A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, ADOPTING AN AMENDMENT TO
ADDENDUM NO. 1 TO THE CITY OF GEORGETOWN RIGHT-OF-
WAY REGULATIONS UNDER CHAPTER 12.08 OF THE CODE OF
ORDINANCES; REPEALING CONFLICTING RESOLUTIONS;
INCLUDING A SEVERABILITY CLAUSE; AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, the City Council has determined that establishing regulations related to
microtrenching within the City Right -of -Way will help encourage continued development of fiber
services within the City; and
WHEREAS, the City adopted Right -of -Way Regulations on October 27, 2020 pursuant to
Chapter 12.08 and provided that the Right -of -Way Regulations may be amended by Resolution of
the City Council; and
WHEREAS, the City Council finds that amending Addendum No. 1 "Microtrenching" to
encourage continued development of fiber serves is in the best interest of the public, as set out
herein.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS:
Section 1. The meeting at which this resolution was approved was conducted in
compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.
Section 2. The facts and recitations contained in the preamble of this resolution are hereby
found and declared to be true and correct and are incorporated by reference herein and expressly
made a part hereof, as if copied verbatim.
Section 3. Addendum No. 1 "Microtrenching" is hereby amended to read as shown and
attached hereto as Exhibit A.
Section 4. All resolutions that conflict with the provisions of this resolution are hereby
repealed, and all other resolutions of the City not in conflict with the provisions of this resolution
shall remain in full force and effect.
Section 5. If any provision of this resolution, or application thereof, to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this resolution, which can be given effect without the invalid provision or
application, and to this end the provisions of this resolution are hereby declared to be severable.

Section 7. The Mayor is hereby authorized to sign this resolution and the City Secretary to

MICROTRENCHING

This Addendum No. 1 to the City of Georgetown Right -of -Way Regulations is adopted pursuant
to the City's police power and pursuant to Chapter 12.08 of the Code of Ordinances for the
purpose of establishing standards and procedures to ensure that persons who engage in
microtrenching within City -owned Right -of -Way.
These microtrenching regulations apply to any proposed microtrenching work in City Right -of -Way.
To the extent that a conflict exists between the microtrenching specific regulations contained in this
Addendum and the current effective City Right -of -Way Regulations, the regulations in this
Addendum shall supersede. All Right -of -Way Regulations not in conflict shall continue to apply, and
all defined terms in this Addendum shall have the meaning given in the Right -of -Way Regulations.
In addition, these regulations shall not conflict with, and do not supersede, the most current edition
of the Construction Standards and Specifications Manual with regards to microtrenching.
Definitions
"Microtrenching" shall mean a Construction Activity used to install underground broadband internet
networks, involving placing conduits and fiber optic cables in a shallow slot trench.
Microtrenching Standards
The Permit Holder shall microtrench based the standards below and as shown on the attached
Standards and Specifications.
1. Minimum Offset of Trench in Street from Face of Gutter — Zero (0) inches
2. Maximum Offset of Trench in Street from Face of Gutter — 36 inches
3. Number of Trenches Per Side of Street — Three (3) (each)
4. Maximum Width of Trench —Two and a half (2.5) inches
5. Minimum Depth of Trench in Residential/Collector Streets - Six (6) inches
6. Maximum Depth of Trench in Residential/Collector Streets —16 inches
7. Minimum Depth of Trench in Arterial Streets —10 inches
8. Maximum Depth of Trench in Arterial Streets —16 inches
Asphalt repair
1. First installed microtrench at face of gutter — Fowable backfill
2. Second installed microtrench at 18 inches from gutter — flowable fill, topped with two (2) inch
thick asphalt pavement, 18" wide, centered over trench.
3. Third installed microtrench at 36 inches from gutter—flowable fill, topped with two (2) inch thick
asphalt pavement, 18" wide, centered over trench.
4. Street crossings - flowable fill, topped with asphaltic sealer.
Microtrenching is not permitted in the following areas unless approved in writing by the City
1. Concrete streets, driveways, sidewalks, curb and gutter, aprons, or other concrete structures.
2. Special pavements such as, decorative paving, bricks, concrete pavers, exposed aggregate
3. Concrete, stamped asphalt, or other unique non- concrete or non --asphalt materials.
4. Streets that are within their one year warranty post -construction
