HomeMy WebLinkAboutMinutes_HARC_07.24.2025Minutes of the Historic and Architectural Review Commission City of Georgetown, Texas Thursday, July 24, 2025 The Georgetown Historic and Architectural Review Commission met on Thursday, July 24, 2025 at 6:00 PM at Council and Court Building, 510 W 9th Street. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. Regular Session 1,A Meeting Minutes Consideration and possible action to approve the minutes from the July 10, 2025, meeting of the Historic and Architectural Review Commission -- Erica Dunlop, Planning Specialist July 10, 2025, meeting of the Historic and Architectural Review Commission. Motion Approved: 4- 0 Voting For: Linda C Burns, Stuart Garner, Michael J Walton, Heather Smith Voting Against: None 1. B 712 S Austin Ave (2025-22-COA) Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for new signage that is inconsistent with applicable guidelines for the property located at 712 S Austin Avenue, bearing the legal description of Part of lot 5, Block 41, City of Georgetown (2025-22-COA) -- Olivia Beams, Historic and Downtown Planner was more of an art feature with motivation to embellish it with designs related to the seasons and events that occur throughout the year. Scoff referred to the Day Tripper's large statue and explained that the request was similar to the statue in that it was an art feature. Scott explained that the high -density urethane, HDU, material for the hanging sign was more recommended as it did not rot. Scott added that the material had similar density to wood and was half the cost of it. Scott explained that a hanging sign was more desirable instead of a building sign because it would generate more foot traffic, Scott added that a building sign was not a choice due to the awning's location and feasibility to get the sign hung up. Scott concluded that a building sign would not be visible from the sidewalk. Commissioner Garner asked about the difference between signage and street furniture. that conveyed a message. Beams explained that if the applicant would like the hat to be considered as public art, then they would have to go through the Arts and Culture Board process in which would require dedication of an easement over the art, Beams sped ie that public art was not considered a part of the COA process and that staff did not review items that were not attached to the building for a COA. Chair Walton asked if the applicant's request would meet the requirement on square footage without the hat. Beams explained that the design guideline for upper story tenants stated that they are allowed one sign, no larger than 4 square feet on the face of the building. Beams explained that although the request without the hat would be under the square footage requirement, the business already had a sign that was approved by the historic preservation officer, HPO. it was an option and clarified that the customer wanted a 3D carved wooden sign. I! - Liz Weaver, 1221 South Main Street, approached the podium to address the commission ,?nd recommended denial. Weaver shared that the sign would be protected from the sun 4lue to the location and explained that wood material would be fine. Weaver explained that there was a reason to the limit of number of signs as too many signs would create clutter. Weaver referred to the Day Tripper's statue and explained that it was a free-standing statue which was not attached to the building. Weaver stated that the request was not considered street furniture because the purpos4 of the hat was to bring people into the store which was the intention of a sign. INNIFIRRIN I! Motion Approved: 4- 0 Voting For: Linda C Burns, Stuart Gamer, Michael J Walton, Heather Smith Voting Against: None 1.0 205 W 6th Street (2025-23-COA) Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for new building construction for the property located at 205 W 6th Street bearing the legal description of Lot 2, Block 28, City of Georgetown (Block 28 lots 1-08 Amending Plat) (2025-23-COA) -- Olivia :• Historic and Downtown Planner Scott Stribling, developer for the project, approached the podium to address the commission and acknowledged that alterations were made for the unshielded lights. Stribling showed images of globe lights that could potentially replace the unshielded lights as presented in staffs presentation. Stribling referred to the non-compliance with the pitch of the roof and explained that after reviewing their plans, the developer noted that a higher pitched roof would be necessary for venting with the HVAC ducting. -ommYssioner urns s Max-sne peTerrTT,,,, and inquired about the sign plan for individual businesses that may take up space in the building. Stribling shared his deep interest to incorporate signage above the windows to make it feel as intentional development as opposed to various signs with their own plans. Chair Walton inquired about the revised sizing of the roof pitch. Sterbling: explained th they would require a 4:12 pitch for the structure facing Rock Street and 512 pitch on tj southernmost portion of the building on the western elevation. Larry Olson, 9th Street, approached the podium to address the Commission and shared that the site was not sought-after in terms of • size, • and views looking at the jail. Olson believed that the design was more ideal and connects well with multiple buildings within the overlay. Olson recommended a dark sky compliant light for the light fixture as it shields the bulb. Olson believed that the 4*12 pitch was more Liz Weaver, 1221 South Main Street, approached the podium to address the commission and recommended approval for the request. Weaver shared that the design reminded her of other buildings on the historic square. Weaver highlighted that the Belford Lumber Company was located in this area and that the area was more appropriate for a gabled roof, Weaver agreed with Olson's suggestion with the outdoor lights. Weaver concluded with an appreciation for the design. 333= Moved by Heather Smith; seconded by Stuart Garner to Approve with conditions of a 4:12 roof pitch, with the exception being the southernmost portion of the building on the western elevation having a 5:12 pitch Motion Approved- 4- 0 Voting For: Linda C Bums, Stuart Garner, Michael J Walton, Heather Smith Voting Against: None 1.D Discussion Items General updates, and Commissioner questions and comments -- Allyson liams, Preservation and Redevelopment Manager Allyson liams provided the commission on an update on the downtown parking garage regarding a slight change in the brick color and a lowered height entrance, Grace Heritage church regarding a removal of a section of the fence in front of the AC unit, a the 8th and College Street window project. i Adjournment 4tes were approved at the meeting of �M&\M-A- 11A,10S Attest
