The Georgetown Unified Development Code Advisory Commission met on Wednesday, November 13,
2024 at 3-30 PM at City Hall Community Room, 808 Martin Luther King Jr. Street,

speak when the Board considers that item. Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. if you wish to
speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six
minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form
and be present at the meeting.

1.5 Review of Zoning Districts and Uses within each district
Discussion on zoning districts and uses permitted within each district -- Sofia Nelson,
Planning Director
Nelson explained that staff would like to review existing requirements that affected the
notes of some uses. Nelson provided an example of discussion about screening and
location of dumpster in relation to single-family residential zoning districts. Staff wanted to
q.hare that the existing standard in the UDC states that dumpsters are to be located a
minimum of 50 feet from the property line of any single- or two-family owned property,
the UDC update for the single- or two-family zoning ♦ Nelson agreed with

Nelson asked the committee if the 50-foot requirement for dumpsters, would be an
effective distance, Committee Member Dickey shared that the 50-foot requirement Was
exception as an option.
Nelson continued the discussion pertaining to the screening of loading docks. Nelson
highlighted that the loading areas shall not be closer than 50 feet to the property line of
any single- or two- family residence. Nelson related this topic of conversation to the Blue
Ridge Drive project, a previous case brought to the city council meeting on November 1 �
2024, and encouraged the committee members to listen to the recording that captured tt
public comments. Nelson presented staff recommendation to adjust the distance
requirement to 150 feet within a residential used property and to limit the hours of loadin!
loading docks for Monday through Friday from 6 AM to 8 PM, and Saturday through
Sunday from 9 AM to 8 PM. Nelson asked if there was a consensus from the committee
with the terminology of "used" versus "zoned." Committee Member Dickey agreed with til
terminology but recommended that staff remove the "single -and two- family" description
match the proposed zoning districts. Committee Member Hellmann expressed
reservations and Committee Member Baran shared that properties in the ETJ can chang
uses as they please.

which properties have a development agreement with the city, allowing authority over the
use. Committee Member Baran suggested in excluding agriculture type uses from the
recommended addition and allowing limited distribution in the office warehouse use.
Nelson asked the committee if there was a desire to have hours of operation for loading
docks within a certain proximity to residentially used or zoned properties.
Committee Member Baran shared the concern to include hours of operation in the UDC
and acknowledged that it would be difficult for code compliance to manage. Committee
Member Dickey shared reservations on being able to enforce the hours of operation.
Committee Member Baran suggested in regulating a wall to assist in blocking the sounds.
Nelson summarized the discussion points to include updating the loading area to be either
zoned or used with the exemption that agriculture or agriculture uses are not to be
considered residential use. The committee added that they would like staff to look at the
performance standard for properties that are zoned Flex Industrial, 11, or Intensive
Industrial, 12, that are adjacent to single- family residential and leave the loading docks
standard for properties that are in the proposed Local Commercial, C1, and Regional
Commercial, C2, zoning districts to accommodate for existing loading docks.
Ryan Clark, Long Range Senior Planner, continued the discussion on the topic of drive-
throughs and fuel sales. The committee agreed on the language presented by staff of
drive through restaurant and fuel sales limitations.
Shakeel Badarpura, 930 Westinghouse Road, shared that fuel sales use can serve the
community, but also introduce certain uses that are not user friendly next to a fuel sales
use. Badarpura gave an example of a master plan development that he is working on and
the uses that are adjacent to the fuel sales use. Badarpura acknowledged that having too
many fuel sales uses in the area may increase crime. Badarpura asked that the
committee consider the proposed distance limitation for fuel sales uses as 200 feet was a
bit restrictive for the position of fuel pumps.
Zane Brown, Management Analyst, explained that staff would like to revisit the
recommendation for a Special Use Permit in the Neighborhood Commercial, CN, zoning
district for the permanent, mobile food vendor use. The committee agreed on the
recommendation.
Nelson reminded the committee of a previous recommendation to combine the
automobile parts and accessories sales, indoor, use to the retail use_ Nelson asked the
committee to consider leaving the automobile parts and accessories sales, indoor, use
as its own use because of the clustering of the type of stores and outdoor repair of cars.
Staff's recommendation was a SUP in the Local Commercial, C1, zoning district. The
committee agreed to staff's recommendation.
