Regular Session LA September 18, 2023 Meeting Minutes Consideration and possible action to approve the minutes from the September 18, 2023 UDC Steering Committee Meeting -- Jessica Lemanski, Associate Planner Moved by Stephen F Dickey, seconded by Brian Birdwell to Approve the minutes. Drian Birdwell, 3tephen F Dickey, Wendy 3 Cash, Er(;el Brashear, Shawn Hood, Josh Schroeder, Kris Kasper Voting Against: None 1,B November 29, 2023 meeting Minutes Consideration and possible action to approve the minutes from the November 29, 2023 meeting of the UDC Steering Committee -- Jessica Lemanski, Associate Planner Moved by Stephen F Dickey; seconded by Brian Birdwell to Approve the minutes. Motion Approved: 0- 0 Voting For: None Voting Against: None 1.0 Subdivision and Zoning Requirements Work Session Presentation and Discussion on UDC Rewrite Process and Subdivision and Zoning Requirements Chance Sparks outlined the purpose of the meeting and reviewed feedback gathered from the Committee at the last meeting. Sparks asked the Committee what their thoughts are on the Old Town Overlay. gg the commercial area, yet they want that commercial area to remain walkable. Discussion on parking in the downtown and transitional areas. Mayor Schroeder noted that use, form, and historic assets are concerns in this area. Committee Member Kasper noted that he hears a lot of discussion in the nearby neighborhoods about traffic, parking, and building height. Discussion on discretionary points in the development process, especially in Old Town and the historic districts. Mayor Schroeder noted that this section of code needs to take into account how it may be encouraging or discouraging investment in the downtown. RIM "04TARM commented that the community values being able to see the courthouse, although it may make it harder for developers. Council Member Hood agreed that there is a value in having the view of the courthouse form Wolf Lakes, but he does question the value of its bility along the IH-35 frontage. Sparks introduced the Williams Drive follow up discussion and asked the committee If they wanted North Old Town and any area east of IH-35 included. The Committee agreed that they do not want that area included. Discussion on placement of the Williams Drive Overlay. The Committee generally agreed that they want to leave out single family residential areas. Discussion on how to incorporate density into considerations, especially in relation to public infrastructure. Ryan Clark, Senior Planner, noted that the MU district is more comprehensive and would be aimed more towards greenfield development. Committee Member Birdwell noted that not many developers would do a comprehensive master plan, and would rather stick to their smaller piece of their project. Straight zoning doesn't require so much negotiation with staff. Sparks noted that the transitions and edges are the hardest part of these kind of regulations. Discussion on the general boundary of the Williams Drive MU Overlay and the boundaries of districts. Sofia Nelson, Planning Director, asked the Committee to drive this area and bring back their thoughts to the next meeting. Adjournment These i utes were approved at the meeting of Ch4ir ,fittestL
