MEMORANDUM TO ALL BOARD MEMBERS February 14, 1986

Dear Board Members:
Last Tuesday night we presented our plans for the new building
to the City Council. After the Council heard from myself,
Bill Hidell and Monty Nitcholas, the city's investment adviser,
they passed the ordinance calling for the bond election on
April 5, 1986.
Since we have such a short time to sell our project to the public,
it is important that we begin publicizing this as soon as possible.
Accordingly, I have scheduled a press conference for 9:30 A.M. on
Tuesday, the 18th, at the Library. Bill Hidell will be here, and
I would ask that you attend, if at all possible, as we really need
to get behind this and get the ball rolling. 'We will also have a
short meeting to coordinate future publicity.

Bear Linda,
I visited recently with Barbara Novodny and Nancy Tucker at the
Gingerbread House Day Care center. They were appreciative of the letter
from Friends of the Library, and though they had not had much time to
think about the matters it brought up, they were receptive to my follow-
up visit. They appreciated the packet of information and book lists.
Their center is small - 44 children now - and they plan to keep
it that way. They said some parents prefer that their children not leave
the center for field trips, but that of the several opportunities for
trips, the library would be high on their list. Nancy has brought a
group to the library before, and she did her own story at that time.
The ladies agreed that day care centers would each need to have
a separate time for visits to the library. They had had experience
with overcrowded conditions and were aware that any groups for story-
telling needed to be small. They each expressed a desire to be shown
where things are in the library - to have a personal tour. (There is
a time right after lunch when the children are resting each day, when
a staff member could slip out to become acquainted with the library and
the materials available.) They indicated that the summer would be a
good time to bring a group, perhaps weekly, and that it might be made
up of 4 to 5 year olds for story time - or maybe the oldeV ones weekly
for a continuing story from a longer book.
Some suggestions Barbara had for the future were:
- Longer hours for the library -
- An evening when daycare workers from all around could
be given a tour of the library and materials -
A bookmobile program - weekly - going to the centers.
(Barbara said she would be glad to help in some way.)
- Personal library cards for day care workers who lived
out of the city. (Nancy lives in RR.)
- Awareness of meetings of the Library Board or Friends
of the Library. Barbara said she would enjoy attending
a -meeting.
- Someone to show the children where the different kinds
of books are and how to find them. (The older kids.)
overall, the ladies seemed quite pleased that the library people
were interested in the children having better access to good library
books. Their attitude was definitely positive and open.

Dear Library Director:
This letter serves as the official notification that your library has been
accredited as a fully qualified member of the Texas Library System for State
Fiscal Year 1988 (September 1, 1987 through August 31, 1988).
Population estimates from June 1984, as compiled by the U.S. Department of
Commerce, Bureau of the Census, were used as the bases for figuring populations
served by public libraries. Next year we will use either these same figures or
later population estimates from the same source, if one is available which
includes all incorporated cities, as well as all counties in the State. Since
the population base is constantly changing, you need to ensure that your
library's growth keeps pace with the changing population. Assistance in iden-
tifying population projections is available from your city or county planning
department or from your Regional Planning Council.
Texas library systems have received $7,871,947 in fiscal year 1988. Of this
amount, $2,568,965 or 33% of the total, will be from federal Library Services
and Construction Act Title I funds.
If your library does not currently have a lay representative, it is important
that the library's governing body appoint a lay representative whose term will
be for two years. Rule 1.112, Advisory Council Election, reads as follows:
"The governing body of each member library shall biennially elect or appoint a
lay representative for the purpose of electing council members...." Please
notify your system coordinator of the name and address of your lay represen-
tative, who will be representing your community's point of view at all system
business and planning meetings.
The Texas State Library and Archives Commission and the Texas State Library
staff congratulate you on your library's qualification for system membership.

SUBJECT: Georgetown City Council Committee
In accordance with City policy your committee is requested to submit
its annual report for the City's records. Please provide information
regarding the work of your committee according to the outline attached
and return to the City Secretary's office no later than
November 30, 1987.
Also please be sure that all your members are aware of the Ethics
Ordinance adopted by the City Council. It requires that all _members o
City appointed committees, boards and commissions (as well as elected
officials and City employees) abide by the provisions of the Texas Open
Meetings Act, Open Records Act and Conflict of Interest Statutes. The
ordinance also provides that all of us be informed of our legal
responsibilities under these laws.
Enclosed is a list of members of all standing City committees showing
the elates of each member's term. As you are aware, the City policy is
to encourage the widest possible citizen participation in City
government. To promote that aim., persons who have served two
consecutive terms on one committee may not be reappointed, until the
lapse of a term. However, they are eligible for appointment to another
committee, board or commission. When a. vacancy is anticipated on your
committee, the Mayor and Council will welcome nominations by your
committee (on forms available from the City Secretary) of suggested new
members. Any citizen may also make a nomination - either of others or
himself. Vacancies on committees are announced 30 days before
appointments are made at a Council Meeting and in the press. Please be
sure that all members of your committee are familiar with this process
of nominations and rotation of terms.
The City of Georgetown benefits greatly from the contributions of it's
citizens. The City Council and the City Staff very much appreciate the
efforts, interest and time each of you commits to the service of our
community,
This year, in addition to this written report, the City Council will be
asking each committee chairman and chosen representative to came to a
City Council meeting to discuss theworkof your committee and to plan
for an effective accomplishment of its goals. You will be contacted

SUBJECT: Library Board Terms
As you are aware, the previous listing of Library
Board members' terms showed six board members having
terms expiring in December of 1987. After Library
Services Director Judy Duer's discussion with the
Library Board and subsequent researching of the
Council minutes, we have discovered that actually
three members were reappointed last December. The
corrected list of Library Board members and the dates

This report reflects progress in developing a recommended
design for the courtyard landscaping, for presentation to the
Library Board.
First, however, these priority recommendations were deemed
pertinent, although they pertain to areas outside the actual
courtyard:
- ;xposed ai"gregate concrete, tinted concrete, or similar
solid "fill-in" should replace the original loose aggregate
between the building xull and the walkway. (Some such
solution, we understand, is being implemented.)
- The Indian Hawthorne shrubs bordering the parking lot have
already suffered heat and/or physical structural damage l
from parked automobiles. Ne feel the preferable remedy
is the addition of concrete car -stops to be placed on the
pavement about 2 or 3 feet in front of the curb. This would,
we think, be much cheaper than relocating the many plants
outward from the parking lot, and should not significantly
diminish convenience or safety in car parking and maneuvering.
Additional ly,action should be taken to locate and activate
the sprinkler system supplying these plants.
Our primary task, courtyard landscape design planning, recognizes
several dominant considerations: low maintenance; utility as a
place for limited outdoor activities; avoidance of creating attraction
for use as a play area for youngsters; protection for the large
windows; compatibility with our new library building; and probable
limited funding availability.

On -site inspections, deliberations and discussions have resulted
in a plan generally characterized as follows:
1. One yaupon holly shrub would be used as a primary planting
in each of six "window area triangles." Complementing the
yaupons would be plantings of dwarf Burford holly, dwarf
yaupon holly, and/or dwarf Indian Hawthorne. Liriope, or
other ground cover-, or plain bark mulch would extend out
to a metal edging set 1 to 2 ft. away from the sharp wall
corners. This long planting area, while protecting the
windows, will provide a pleasing backdrop to the courtyard
and a pleasant view from indoors.
Existing sprinkler heads in each ",,iindow corner" will require
checking and may require head changes.
2. The drainage swale traversing the courtyard (NE, to SIN) will
require some reshaping to assure a minimum 2f� slope;
there exists at least one "pooling area's now. Existing
grass turf is to remain.
3. Along the eastern row of existing crepe myrtles it is
recommended that one of these plants be relocated, to allow
access from the walkway to a small'bench area. This would
be a paved area with several benches and perhaps a planted
border of dwarf shrubs and ground plants.
Also, it is felt that perhaps a plaque of historic significance
or some other appropriate object such as a sculpture.(perhaps
mounted on a native stone `slab) would enhance this area.
The removed crepe myrtle (plus another one':) can be used
near, but so as not to interfere with use of, the bookdrop
to make that area more attractive.
A detailed plan and specification sheet is being drawn.
From this, a budget can be developed for the proposed landscaping.
The committee envisions that the board, if it approves,
could then solicit bids for the project, as funds become
available, either for segments or, preferably, for the
entire package.

Members present. Marcus Pritchett, Winfred Banner, Parker McCollough,
Dorian Sullivan, Nancy Snead, Judy -Duerr
Old Business.
1 Discussion on status of Indian Hawthorne bordering the parking
lot was tabled until sprinkler system has had sufficient time
to show improvement in condition of plants. Landscape Design
Committee will have a more definite plan in approximately one
month.
2. Judy hopes to have meeting with Dynix this coming Friday to
complete contract.
3. Judy requested that we :recommend to Council the Bibliofile
Catalog Production System. Moved and seconded. Motion passed
unanimously.
4 Discussion concerning MacArthur Library Video Classics Project
was tabled.
New Business:
1. Due to a complaint about noise in the library, Judy and the staff
are making a concerted effort to beep noise level down.
2. Barbara Eeever is planning an organizational meeting on Sept. 20th
for a "Reading Aloud Society."

Dear Library Director:
This letter serves as the official notification that your library has been
accredited as a fully qualified member of the Texas Library System for State
Fiscal Year 1989 (September 1, 1988 through August 31, 1989).
Population estimates from June 1984 (issued July 1986), as compiled by the U.S.
Department of Commerce, Bureau of the Census, were used as the bases for
assigning the population served by each public library. Next year we will use
the July 1986 population estimates from the same source. Since the population
base is constantly changing, you need to ensure that your library's growth keeps
pace with the changing population. Assistance in identifying population
projections is available from your city or county planning department or from
your Regional Planning Council.
Texas library systems have received $7,924,607 in fiscal year 1989. Of this
amount, $2,488,850 or 31% of the total, will be from federal Library Services
and Construction Act Title I funds.
If your library does not currently have a lay representative, it is important
that the library's governing body appoint a lay representative whose term will
be for two years. Rule 1.112, Advisory Council Election, reads as follows:
"The governing body of each member library shall biennially elect or appoint a
lay representative for the purpose of electing council members...." Please
notify your system coordinator of the name and address of your lay represen-
tative, who will be representing your community's point of view at system
business and planning meetings.
The Texas State Library and Archives Commission and the Texas State Library
staff congratulate you on your library's qualification for system membership.
This year we are issuing certificates to the fully qualified members of the
Texas Library System. If our office may be of assistance to you in any way,
