Winters, Vasq� z, Harper,."Jac ob, Philpot The .February meeting of _-:the Library' Board was called to order by Harry Gold. The :minutes `of .the January' meeting were read .and approved as read. Changes in the `by-laws; in.order`to cairiply'with the city ordinance, were explained by Jeanne Jacob. The new bylaws, on a.motion b and a second by xarper, were a y .Williams approved on an unanimous vote. The' '13oard held a discussion on filling the three Board -'vacancies. It was diat6ded te.ask Mrs. Raleigh (Irene) Elliott, Mrs. G. Ben (Paula) Oliver, and,.Ella Jefferson if they .would be.willing to serve.- If so, Harry Gold offered to forward -these nominations to the Maxor.<prior to the City Council meeting on February 13, 1979, Additional.old.business pertained to delinquent books, and tt,e best method for collection. Gold suggested that thevpolice department should be delegated to phone the family involved in an attempt to reclaim the books as they are city property, Gold offered to deliver the informatIcn to the department immediately. Mrs. Philpot informed"the Board that it needed to apr)oint a lay ftrepresentative to the Central Texas Library System. Jeanne Jacob was appointed,. She also reported that the custodial help has continued to ansatii>factory. Thus, Mr. t. Thomas Jr. will be terminated. An excellent replacement has already been'contac•ted. The Board agreed to the change, and felt -that hours and salary could be .adjusted for uality work. Name and.Object The name•:of this organization is Georgetown Area Public Wbrary Board. The object ia..to act as, trustees for, and administer e affairs,.of the.Library Board in conjunction with the City -of Georgetown, and 'according -to, the policies for - governing. the' 'Librrary. Article II. Membership Seot`i,on le Number of members .The active Library 35oard shad."1. consist of nine voting .Members, ingq uding the Mayor'or his representative. Ex-off.icio members include the;City Attorney,, Librarian, Southwestern Memorial Librarian, and the President of the Fa,iends 'of. the.,;Lib'.. Ex--officio members -do nqt rote nor hold office. `Section 2• $election of Board The Mayo)? .Appoints all board members,including himself or -hJs representative, with the'.appr.oval of ,the City, Council.. The Mayor, on recommendation of the Board may appoint ex'offic,i.o,members, called honorary members. Section 3. Term,of Office Trustees serve for a three year term beginning January 1. Upon completion of the term of office a member may ieVest to be reappointed.' " Section 4. Tenure The nine members shall be divided into three groups. Places of three members shall be vacated at the expiration of the first year, and'the same applies for three each successsve year. Article liI. Officers of the Board Section 1. Titles of Elective Officers The elective officers are Chairperson, Vice -Chairperson, Secretary, and Treasurer. These officers are elected among the members of the Board. Section 2. Election Date The officers are elected at•the January meeting each year. Section 3. Duties of Officers The Chairperson presides at all meetings, and preforms a.11 other duties pertaining to the office. The Vice -chairperson, in -the absence of the Chairperson, performs all duties of the office, and shall succeed in office of Chairperson incase, of,vacancy. The Secretary Keeps record of proceed- ings of all meetings, and has custody of all records and papers of the Board. The Secretary shall notify each member of the next meeting. The l`reasurer shall receive all money designated for the Library.
