Library Board Meeting - June 17, 1986 at 11 a.m.
Members present: Parker McCollough, Verne Philpot,
Gwen Morrison, Winfred Bonner, Marjorie
Youngman, Linda Davis, Dorian Sullivan,
Nancy Benold, Bob Gaylor
Old Business: New city manager Bob Gaylor discussed
ways to integrate the library into the city structure.
The library could be turned over to management by the city
for fiscal year 1986-87. Advantages include library staff
benefits and a clear liability insurance policy. Dis-
advantages include loss of final decision -making power
by the library board, and the possibility of library
concerns being overlooked by busy city government.
Gaylor envisions hiring a city director of community
services to represent such city services as the library.
parks and recreation, Main Street etc.
As a third option, library could transfer some day-to-day
operations to city government while maintaining at least
temporary control of decision -making during the building
phase of the new library.
A resolution will be adopted at a subsequent meeting for
presentation to city council.
A city personnel policy will be obtained and distributed
to board members.
New Business: Library user fee information will be
collected from neighboring cities by Verne Philpot for
future discussion on whether to charge a fee to those
not paying any tax to the library, i.e, those outside
city limits.
Verne Philpot will contact the Texas State Library
computer expert to set up an informational meeting for
the board.
Dale Rickleffs oif the Round Rock Public Library requested
that the Georgetown Library house materials for the county
literacy project. The resolution was passed unanimously.
