HomeMy WebLinkAboutMinutes_LAB_12.05.1979It Sterling Municipal Library Staff Manual THE LIBRARY BOARD For best results, the Head Librarian and the Library Board operate as a team. The duties of the Library are: 1. To establish rules, regulations and policies for its own government and for the library for approval by the City Manager and the City Council. 2. To aid in securing adequate support for the library. To see that the library operates with- in the limitations of these finances. 3. To recommend the appointment or dismissal of professional staff members to the City Manager after having considered such recommendations by the Head Librarian. f 4. To interpret the library to the public. The Board is the best liaison between the library and the community. THE HEAD LIBRARIAN The Head Librarian is the administrator of the library and technical adviser to the Board. He is directly responsible to the Board for the efficient and effective operation of the library and its service to all the people within the library district. Duties of the Head Librarian: I 4 -2- 1. To recommend and carry out faithfully the policies formulated by the Board and accepted by the City Council. 2. To prepare an annual budget and submit it to the Board for recommendations and approval prior to submitting it to the City Council for their approval 3. To recommend appointments for professional librarian. 4. To recommend changes in regulations or policies to the Board prior to submitting them to the City Council. 5. To report regularly to the Board at each meeting on: a. Progress of the library. This may include plans for the future and problems which need discussion. b. Statistical information on the library. c. An accurate financial report of expenditures and amounts left in the budget, 6. To make annual reports to the goverhing authorities, the State Library and the citizens. - 7. To define the duties of each staff member and provide satisfactory work schedules. 8. To select books, equipment and supplies. 9. To make decisions on methods of cataloging, class- ification and lending. 10,.To provide reader assistance and guidance so that the citizens may make the best use of the library. 11. To plan the service so that every resident can take advantage of it. 12. To be responsible for the appearance and care of the buildings and equipment. 13. To take an interest and a part in community affairs. 14. To set up a good public relations program so that the community cannot escape knowing what the library can offer. 15. To attend and take part in professional meetings. To encourage the staff to take part in meetings when possible.
