Hartford explained that his concern is with potential uses for properties that border residential properties. Hartford highlighted that out of the 25 additional uses, some require a special use permit, SUP. Hartford expressed relief in hearing that there would be limitations for some uses in the C1 zoning district that is adjacent to residential properties. Committee Member Allen requested that the limitation in the C1 zoning district include specifications with regard to abutting with residential properties. Committee Member Baran noted that an office is a quiet use to have next to a residential property. Nelson offered for staff to research and provide recommendations for limitations. Committee Member Baran suggested to leave a limitation with the use so that it is well defined. Baird mentioned that the office/showroom use is relatively flexible in that it has assisted in bridging some of the different zoning districts. Committee Member Baran shared that he felt the designation should be based on the size of the warehouse instead of the size of the showroom and believed that the important part is not having semi -trucks loading and unloading merchandise. Committee Member Baran commented that the office/showroom use is appropriate in the C1 zoning district with a limitation of the size of the warehouse. Jessica Lemanski, Associate Planner, read the limitation for office/showroom in which warehousing facilities shall be incidental to the primary use and shall not exceed 50 percent (50%) of the total floor area. Committee Member Baran suggested in reducing the 50% maximum. Nelson asked if the limitation for the C1 zoning district should include the statement of no warehouse. Committee Member Baran suggested that the statement of no warehouse in the C1 and C2 zoning district or maximum limitation of 10% of the lot size would be appropriate. Chair Perthuis recommended no change with wholesale showroom. Chair Perthuis suggested in permitting wholesale greenhouse in the intensive industrial, 12, zoning district. Committee Member Baran recommended to include wholesale greenhouse in the 11 and 12 zoning districts. Nelson asked the committee if the definition of wholesale greenhouse should be more specific. Committee Member Baran suggested to include indoor growing with the definition. Ryan Clark, Long Range Senior Planner, highlighted that there may be a conflict with the Future Land Use map with regard to number of employees if the wholesale greenhouse use was permitted in the 12 zoning district. Committee Member Baran requested examples of smaller wholesale greenhouse to Committee Member Baran suggested to remove manufacturing housing sales in the C2 zoning district. The discussion proceeded with the automotive sales and services section of the c*mmercial uses table found in section 5.04.010 of the Unified Development Code. Chair Perthuis recommended no change with automobile sales, rental or leasing facility. Committee Member Baran recommended no change with commercial vehicle sales, rental or leasing facility. Baird asked the committee if they would recommend keeping • • automobile • and accessories sales (indoor) with general retail. Committee Member Baran suggested in combining automobile parts and accessories sales (indoor) with general retail as its use is wanted near residential neighborhoods. The committee agreed with the • • member Baran suggested to remove the SUP with • parts and 9,ccessories sales (outdoor) and permit it in 12 only. Chair Perthuis agreed in allowing 4h.utomobile • and accessories sales (outdoor) just in the industrial zoning district. Nelson concluded the meeting with a request that the committee continue to review the use chart for upcoming meetings.
