Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. Regular Session 1.A Meeting Minutes Consideration and possible action to approve the minutes from the January 8, 2025, Unified Development Code Advisory Commission meeting -- Erica Metress, Planning Specialist I 'aran pprove es Trom 11:11oved-15—y—Stephen F IiCKey; seConde by Joshua ' 'aran the January 8, 2025, Unified Development Code Advisory Commission meeting Motion Approved- 4- 0 Voting For: Joshua A Baran, Travis Perthuis, Shelley G G Rodocker, Stephen F Dickey Voting Against: None 13 Chapter 3 Presentation and discussion on Chapter 3 Site Plans -- Sofia Nelson, Planning Director Sofia Nelson reviewed the applicability of a site development plan located in section 3.09.010 of the Unified Development Code, UDC, and asked the committee for their perspective on the section with regard to demolitions. Committee Member Baran discussed issues with demolition projects that are not combined with development plans, leading to loss of rights and entitlements. Committee Member Dickey argued against changing the process, stating that it might no simplify things in the long run. Committee Member suggested in adding a director's clause for demolitions. Nelson added that the requirement could be a site layout and tree survey along with the building permit. Committee Member Baran shared concern that a short process to acquire the demolition permit could cause more issues. Nelson shared appreciation for the committee's insights. Nelson brought the committee's attention to section 3.01.030 of the UDC, the simultaneous submission of related applications, and asked them for their experiences or questions about the section. Questions on the simultaneous submission of annexation and special use permit, SUP, applications. Chair Perthuis discussed the possibility of moving construction plans up to first section. Ryan Clark, Senior Planner- Long Range, provided an example of projects where construction plans were needed before annexation to ensure timely infrastructure. Discussion of the administrative process for managing simultaneous submissions of preliminary plats and construction plans. Committee Member Baran shared concern regarding allowing utilities prior to platting which means the lack of right of way. Travis Baird, Assistant Planning Director — Current Planning, explained that the Planning Department reviews constructions plans for legal lot status based on section 3.08 of the UDC. 1.0 Status of UDC efforts Update on work since the last UDCAC meeting -- Sofia Nelson, Planning Director Nelson updated the committee on the new tree preservation policies, including enhanced credits for existing trees and new credits for smaller trees, and the new provision for special use permits for multi -family developments with more than one building per lot. Discussion on the challenges of preserving protected trees and the lack of incentives for developers to do so.
