Discussion on approval criteria for special use permits and planned unit developments - -

Zane Brown, Management Analyst, reviewed proposed changes of the Special Use
Permit, SUP, approval criteria from the Unified Development Code Steering Committee
and City Council. Discussion on phrasing of criteria B of the proposed change to SUP
approval. The committee agreed with the proposed changes.
Sofia Nelson reviewed proposed changes of the Planned Unit Development, PUD,
approval criteria from the Unified Development Code Steering Committee and City
Council. Discussion on the phrase "superior development." Committee Member Baran
highlighted that criteria 2 of the PUD approval criteria should also reflect the change in
utilizing the word "city" rather than "community."
I.0 Update on 12/4/2024 UDC Steering Committee Meeting and Feedback
Update on discussion and feedback from the 12/4/2024 UDC Steering Committee
meeting -- Sofia Nelson, Planning Director
Zane Brown provided an update on the discussion and feedback from the December 04,
2024, UDC Steering Committee Meeting. Brown highlighted the following
recommendations proposed during the UDC Steering Committee meeting- hotel/boutique
use allowed by right or limited in the Mixed Use Downtown zoning district, combination of
the event facility and live music or entertainment use, allowing the indoor firing range in
the Flex Industrial, 11, proposed zoning district, and limitation of office show room to 10%
of the unit that would be a warehouse. Committee Member Baran recommended to use
the word "suite" instead of "unit" as it is specific to condominiums. Discussion on
clarification of zoning districts for office showroom and office warehouse. Committee
Member Baran recommended that the office showroom use as allowed in the Local
Commercial, C1, zoning district ando; _ warehouse as allowed in the proposed
Regional Commercial, G2, zoning district.
Discussion on the definition of boutique hotel and hotel. Planning staff will review thffl-
definitions and update the committee. Committee Member Baran acknowledged that
SUP would still be needed for buildings that include over 50 rooms or units. I
