WebLinkAboutMinutes_UDCAC_07.17.2024Minutes of the Unified Development Code Advisory Commission The Georgetown Unified Development Code Advisory Commission met on Wednesday, July 17, 20,24 at 3:30 PM at Historic Light and Waterworks Building, 809 Martin Luther King, Jr Street. The following Members were in attendance: Present were, Scott A Allen, Joshua A Baran, Brian A Carr, Troy Hellmann, Shelley G G Rodocker, Brad Strittmatter Public Wishing to Address the Board �ndzr, Please fill out a speaker registration form which can be found on the table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. Each speaker will be given three minutes to address the Board or Commission members. No action can be taken. 1, Regular Session 1.A Meeting Minutes Consideration and possible action to approve the minutes from the July 10, 2024 regular Unified Development Code Advisory Commission meeting -- Erica Metress, Planning Specialist Motion Approved: 6- 0 Voting For: Scott A Allen, Joshua A Baran, Brian A Carr, Troy Hellmann, Shelley G G Rodocker, Brad Strittmatter Voting Against: None (..B Review of Zoning Districts and Uses within each district Discussion on zoning districts and uses permitted within each district -- Sofia Nelson, WMEMMI= Discussion began with health services section of the commercial uses table found in section 5.04.010 of the Unified Development Code. Committee Member Hellmann requested that note A to be applicable to the C1, Local Commercial, zoning district for the home health care services use. Committee Member Baran referenced the upcoming downtown parking garage and recommended to remove part 1 of note K in the Mixed Used Downtown, MUDT, zoning district. Committee Member Hellmann recommended to remove note K on the home health care services and medical or dental office uses in the MUDT district because the medical or dental clinic and urgent care facility uses will require a special use permit, SUP. Committee Member Hellmann noted to strike the portion o note K that The discussion continued to the professional and business offices section of the commercial uses table found in section 5.04.010 of the Unified Development Code. Committee Member Baran recommended to limit the integrated office center use in the C1 zoning district and change it as permitted by right in the MUDT zoning district. Additionally, Committee Member Baran recommended to leave the data center use as prohibited in the CI zoning district. Ryan Clark, Long Range Senior Planner, asked the. committee if they would permit general retail in the business park, BP, zoning district. Committee Member Baran recommended to remove the limitation for general retail which would allow the use by right in the BP zoning district. Discussion on the definition of general retail, office, office showroom, wholesale showroom and office warehouse. Committee Member Baran suggested that the definitions should identify the trucking differences between each use. Committee Member Baran mentioned that the 11 zoning district should allow all retail and warehouse related uses with a note that the structure would not exceed a certain the size of the building in the MUDT zoning district or if they would prefer that the Historic and Architectural Review Commission continue to review the downtown guidelines. Committee Member Baran suggested that they rely on the downtown guidelines and HARC. Upon that suggestion, Committee Member Baran recommended to keep the limitation of general retail use in the MUDT zoning district. Discussion continued to the agricultural sales and landscape supply sales use found in the commercial uses table in section 5.04.010 of the Unified Development Code Committee Member Baran suggested to combine the agricultural sales and landscape supply sales uses and permit them in the 11 zoning district. Committee Member Hellmann recommended to permit the farmer's market use to the 11 zoning district. Nelson shared that she would be cautious in allowing a farmer's market and flea market near residential uses. Committee Member Baran agreed with Nelson's perspective. Committee Member Hellmann suggested to remove the limitation of the farmer's market use in the C1 zoning district and added that the flea market use should remain as an SUP. Committee Member Baran agreed with Committee Member Hellmann' suggestion and added that an SUP should be required for the farmer's market use in MUDT. Clark asked the Committee if the artisan studio and gallery use should remain as its own use, or if it should be included in the general retail use. Committee Member Hellmann mentioned that the artisan studio and gallery use seem appropriate as a general retail use. Examples of the artisan studio and gallery use in Georgetown were provided for clarification. Committee Member Baran recommended to allow the use as its own category. Committee Member Hellmann suggested to permit the artisan studio and gallery use in the 11 zoning district. Committee Member Carr suggested in including karate within the personal services use. Committee Member Baran recommended to permit the personal service use in the C1 zoning district. Nelson asked the committee if a vape store should be added to the definition of personal services, restricted. Committee Member Baran recommended to add vape shop in the personal services, restricted use and questioned if the use should be permitted in the 11 zoning district. Clark recommended excluding it from the 11 zoning district. Committee Member Hellmann recommended to require an SUP for the personal services, restricted use in the C1, C3, and 11 zoning districts. Committee Member Hellmann recommended to remove the N limitation from the dry- cleaning service, drop-off only use. Committee Member Baran suggested to remove the O note from the fitness center use. Committee Member Hellmann noted that the SUP in MUDT should be changed to permit the fitness center use in that zoning district_ Nelson asked the committee if they were interested in conditions surrounding the drive-thru banking and financial services use in the CI zoning district due to its proximity to neighborhoods. Committee Member Hellmann shared interest in possible conditions for the drive-thru banking and financial services use due to its proximity with neighborhoods. Nelson noted that staff would be able to work on possible conditions and present it to the committee in the near future. Committee Member Hellmann recommended to remove stockbrokers and bonds from the definition as the use should be just considered a general office. Committee Member Baran suggested that the consumer repair use should be redefine' Committee Member Hellmann recommended to allow the consumer repair use in the I I zoning district. Committee Member Rodocker recommended to combine the consumer I repair use with the personal services use. Committee Member Baran recommended to remove the kennel use from the 12 zbnI district and allow it in the 11 zoning district with limitations.
