The Harch meeting was called to order by Chairperson Williams. The
minutes of the February meeting were accepted as presented on a motion by
Harper and a second by Vasouez.
The financial report, p4lepared by Winters, showed a balance in encumbered
funds of $2,805-00, and In operating funds of 421859-56 as e;. 2-29-80.
Winters also estimated the budget could support incVsing ttie salaries
of part-time help to minimum wage of 43-10 retroactive to Jan. 1, 1980.
Jacob made the motion to maxe these necessary wage Increases. The motion
was seconded by Elliott and passed unanimously.
Philpot's library report showed a 19% Increase in circulation over Feb.
1979- Philpot also shoved the Board stats on the library's Increase In
circulation over the years, and how the library's circulation compared
with towns of similiar population In 1978. The Board also had the
opportunity to examine the books purchased with CTLS collection developme nt
funding. Pertaining to circulation, Gold reported a conversation with
David Earle Holt of Austin Public whereby he stated that circulation of
6 books per person per year was good. Stats show that Georgetown Public
meets this criteria
Jacob reported that 4290 Friends brochures were prepared and mailed
at city expense, and the Friends drive will continue thru March.
Jacob also reported on the CTLS meeting In Killeen. She noted that
the approved budget had a 15% increase in staff costs --this increase
considered a minimum amount to just keep present services.
The policy committee presented the revised standing rules for the
library and they were adopted. The group policy was accepted with the
following revisions:
a. Change no. 7 to read:
Teachers must stay at the library with their group to supervise.
b., Include a policy on field trips
The remainder of the meeting dealt with budget matters. Gold offered
a preliminary proposal for the Board's consideration. His plate included
increasing wages 8.5% as recommended by the President's Council on wage
and price control. other recommended Increases were In telephone and
traveling expendes to comprise a grand total of $24, 378. Jacob
suggested hiring another full-time person Instead of summer help and
winter help. The Board -will continue exploring the budget's possibilities
at the March meeting.
No further business, the meeting was adjourned at 11:05 a.m. The
next meeting is on April 7 1 1980$ at 10:00 a.m.

STANDING RULES FOR THE LIBRARY
1. x library card may be obtained by any child or adult, without charge,
by apply:-ng at the library. Children 14 or ,younger must have the signature
of a parent or guardian. Visitors or temporary residents may obtain a
library card with a deposit of $5.00, which will be refunded when tt.ey
leave.
2. ldbrary hours shall bet 'Mon. - Fri. 10-5
Sat. 10-2
3. The library shall be closed on all holidays recognized by the city of
Georgetown. Books due on official holidays will be due the next day.
4. Books may be checked out for fourteen (14) days with one two creek
recheck. Seven (7) day books can not be rechecked. However, after a
one week waiting period, both types of books can be rechecked.
5. Each borrower may check out 2 books with a new card. After the
initial checkout, each borrower may check out 5 or more books, at the
discretion of the librarian.
6. Fines for 14 day overdue books will be charged at the rate of 5 cents
per day, including Sun -Jays and holidays. There will be a 10 cents a day
charge for 7 day books. This fine schedule has no ceiling.
7• Fines must be paid before further books are checked out. Any fine
paid with a check that was insufficient, or had payment on it stopped,
79ust be made good before the person or any member of Iis immediate
—amil.y can use any service of the library.
49 8. Book, must be brought back to the Library for renewal so that they
can be stamped with the renewal date. Telephone renewals can be made
at the discretion of the librarian in case of illness or bad weather or
other circumstances.
9. MagaZines will be kbpt for at least a three-year period for reference
use with Readers Guide.
10. Lost books or those deemed by the librarian to be defaced beyond use
must be paid for at the replacement price plus $1.50 handling charges plus
accumulated fines.
11. Overdue books are the responsibility of the individual borrower.
Librarians can utilize telephone calls adnd letters at their discretion
when time allows.

GROUP POLICY to
1. Ten or more children are considered a group.
2. Children's groups are welcome at the library.
13. Library needs 24 hours advance notice for proper, -preparation.
4. Childrenfs ages must be appropriate for the activity
planned,
5If scheduled event is full, the library will try to accomodate
the group at another time.
b. This policy applies to special programs (films, puppet'shows, etc.)
as well as weekly storyhour«
7• Teachers must stay at the library with their group to supervise.
Group field trips, when no children's activity is scheduled, will not
be provided any special -program by library staff.,
CHECK-OUT POLICY FOR SCHOOLS
(Private And Public)
1. Teachers can check out as many as 20 books for in -class use only.
2. Teacher signing check-out cards is responsible for any fines incurred
due to loss or damage of bookb.
3. Books are to be checkbd out for only 7 consecutive days, after which
the regular fine for 7 day books applies.
4. Fines must be paid before further books can be checked out.
REQUIREMENTS FOR
USE OF LIBRARY MEETING ROOM
1. Librarian has full power to reserve use of the Meeting Room
2. Adult Community projects and non-profit organizations may use
room. It may be used for City, State or Federal elections.
It may not be used for private parties.
3. If question arises, Appeal Board is the Library Board, and then
the City Council.
4. Person who heads use of room picks up key and must return it
the next Business day to the Librarian. A $5. 00 deposit is re-
quired when key is picked up and will be refunded when same is
returned.
5. If anything is broken or damaged, person who heads use of room
is responsible for payment of replacement and/or material and
labor.
6. Room must be left in clean and orderly condition.
