A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, ADOPTING THE AIRPORT FUEL
PRICING POLICY PURSUANT TO SECTION 12.32.100 OF THE
CODE OF ORDINANCES; REPEALING CONFLICTING
RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City requires all fuel for sale on the Airport must be purchased from the
City of Georgetown Airport Fuel Storage Facility; and
WHEREAS, the City Council determines Airport fuel flow fees and margin rates for fuel
sales at the Airport; and
WHEREAS, Section 12.32.100 of the Code of Ordinances allows the City Manager to
establish regulations, policies, and fees governing Airport fuel sales as long as the City Council is
updated with any fuel sales policy changes within one year following any change; and
WHEREAS, on September 9, 2025, the City Council was briefed on the proposed Airport
Fuel Pricing Policy; and
WHEREAS, the City Council finds that adopting the Fuel Pricing Policy, as set out herein,
will be in the best interest of the public and provide the Airport with the flexibility to adjust fuel
prices needed in order for the Airport to maintain financial self-sustainability.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS:
Section 1. The meeting at which this resolution was approved was conducted in
compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.
Section 2. The facts and recitations contained in the preamble of this resolution are hereby
found and declared to be true and correct and are incorporated by reference herein and expressly
made a part hereof, as if copied verbatim.
Section 3. The Fuel Pricing Policy, as attached hereto as Exhibit A, is hereby adopted.
Section 4. All resolutions that conflict with the provisions of this resolution are hereby
repealed, and all other resolutions of the City not in conflict with the provisions of this resolution
shall remain in full force and effect.
Section 5. If any provision of this resolution, or application thereof, to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this resolution, which can be given effect without the invalid provision or
application, and to this end the provisions of this resolution are hereby declared to be severable.

Section 6. The Mayor is hereby authorized to sign this resolution and the City Secretary to
attest. This resolution shall become effective and be in full force and effect November 1, 2025 in
accordance with the provisions of the City Charter of the City of Georgetown.

GEORGETOWN Fuel Pricing Policy - Standard
ExecutiveAirport Operating Procedures
FUEL PRICING POLICY
The Airport has developed a policy to offer fuel rates based on a cost recovery method that
balances market demand and federal obligations to maintain the economic self-sufficiency of the
Airport. This policy also provides transparency to our stakeholders.
JET A/AvGas 10OLL Storage Markup Rates
The City of Georgetown City Council sets the bulk storage markup rates for JET A and
100LL/AvGas for the Georgetown Executive Airport. The rates are as follows:
1. Jet A Bulk Storage Markup - $0.50/gallon
2. 100LL AvGas Bulk Storage Markup - $0.52/gallon
Fuel Flowage Fee Markup Rates
The City of Georgetown City Council sets the Fuel Flowage Fee (FFE) for JET A and 100LL rates
for the Airport. The FFE assists the Airport in recovering airfield operating costs in lieu of a
landing fee. The rates are as follows.
1. Fuel Flowage Fee (FEE) - $0.1542/gallon
Self -Serve 100LL Markup Rates
The Airport operates two self -serve 100LL/AvGas pumps near the Terminal ramp on a retail
basis. The markup on 100LL/AvGas is based on AvGas self -serve rate sheet, local market
conditions, and/or cost recovery, as shown below:
1. 100LL/AvGas Self -Serve Markup. $0.80/gallon + FFE = $0.9542/gallon
2. Local market conditions. Based on local market conditions, the airport has
the discretion to increase/decrease the 100LL/Avgas Self -Serve markup rates
+/- 20%.
3. Cost recovery markup. When the AvGas self -serve rate differs from the
actual cost of fuel provided to the City, the markup may reflect any increased
actual cost of fuel.
Notice of Fuel Price Changes
The Airport receives wholesale fuel prices from its current vendor (Avfuel) weekly and updates
our rates accordingly based on such prices. All taxes and fees will be included separately from
the markups and FFE. Fuel price changes will be posted prior to implementation. The Airport
will post fuel price changes weekly and no earlier than Tuesday by 10:00 a.m.
