Library Board August 61 1980 Present Elliott, Harper, Vas"_uez, €Minters, Williams, Jacob, Philpot The August meeting of the Georgetown Library Board was called to order by Chairperson-Willians. The minutes of the June meeting were approved as read. There.was no July, 19809 meeting due to lack of .;uorem. Winters made a financial report that was approved Iby the Board. As of 7-31-80, the balance in the encumbered.funds is 0026:43, and in operating funds is 43,083.23. Williams, on behalf of the Board, commended fainters for her excellent work on the financial' affairs of the library., Philpot's library_renort sho:=red a total circulation in July of 9,195, an increase of 1,592 over the previous year. Philpot informed the � Board that r. and .Mrs. Niles Gunter -had -Aven .4,';1000 to library in memory of Mr. Niles_ Winter's mother, Glenna. Allen Winter, The money was designated to purchase'new encyclopedias -nd large print books. Jacob was instructed to send to Winters a tiv .nk you note on beh It of the library board. The Board also discussed ways to"use such gifts to publicize library memorials. The Board tabled definite action till the books arrive. Jacob's CTLS report informed the Board about the workshop she attended In June on Development.and Evaluation of Collection and Boost Repair. Ideas obtained at the uorkshop concerning.possible ways to evaluate the collection "will be shared with the Board in the fall. .Jacob informed the Board that CTLS was_..awardirig" pattihes to all children who finished the reading; program. Lastly, Jacob reported the workshops for the comingwar will be Audio -Visual maintance and repair (Oct.); Working with Government Officials (Dec.); Children's Collection (Jan.); Personnel (Mar): Grants `(mi y). Since there wp s no old business to"discuss, the Board entered into a .lengthly discussion of new -business items." Jacob presented a working copy of job descriptions for the Boa rd's consideration'. Winters:unstioned whether or not the Beard had discussed job descriptions at a previous meeting, Jacob informed Winters that they were on the agenda for July, but, because of no meetings Williams instructed her to mail them tn.Board aembers for their consideration prior -to the liugust meeting. The Board discussed the desirability of even having s:)ch descriptions.. Williams stressed that they were a necessary item: but were not.meant to be a rigid worst schedule.The Board examined the descriptions and made changes. A lenghty discussion. on re uirements for staff attendance at workshops. Finally, the descriptions .were aY)proved on a motion by Elliott, and a second by Vas uez. The vote was unanimous. .Jacob asked the Board for a commitment to utilizing the interlibrary loa:l service offered by CTLS The Board, by consensus, agreed to provide the service but not.ouenly publicize it. Use of library reference materials Able to perform clerical duties (typing, "bookkeeping, filing, etc.) Georgetown Public Library Personnel Policy VACATION. One day per month or 2 weeks maximum per year. No vacation taken until employee has worked for at least one year. SICK LEAVE 1/2 day per month (6 days per year). No carry over to the next year. If employee is sick for 3 days or more in succession, a docto?.s certificate will be required. ET- 1ERGENCY LEAVE Three days per year. No carry over to the next year. HOLIDAYS * New Years Day Memorial Day Independence Day Labor Day 40 Thanksgiving Day - Christmas -- 'The head librarian can automatically take all holidays that are taken by the City of Georgetown. Additional days can be allowed at the discretion of the Library Board of Trustees. -0 Whereas the Statewide Library Development Program oftheTexas State Library and Archives Commission is dedicated to meeting the library needs of all Texans; and Whereas the Statewide Library Development Program implemented through a structure of ten regional systems,provides ample latitude for regional and local autonomy in addressing the diverse needs.of citizens throughout the state; MM Whereas the citizens of Georgetown receive direct benefit from the Central Texas Library System and statewide programs of service in the following manner: 1 the purchase of books and other materials to enrich local .library collections 2. interlibrary loan service to provide the resourcesof the state and the nation to even the smallest library 3. workshops and professional assistance for library staffs and citizens 4. a collection of 16mm, films available for library programs 5,.- a Books -by -Mail Program which makes paperbacks available to homebound citizens and Whereas the current level of state aid to public libraries in Texas is 16;cents per capita ranking Texas 34th nationally; Therefore be it resolved that the Board of Trustees of the Georgetown Public Library endorses the level four funding proposal recommended by the Texas State Library and Archives Commission for the Statewide Library Development Program. The ten regional systems will receive $3,920,000 in State Fiscal Year 1981 for cooperative library services. Of this amount, $1,894,921 will be from federal Library Services and Construction Act Title I funds and $2,025,079 will be from state Library Systems Act funds. Services to be offered by the regional systems this year include: centralized purchase of library materials; access to film -lending libraries; public information programs; consulting and continuing education for library staffs and trustees; books -by -mail programs to the rurally isolated and homebound; and resource -sharing projects. If you have any ques- tions regarding the services offered, please contact the coordinator in your system. All System member libraries should have their governing authorities elect or appoint a lay representative. Lay representatives should be encouraged to attend all system business and planning meetings. Please notify your system coordinator of the name and address of your lay representative.
