Library Board Room Present: Judi Shanklin, John Duer, Morton King, Jean Marie Mendez, Robert Horick, Tomi Spence, Mary Pat McLaughlin, Mary Beth Huba, Tresa Long (arrived late). Absent: Pat Ball. The meeting was called to order by Jean Mendez at 1:00. Mary Beth Huba arrived at 1:05. 1. Morton King moved that the minutes be approved as mailed. Judi Shanklin seconded the motion, which passed with John Duer abstaining. 2. Mary Pat reported a call from a citizen concerned about the speed with which books are placed on the shelves after purchase or donation. 3. Bob Hart shared a video with the Board, and discussed plans for facilitating communication among the various city advisor boards and the City Council. He also announced that new Library Board members will be appointed in January for terms to begin in February. 4. The directive from the City Council is still in formation. 5. The Treasurer's report was inadvertently placed on the wrong agenda. F. Jean Mendez will accompany Mary Pat to the City Council meeting to ask for approval of John Duer as CTLS representative, with Nancy Snead as alternate. 7. Jean Mendez presented the following motion: "The Long Range Planning Committee requests permission to request from the 501(c)(3> Board $7,500.00 from the E.D. Jones Money Market Account currently being held by that Board for the acquisition of Public Access computers. We intend on purchasing two PCs, a CD tower, word processing software, Lotus type software, a printer, and possibly a modem, with these funds. Bob Horick will assist Mary Pat in selecting these items." The motion was seconded by Judi Shanklin, and passed unanimously. 8. Mary Pat reported that the City Attorney asks the Board to remove "Loitering" and "Sleeping" from the Statement of Policies. Mary Pat also said that there will be a staff policy advising them how to deal with violators of the public policy. The Statement of Policies (Code of Conduct) was unanimously approved after a motion by Morton King, seconded by Judi Shanklin. November 10, 1992 page 2 of 2 9. Additions to the Library Director's Report: (a) Rosa Garcia has been hired as the new Children's Librarian; (b) The library will be closed the Saturday after Thanksgiving; (Note - Tresa Long arrived at 2:10) and (c) Mary Pat has begun compiling a "wish list" of suggestions by the staff and public for future purchases. 10. The plan to investigate additional sources of revenue was tabled after a motion by John Duer, seconded by Morton King, passed unanimously. 11. There were no gifts reported this month. 12. All Board members were asked to fill out the Library Services Director evaluation form (distributed) and return them to Tomi Spence by November 17 for summarization. J. Duer and R. Horick left at 2:20 This meeting was adjourned at 2:25 after a motion by Morton King, seconded by Judi Shanklin, passed unanimously. It is intended that all members of the =mmunity have equal access to these programs. In order for this to be possible, it is important that everyone abide by the Library regulations. This statement of policies is posted for the notification and convenience of Library patrons. All patrons are expected to abide by these standards of behavior. If you cannot abide by these policies, you are requested to leave the Library premises. If you see another patron disobeying these policies, please notify a librarian. Absent: John Duer, Robert Horick, Pat Ball. The meeting was called to order at 2:25 p.m. 1. Morton King moved that the minutes of the previous meeting be approved as mailed. Tresa Long seconded the motion, which passed unanimously. 2. Discussion was held on the by-laws. Several suggestions were made by Board members. The by-laws committee will now work on incorporating these suggestions into a final form for approval by the Board. 3. Jean Mendez moved to approve the Treasurer's Report with the designation of $7,500.00 as computer funds. Morton King seconded the motion, which passed unanimously. 4. Jean Mendez made the following motion: "The Long Range Planning Committee requests that $7,500.00 from the E.D. Jones Money Market Account be donated to the Library for the purchase of public access computers. This amount was donated to the 501tc><3> for that purpose and is still being held by the Board for that purpose. We intend on purchasing two PCs, a CD tower, word processing software, Lotus type software, a printer, and possibly a modem, with these funds. Bob Horick will assist Mary Pat in selecting these items." Morton King seconded the motion, which passed unanimously. Mary Pat reported that it is unlikely that HEB will fund the computerized magazine index. Morton King moved to authorize a continued search for funds. Tresa Long seconded the motion, which passed unanimously.
