The Georgetown Unified Development Code Advisory Commission met on Wednesday, September
11, 2024 at 3:30 PM at City Hall Community Room, 808 Martin Luther King Jr. Street.

Consideration and possible action to approve the minutes from the August 14, 2024,

Zane Brown, Management Analyst, explained some of the concerns Randy Hartford,
public speaker, shared with Brown and Planning Director, Sofia Nelson, after the August
14, 2024, regular meeting of the UDCAC. Some of the concerns mentioned was
specifically to neighborhoods and residential uses. Brown shared that it was
but will be allowed in C1, Local Commercial, from being adjacent to residential
properties.
Committee Member Baran believed that having both CN and OF zoning districts was
unnecessary but shared that it may be regrettable to remove both altogether. Chair
Perthuis suggested to combine both zoning districts into one zoning category.
Member Hellmann agreed with Committee Member Baran with the lesser category but
did not want to mandate that anything next to residential would need to be in the
Emmmml�-
Ryan Clark, Long Range Senior Planner, asked the committee for their insight on the
functionality of the C1 zoning district.
Committee Member Baran explained that he saw the C3, General Commercial, 7-oning
4istrict as larger commercial pods, big boxes, and some flex industrial. Committee
Member Baran added that he saw the C1 zoning district as something that could exist
along Williams Drive as an example, with some residential uses along it. Committee
With no further comment, the discussion began with the Automobile Repair and
Service, Limited and General uses of the commercial uses table found in section
5.04.010 of the Unified Development Code.
Committee Member Baran suggested to add a Special Use Permit, SUP, to the 11, Flex
Industrial, zoning district for Automobile Repair and Service, general. Committee Member
Hellmann shared that he believed the use should be permitted somewhere. Nelson
suggested to allow the use in the 12, intensive industrial, zoning district because it will
have heavier uses of the two industrial zoning districts. Nelson added that the 11
zoning district may have some transitional uses. Committee Member Baran shared that
the use should be permitted in the 12 zoning district. Committee Member Hellmann
questioned if Automobile Repair and Service, general, should be permitted in the C2,
Regional Commercial, zoning district. Committee Member Baran commented that the use
may need an SUP should it be permitted in the C2 zoning district.
Committee Member Baran asked for the definition of Automobile Repair and Service,
general, and Automobile Repair and Service, limited. Committee Member Hellmann
suggested to remove the statement in the definition of Automobile Repair and Service,
limited, about overnight on -site storage of vehicles and then add the V note limitation.
Chair Perthuis and Committee Member Baran agreed. Committee Member Baran
suggested in requiring an SUP for Automobile Repair and Service, general, in the 11
zoning district.
The discussion continued to the fuel sales use. Committee Member Baran inquired
about the background on the 4 square pump arrangement versus 4 linear pump
arrangement. Nelson shared that the idea may have begun from a light intrusion
perspective. Committee Member Baran suggested to remove the configuration of the
pumps. Chair Perthuis and Committee Member Hellmann agreed.
The discussion continued to the car wash use. The committee agreed that the use
should remain as is.
The discussion continued to the recreational vehicle sales, rental or service, towing
services and impound lots use. The committee agreed that the uses should remain as
they are.
The discussion continued to the Industrial Uses Table found in section 5.06.010 of the
Unified Development Code.
With regard to the contractor services, limited and general, use, Committee Member
Hellmann suggested to match both uses. Committee Member Baran highlighted that there
would be a need for one category and suggested to remove the contractor services,
limited, use, and keep the contractor services, general, use. Committee Member Carr
recommended to incorporate some of the definition for the contractor services, limited, use
in the definition of the office/warehouse use. Committee Member Baran suggested to
allow for assembly and maintenance of the materials indoors to the office/warehouse use
definition.
No change was recommended by the committee for the movie production use.
The discussion continued to the printing and publishing use.
Jessica Lemanski, Associate Planner, recommended to review the definition of the
printing and publishing use and the definition of the printing, mailing, and reproduction
services use. Committee Member Hellmann and Baran recommended to combine the
two uses under the printing, mailing, and reproduction services use.
The discussion continued to the research, testing and development lab use. The
committee agreed that the use should remain as is.
The discussion continued to the manufacturing, processing and assembly, limited and
general, use. The committee agreed that the uses should remain as they are.
The discussion continued to the warehousing and distribution, limited and general, use.
Lemanski highlighted that the definition of both uses do not address the scale of
distribution. Committee Member Baran commented that the definition should allow for
individual businesses to exist. Committee Member Hellmann suggested to incorporate
square footage as a limiting factor between the warehousing and distribution, limited and
general, use.
Brittnee Gregoire, 1002 Parkway Street, shared that she liked the idea of separating the
two uses by square footage and suggested in possibly using dock level doors for heavier
distribution and grade level doors for smaller distribution. Gregoire highlighted that there
should be a square footage differentiation between the warehousing and distribution,
limited and general, use. Gregoire poised the question of whether a smaller
office/warehouse storage with climate control would comply with the square footage and
noted that smaller climate control warehouses could still be an employment center.
Gregoire highlighted that biotech in the climate control warehouse could fall in an
industrial zoning district like 11.
Chair Perthuis questioned if the definition of the uses includes truck terminals.
Committee Member Hellmann highlighted that the definition does not allow truck
terminals or rail yards.
Committee Member Baran suggested to allow distribution in the office/warehouse use.
Nelson asked if it would be helpful to include grade level condition with the
office/warehouse use. Committee Member Baran shared that he thought square footage
would be more important instead of grade level or dock height. Committee Member Baran
shared that overall square footage should be the focus instead of individual square
footage. Committee Member Baran suggested to permit the warehousing and distribution,
limited, use in the 11 zoning district and to add distribution to the office/warehouse use
definition.
Gregoire asked the committee if they would recommend placing an SUP or limitation for
the warehousing and distribution, general, use in the 11 zoning district. The committee
agreed with placing an SUP for the warehousing and distribution, general, use in the 11
zoning district.
Chair Perthuis asked if there were any remaining recommendations for the remainder of
the Industrial Uses Table found in section 5.06.010 of the Unified Development Code. The
committee did not have additional comments or recommendations.
