LB Chapter 12 Presentation on updated Chapter 12 edits -- Lea a Sal one, Transportation Planning Manager Lua Saluone provided an update to the traffic calming section of chapter 12 of the Unified Development Code, UDC, including street stubs, 90-degree knuckles, and mi *lock spacing. Committee Member Birdwell expressed concerns about the maintenance of streetlights and their impact on pedestrian and driver safety. Saluone suggested using retro-reflecti paint or other safety measures to improve visibility, The committee agreed with the information Saluone presented and there was unanimous consent to have the informati considered by the city council. I LC Tree Preservation Presentation and discussion on Tree Preservation Ordinance -- Sofia Nelson, Planning Director Zane Brown introduced the new draft of the tree ordinance. The discussion begins with protected tree minimums, presenting three different approaches, the current code, a hybrid approach, and a flat rate approach. Brown explained the pros and cons of each approach, highlighting the complexity of the hybrid approach and the simplicity of the flat rate approach. Brown described the current code, which requires a minimum percentage based on tree density, where denser sites may end up preserving fewer trees at the minimum level compared to less dense sites. The committee discussed the benefits and drawbacks of each approach, with a preference for simplicity and reducing the overlap in the current code. Committee Member Birdwell questioned the benefits of having a tree inventory for muti-phase projects versus single-phase projects. Brown explained that a tree inventory provides a baseline on tree health and allows for more accurate evaluations with newer tree inventories submitted over time. Travis Baird, Assistant Planning Director — Current Planning, explained that the tree inventory documents the initial condition and location of trees at the start of a project as well as provide historical context for potential construction in later phases that might impact trees. Committee Member Birdwell believed that the tree inventory should be submitted at the time of construction plans. Nelson asked the committee if the consensus was to require tree inventories at the time of construction and to allow it when trees are claimed for credit. The committee agreed. Brown presented feedback from a tree roundtable meeting regarding temporary disturbances within the protected part of the critical root zone,Committee Memb Kasper questioned if there was a way to track conclusions on the director's discretion. Nelson explained that it can be tracked through an administrative exception process. Mayor Schroeder mentioned that another committee member suggested to provide publication or notice of all director's discretion. Brown highlighted that the current draft includes provisions for the director to approve construction closer to the trunk of the tre and to consider proposals to modify the CRZ based on arborist reports. Nelson suggested that it might be helpful for staff to provide technical specifications on how to proceed if it's necessary to get closer to the half critical root zonA. a Brown presented additional feedback from will Morris, including the need to differentiate between dead and fatally diseased trees. Council Member Hood the CRZ with an example of post oak. Mayor Schroeder suggested to include the different CRZs for tree species within development manual. The importance of addressing the unique needs of different tree species in the code was discussed. It was unanimously consented to move the tree ordinance forward for consideration from the Planning and Zoning Commission and the City Council. I LID Residential Landscaping Presentation on draft changes to residential landscaping section of the UDC -- Sofia This item was not discussed due to time limitations. LE Use Chart Update Presentation on updated land use chart and associated notes and definitions -- Zane Randy Hartford requested that the committee considered removing restaurants, restaurant drive -through, and bars from the Neighborhood Commercial, CN, zoning district. Discussion on the limitations and restrictions on the Neighborhood Commercial, CN, zoning district to mitigate impacts on residential areas. Nelson requested to move forward with chapter 12, tree ordinance, and impervious cover changes to the city council for consideration. The committee agreed to the request. MM ��� M DIM
