I .The newly appointed € ar members,, Morton Kingn `'omi Spence,
were introduced. Claude Proctorthe third newly appointed lard
member, was absent. The By-Lawstoy- Library Board of Trustees
were distributed.
2.Marton King movedthat Article .. Section l of the By -Laws
regarding _the meeting time be amended as follows: "The regular
m anthly meeting h l be held an the second Tuesday of each mouth
in the Library." Robert Horrick seconded the mcatirrni, and the
motion passed unanimously.
It was noted that Claude Proctor may only be able to attend
evening meetings, and as the meetings will will be held at noon,
a new Board member may have to be appointed in C.Prrr for "s Place.
The next Board wresting (March IC) may be at the B ryCr a °
Country Club, as a guest of past -Board member Marcus Pritchett.

3.Robert Horkin saved that the minutes of the ari.P, ?l Board
meeting be approved as submitted. Judi Ctran l in seconded the

5.A representative (Joy) from the City Employees Benefits
Committee requested that all City employees, including
non-residents of the City of Georgetown, be given free use of the
Library. Currently a $15 non-resident fee is charged to those who
are not residents or property owners in the City of Georgetown.
Much discussion followed. Per Joy, it is estimated that
currently $26 of a resident's real estate tax goes to the Library.
Also, there are approximately 165 City employees, and it is
estimated that half of these may live outside the City limits'
The City would not be paying any fee for these non-residents'
However, this free use of the Library would be part of the
over-all benefits package to employees.
Also discussed was the effect this may have if other groups,
such as employees of other large businesses in Georgetown, were to
request a waiver of the non-resident fee: a precedent may be set'
To date this fiscal year (Oct."90 through Jan.`91), $3,460 has
been collected in non-resident fees: therefore it is expected that
total non-resident fees for a Year are just over $10,0(]0.
Finally, it was noted that the Round Rock Library would need to
at least be informed of this change due to the Reciprocal
Borrowing Agreement between the two Libraries.
Morton King moved the the Library Board recommend to the City
that no non-resident fee be required of full-time employees of the
City, and that no restrictions be placed on such borrower's cards,
to be effective on the date approved by the City Council. Robert
Horrick seconded the motion. The motion passed with four in
favor, two opposed (3.Mendez & MB.Huba dissenting).
6.Before leaving the meeting (1:05), R.Horrick brought -up that new
residents have trouble proving residency. It was noted that
various forms of prove may be used, such as a Driver's license, a
closing statement* e lease, or even a utility deposit.

7.Two gifts ($15 & $25) were made to the Gifts D. Memorials funds
for the acquisition of Texana books. Morton King moved that the
acquisition of these books be approved. Judi Shanklin seconded the
motion, and the motion passed unaunamimously.
8.a)It was noted that there is a water drip on the north side outer
wall which is turning the building black at that spot: MaryPat
should request that the drain be extended there. Also, sweeping
the entry -way should be attended to.
Currently the cleaning of the Library is done part-time by a
City employee. This employee also supervises evening meetings to
be sure that no books° etc. are taken after Library hours.
However, as of March 1, the City will be contacting with HMR for
cleaning service. As the gates in the Library will not be
repaired this year by the City, Library employees hours will have
to be shifted to supervise evening meetings. (Estimated cost to
repair gates $500- $1,000). This is a current problem which
should be resolved now for the benefit of the employees.
Morton King moved that the Library Board pay to have the gates
repaired now, and that reimbursement be requested from the City in
the next fiscal budget. Jean Mendez seconded the motion, and the
motion passed unanimously.
b)The building is cable -ready, but the out -side conduit has been
filled in with concrete' The cable service can connect an aerial
line, assuming the City approves. Judi Shanhlin mowed that we
approve the use of the aerial line connection. M.King seconded the
motion, which passed unanimously.
c)It was noted that Brenda Miller -Clark will return to full-time
employment in July.
d)It was also noted the CTLS Union catalog will aid patrons in
determining the Round Fock Library holdings, which will be
beneficial in light of the Reciprocal Borrowing Agreement.
e)The Friends of the Library executive committee will have e
meeting Monday,Feb.11 @ 7:30p.m. in the Library. It was also
noted that Feb.13 is Legislative Day, which is a day in which we
may make Legislators aware of Library funding needs.

9.Keith Brown from the Williamson County Art Guild has approached
MaryPat requesting that the Art Guild display artwork in the
Library. The Art Guild displays artwork in the Round Rock Library
with no formal agreement., and we would like for them to handle
our Library artwork displays. The need for a simple policy has
frequently been discussed by the Board, expressly needing
revolving displays, not permanent displays. However, liability is
still an issue, and a release agreement approved by the City
attorney would be required.
Morton King moved that the Board approve a policy of having
rotating art works, in suitable locations as determined by the
Director, in cooperation with the Williamson County Art Guild, who
will be responsible for selecting and displaying art work in ways
which do not damage Library property, and for obtaining the
signature of each artist on a waiver of liability which has been
approved by the City Attorney. The Library Board and Library
Director has the authority to refuse to display any artwork.
MB.Huba seconded the motion, and the motion was approved
unanimously.
10.We still need an alternative representative on the Central Texas
Library System.
The meeting was adjourned at 2:00.

BY-LAWS FOR LIBRARY BOARD OF TRUSTEES
GEORGETOWN AREA PUBLIC LIBRARY
ARTICLE I NAME AND OBJECT
The Name of this organization is Georgetown Area Public Library.
The object is to act as trustees for, and administer the affairs
of the Library in conjunction with the City of Georgetown, and
according to the policies for governing the Library.
ARTICLE II MEMBERSHIP
Section 1. Number of Members
The active Library Board shall consist of nine voting members,
including the Mayor or his representative. Ex-officio members
include the City Attorney, Librarian, Southwestern Memorial
Librarian, and the President of the Friends of the Library.
Ex-officio members do not vote nor hold office.
Section 2. Selection of Board
The Mayor appoints all board members, including himselT or his
representative with the approval of the City Council. The Mayor,
on recommendation of the Board, may appoint ex-officio members,
called honorary members.
Section 3. Term of Office
Trustees serve for a three-year term beginning January 1, and
may be reappointed to one additional term (3 years). The Mayor,
in his discretion, may appoint a person who has previously served
on the Board. A trustee who misses three consecutive meetings
without adequate excuse or prior notification shall be deemed to
have resigned his position on the Board; and the Board, with
confirmation by the City Council, will appoint a new trustee to
finish out the term.
Section 4. Tenure
The nine members shall be divided into three groups. Places of
three members shall be vacated at the expiration of the first year,
and the same applies for three each successive year.
ARTICLE III OFFICERS OF THE BOARD
Section 1. Titles of Elective Officers
The elective officers are Chairperson, Vice-Chairpersonip Secretary,
and Treasurer. These officers are elected among the members of
the Board.

Section 2. Election Date
The officers are elected at the January meeting each year.
Section 3. Duties of Officers
The Chairperson presides at all meetings, and performs all other
duties pertaining to the office. The Vice -Chairperson, in the absence
of the Chairperson, performs all duties of the office, and shall
succeed in office of Chairperson in case of vacancy. The Secretary
keeps record of proceedings of all meetings, and has custody of all
records and papers of the Board. The Secretary shall notify each
member of the next meeting. The Treasurer shall receive all money,
receipts and disbursements, pays bills accumulated upon approval of
the Board, and is subject to audit whenever requested by the Board
or City Council.
ARTICLE IV. COMMITTEES
Special committees for the study and investigation of special problems
may be appointed by the Chairperson; such committees to serve until
completion of the work for which they are appointed.
ARTICLE V MEETINGS
Section 1. Meeting Time
The regular monthly meeting shall be held on the -first Wednazday of
0 each month in the Library.
Section 2. Special Meetings
Special meetings may be called by the Chairperson whenever necessary
for transaction of business stated in call.
Section 3. Quorum
Five members constitute a quorum. A quorum is not sufficient,
however, for major expenditures ($10,000+), building programs, or
administrative personnel changes. These situations requite all
members present and voting.
ARTICLE VI BUDGET
The Librarian and Trustees shall work carefully within the framework
of the budget plans with best service for the Library in mind. The
budget is to be submitted to the City Council for approval.
ARTICLE VII AMENDMENTS
These By -Laws may be amended at any regular monthly meeting of the
Board with a quorum present, provided the amendment was stated at
the previous regular meeting.
