The Georgetown Historic and Architectural Review Commission met on Thursday, April 27, 2023 at
6:00 PM at Council and Court Building, 510 W 9th Street.

The following Members were in attendance:

Public Wishing to Address the Board
On a subiect that is osted on this 4ggnda. Please fill out a speaker registration form which can be found on the
table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you
wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the • considers that item. • persons who have delivered the speaker form prior to the
meeting being called to is may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requestor's • time to •-. No • than six

Consideration and possible action to approve the minutes from the April 13th regular

1.0 2022-65-COA (303 E. 7th Street)
Public Hearing and Possible Action► on a request for a Certificate of Appropriateness
(COA) for new infill construction of a shed and an addition that adds to a street -facing
facade for the property located at 303 E. 7th Street bearing the legal description of 0.33
acres out of Block 16, Lot 5-6, Glasscock Addition - Maddison O'Kelley, Preservation and
Redevelopment Program Manager
Maddison O'Kelley presented the staff report.
Chair Walton asked if the shed was downsized or moved since the conceptual review of
this project. Laura House, Applicant, established that the shed was moved to comply with
the setbacks.
Chair Walton opened and closed the public hearing with no speakers coming forth.
Moved by Lawrence Romero; seconded by William J Harris to Approve 2022-65-COA
as presented.

1. B 2022-62-COA (1503 En 15th Street)
Public Hearing and possible action on a request for a Certificate of Appropriateness
(COA) for demolition that results in the reduction or loss in the total square footage of the
existing structure for the property located at 1503 E. 15th Street, bearing the legal
description of .56 acres out of Lot 6-8 & 19-23, Block 5, University Park (2022-62-COA) -
Maddison OKelley, Preservation and Redevelopment Manager
Maddison O'Kelley presented the staff report and reviewed changes that had been
made since the previous hearing of this project.
Chair Walton clarified that the public comments in the agenda were made in regard to
the previously submitted plans. O'Kelley confirmed, yes.
Amy Gantt, Applicant, approached the podium to address the Commission and answer
questions. Chair Walton asked what process she went through to determine that the
previous design elements were no longer necessary, such as the demolition of the
carport and changing the pitch of the roof. Gantt established that after hearing comments
from neighbors and the Commission, she went back tot eh drawing board for this project.
Regarding the roofline, their main goal was to get rid of the pits and valleys holding water.
They will use a new material to smooth and seal the roof. For the carport, they are adding
linear drains and catch basins underneath the carport and on either side of the house to
drain water. Because this new design does not require the demolition of the carport, the
detached garage is no longer necessary. They are still requesting demolition of the 120
square foot room.

established that there is some damage to the edge of the roof, but they are able to repair
that due to its location.
Chair Walton asked if the work around the carport can be done with no further
demolition, Gantt confirmed, yes. there will be steel beams to support the structure
while they excavate.
Commissioner Romero asked if they are planning on removing the asphalt driveway.
Gantt confirmed, yes. they are planning to replace the asphalt with a more permeable
surface such as pavers and crushed granite to aid in the drainage of the site.
Chair Walton opened the public hearing.
Linda Austin, 1009 S. Elm St., approached the podium to address the Commission and
spoke to her very positive experience with Amy Gantt on a nearby renovation project.
Austin noted that Gantt was extremely pleasant and communicative during their time
working together, and Old Town needs more contractors like her..
Mary Steger, 1230 S. Austin Ave., approached the podium to address the Commission and
spoke in support of Amy Garift, who renovated their office building and home on Austin
Avenue. She has reviewed the plans for this project and thinks they're beautiful. Steger notes
that this house is in need of careful renovation, and she recommends approval of this
project.
Matthew Dula, 1408 E. 15th St., approached the podium to address the Commission and
extended his thanks and appreciation to the new owners for respecting the architectural
features that make this house so special.
Larry Olson, 9th St., approached the podium to address the Commission and established
that he appreciates the changes made to the design of the proposal and encourages the
Commission to approve this request.
Chair Walton closed the public hearing.
Chair Walton commented that this project is more challenging than expected, but he is
encouraged by the Applicant's new plans to preserve the building.
