Present: Oliver, Winters, Elliott, Williams, Vasquez, Jacob, Philpot,
Bingham
The October meeting bf the Georgetown Library Board of Trustees was
69elle'd to order by Chairperson Williams. The minutes -of the September
eting were approved as presented.
Winters' financial report as of 9-30-80, showed a balance in operating
expenses of "3,051-09, and in encumbered funds of 12,148-46. 11inteEs also
presented the Fiscal gear 1980 report. This report showed that total
deposits were 1'29,160-36* while total expenditures were 123,856.70. ',t the
close of 7_71980 the bank balance was 15,307.66 (')2,33,8.74 encumbered funds
and "2,9614.92 operating funds).
Phil-oot's library report showed a total circulation for September 1980
of 6,169--an increase of 1703 over September 1979. Philpot also reported
the total collection was now around 34,000 books.
Jacob reported that the first CTLS general meeting was the present
day, Cctober 1, in Round Rock. Jacob also informed the board that she would
be attending a statewide advisory council conference in Austin on October 7.
Jacob confirmed mailing the Board's resolution supporting 11 per capita
funding to vital legislators. ',-"illiams introduced the topic of -Foard Is
bill paying procedure. The Board decided to continue having '.-!inters just
pay bills as they come in. ',-."inters requested that the bills be signed.
Bi
ngham reported that the Friends will lave a general meeting in
October to establish spending priorities, programs, etc. The 9 3oard expressed
support for an inside book drop as books were getting wet in autopage
ether activities for the Friends such as library volunteers and letters of
support for 1')l per capita funding, were also discussed.
Oliver stressed that time sheets must reflect reason for time off --
vacation, sick leave, emergency leave, or holiday. Villiams volunteered
work with Philpot on a record keeping code and report to Board
at 7TOV.
Q*eting.
r,uring the new business discussion, Philpot reported that the roof
was now fixed. Jacob moved and Oliver seconded that Williams ask "Rill
Merritt for an estimate on shampooing the carpets. Philpot already had
an estimate for 8125 from another group. T3ingham suggested that -the
type of cleaning system be established --probably steam best as it dries
fastest. The estimate should be ready for November meeting. The vote
was unanimous.
On a motion by Jacob and a second by Oliver, the -Board voted
unanimously to renew the treasury bond for another 6 months at 11.968%
interest.
Lastly, Jacob read a letter from Doris White that Williams had
received. !,*rs. White offered to staff the library for four hours an
evening, twice a week, for "25 each night. In addition to library work,
she would do needed bookkeeping. The consensus of the Board was:
fllibrary couldn't afford it as it was not in FY 1981 budget
library would be paying for bookkeeping services that are not needed
at the present time.
Jacob was instructed to write the reply to 1,7rs. 1!.Ihite.
The Foard then had a discussion about night hours.
Pro - meet needs of many in the community, United 111ay stressing we need
to do more with city funds, etc.
Con - salary and security of staff
Possible remedies - two staff members -at night (one paid and one volunteer).

The Georgetown Library Board of Trustees met 6n October lv 1980,
and at that time considered your letter to Chairperson Williams. After
much discussion and deliberation, we realized that your proposal was
financially impossible for us during this fiscal year. TI 1981 has just
begun, and the city budgeted us a much -needed third full -time -person.
However, that eliminates any part-time help during this fiscal 'year.
We are aware of the desire of many in our community for expanded
hours, and are trying at the present time to find solutions within our
budget.
We appreciate your offer and the time you spent preparing it.
