The Georgetown Unified Development Code Advisory Commission met on Wednesday, March 12,
2025 at 3:30 PM at City Hall Community Room, 808 Martin Luther King Jr. Street.

table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you
wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the Board considers that item. Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requester's granted time to speak. No more than six
minutes for a speaker may be granted. The requester granting time to another speaker must also submit a form
and be present at the meeting.

Consideration and possible action to approve the minutes from the February 12, 2025,
Unified Development Code Advisory Commission meeting -- Erica Metress, Planning

February 12, 2025, Unified Development Code Advisory Commission meeting.

1.B Status of UDC efforts
Update on work since the last UDCAC meeting -- Sofia Nelson, Planning Director

Committee Member Nichols raised concerns about the lack of multimodal access and the
need for affordable housing options. Nelson acknowledged the importance of creating a
variety of ownership types and housing products and introduced the concept of courtyard
housing. Committee Member Baran suggested in adding language to recommend that the
water quality area be featured in the center of the courtyard home layout,
Nelson continued with an update of the intersection spacing, buffering requirements,
and architectural design for the RM zoning district. Discussion on the reason for not
including multi -family uses within the RM zoning district.
Committee Member Nichols inquired about mixed income housing

zoning regulations in regulating housing prices and emphasized the importance of
density in achieving affordability.
With no further discussion, Nelson asked if there were additional comments from the
committee to consider when drafting language for their consideration. Committee
Member Baran shared that 3 types of housing within 20 acres should be sufficient and
specified that 5 acres or less should have 2 types of housing, 5-10 acres should have 2
types of housing, 10-20 acres should have 3 types of housing, and more than 20 acres
should have 3 types of housing.
Nelson shared that the UDC Steering Committee recommended to allow building over a
shared lot line when the two lots share ownership and are recorded with the county.
Zane Brown, Management Analyst, provided an overview of the current tree preservation
ordinance and the proposed changes. The new chapter will focus on tree preservation,
separating it frorn landscaping and fencing. Nelson explained that the drafted section will
be sent to UDCAC members and requested that the members share feedback on
readability. Nelson highlighted the expansion for tree credit and allowing it across
landscaping, screening, and buffering requirements. Nelson shared that discussion on
critical root zone and development in the area is ongoing. Nelson shared that the UDC
Steering Committee requested for credit for all sizes of trees, Discussion on tree mortality
rate, and responsibility of it with regards to planting of new trees.
Committee Member Nichols recommended incorporating xeriscaping into the code to
avoid planting landscape that'll utilize more water than native plants. Nelson shared that
direction from the City Council included restriction of St. Augustine grass and restriction
of grass in the side setbacks unless they are greater than 10 feet.
Cornmiffee Member, Nichols raised concerns about oak wilt and the need for testi
before clearing a property. Committee Mernber Baran highlighted that there are
provisions for an arborist to conduct an evaluation for the health of trees on the sit
