The Georgetown Unified Development Code Advisory Commission met on Tuesday, October 29, 2024
at 3:30 PM at Council and Court Building, 510 W 9th Street.

Public Wishing to Address the Board
09 Please fill out a speaker registration form which can be found on the
table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you
wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the Board considers that item, Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six
minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form
and be present at the meeting.
A request must be received by the Advisory Board or Commission
Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to

Consideration and possible action to approve the minutes from the October 9, 2024
regular Unified Development Code Advisory Commission meeting -- Erica Metress,
Moved by Stephen F Dickey, seconded by Lee Nichols to Approve the minutes from t
October 9, 2024, regular Unified Development Code Advisory Commission meeting.

I.B Review of Uses within Neighborhood Commercial (CN) and Office (OF)
Zoning Districts
Discussion on uses permitted within the Neighborhood Commercial (CN) and Office
(OF) districts -- Sofia Nelson, Planning Director
Sofia Nelson provided an overview of the current and proposed zoning categories.
Nelson explained that the two categories that will be reviewed today will be the CN,
neighborhood commercial, and OF, office, zoning districts. The discussion moved
forward with the civic use table found in section 5.03.010 of the Unified Development
Code.

should be an SUP, special use permit, for the social service facility use. Chair Perthuis
agreed in aligning the social service facility use with the community center use.

Travis Baird, Assistant Planning Director - Current Planning, shared that the social
service facility use would be multi -functional and provide a broad spectrum of services to
the surrounding community. Committee Member Baran concluded with the comment to
keep the social service facility use as staff recommended, as an SUP.
The discussion moved forward with the transportation and utility use table found in
section 5.05.010 of the Unified Development Code. Committee Member Baran
suggested that the utility services, major, use should not be permitted. There were no
further comments from the committee.
The discussion moved forward with the commercial use table found in section 5.04.010 of
the Unified Development Code. The committee agreed with staff's recommendations
regarding the bed and breakfast, bed and breakfast with events, inn, and hotel, boutique
uses.
Committee Member Baran shared that he believed the food catering services use should
be permitted or at least include a note with a limitation, Nelson acknowledged that the
food catering services use is permitted in the C1, local commercial, zoning district and
recommended a limitation pertaining to the location of dumpsters. Committee Member
Dickey suggested in limiting hours of operation for the food catering service use due to
the early or late hours of loading materials. Baird explained that hours of operation is
difficult to manage and suggested that the committee consider the location of loading
areas and parking relative to adjacent residential areas. Committee Member Baran
suggested to add an SUP requirement for the food catering
services use. The committee agreed with the recommendation.
Committee Member Nichols suggested in not allowing the restaurant, drive through, use in
the neighborhood commercial district. Committee Member Baran disagreed because he
felt that a lot of family -owned businesses utilize properties within the neighborhood
commercial zoning district. Committee Member Baran suggest that the food and beverage
establishments section in the commercial use table should include a general note that
regulates the location of dumpsters. Committee Member Nichols added that a note
regarding deliveries should be included as well.
The committee agreed with staff recommendations for the entertainment and
recreation section of the commercial use table.
Committee Member Dickey shared that the medical or dental clinic use should not be
permitted. Chair Perthuis shared that he had no concerns with the recommendation for the
medical or dental clinic use. Nelson asked if the committee would agree with the floor to
area ratio limitation to match the use in the C1 zoning district. Committee Member Baran
agreed that the medical or dental clinic use should be a limited use with the floor to area
ratio limitation.
Committee Member Baran suggested in limiting the date center use in the C1 zoning
district since the recommendation was to limit the use for the neighborhood
commercial zoning district.
Committee Member Baran suggested to limit the dry-cleaning service, drop off only,
use with the floor to area ratio as the limitation.
Committee Member Dickey suggested in adding an SUP to the banking and financial
services use.
Committee Member Nichols suggested to add an SUP for the consumer repair use.
Nelson asked if appliance repair in the definition of the consumer repair use was the
biggest concern. Committee Member Nichols confirmed that appliance repair was a
concern and shared that wash repair and shoe repair could be combined with the personal
services use. Nelson explained that currently today the consumer repair use is limited in
the commercial neighborhood district.
The committee agreed with staff recommendations for the commercial sales and
services and group living section of the commercial use table.
1.0 Review of Uses within MUDT Zoning Sub -Districts
Discussion on uses permitted within the varying MUDT Sub -Districts proposed in the
Downtown Master Plan -- Sofia Nelson, Planning Director
Sofia Nelson provided an overview of the uses found in the Mixed -Use Downtown,
MUDT, zoning district and highlighted the height zones. Nelson asked if the committee if
there were any uses that they would recommend prohibition in certain sections of MUDT
or if there are uses that should be carried across all zones,
Committee Member Dickey believed that the heliport would not physically fit in the
MUDT. Baird explained that the government use noted within the definition of heliport
would be applicable for the jail and suggested to leave the use for flexibility for a
government facility.
Discussion on transition of MUDT zoning heights and residential zoning districts.
Committee Member Baran would not recommend change. Committee Member Dickey
agreed
