MEMORANDUM
FROM: Mary Pat McLaughlin
The Library Board met on Monday, July 29 to review and approve
the Ends and Means statements and special projects submitted for
the 1991-92 budget.
Priority items for the 1991-92 budget were selected as follows:
1st: Additions to collections.
2nd: Provide handicapped access to computer catalog.
3rd: Purchase of safety equipment and furniture.
4th: Addition to staff.

FROM: Nancy Snead and the Library Advisory Board
SUBJECT: Century Plan• t *- *
After reviewing the Century Planthe Board wishes to make the
following recommendations for revisions of items pertaining to,
the Library listed under Section II, Education. Specific changes
and new objectives are marked on a copy of the original draft.
Also enclosed is a suggestion for Possible reorganization of the
section, as the Board felt items pertaining to the Library should
be grouped together.
Thank you for the opportunity to voice our opinions and concerns
on the Century Plan.

MONTHLY REPORT
LIBRARY SERVICES DIRECIVOR
FEBRUARY 1991
BUILDING
Graffiti was found after the weekend of February 23. The police
are investigating. The security camera people came out and
checked the tapes and suggested better lighting in the back area.
Public Utilities will install a light on the corner utility pole
to take care of the back area, but the courtyard lighting will
have to be attached to the building. Juan has already painted
over the graffiti.
A water leak occurred in the line at the front of the building
under the sidewalk. Brittain Plumbing repaired the leak and the
bricks were reset.
As part of this year's maintenance contract, A-1 placed new
filters on the air conditioning unit which are supposed to be 95%
effective.
PERSONNEL
Shannon Allen has been hired as the temporary part-time person to
work in the children's room while Brenda is part-time.
Brenda and Pat attended a workshop on the upcoming summer reading
program.
ADMINISTRATIVE DUTIES
Seven Round Rock patrons have registered for Georgetown
privileges under the Reciprocal Borrowing agreement. The Round
Rock staff visited us on February 12 in our continuing efforts to
make Reciprocal Borrowing work smoothly.
We spent the $250.00 gift money on the children's books with the
specified publisher, Usborne, and we are most pleased with the
books. The two donated magazines,"Lapidary" and "Rock and Gem",
donated by the Williamson County Gem and Mineral Society has
begun to arrive. Rod Johnson has donated a three year
subscription to "Chip and Chats", a magazine on woodcarving.
I attended a session of the CTLS Planning committee on February
6.
My training for System Administrator at Dynix began February 26.

PROGRAMMING
Marian Barnes, an African storyteller, performed for a children's
program for Black History Month.
Brenda has completed 3 sessions of storytime for cable. Sharon
and Pat were her first guest readers. Broadcast begins March 11.
Williamson County Cablevision is now providing free cable service
to the Library. Dale Hoffman had been foresighted enough to
suggest pre -wiring the building, so we now have 4 different
locations for cable.
Colortyme has allowed us to keep the television for another month
due to the fact that the war was still going on at the time.
FRIENDS OF THE LIBRARY
The Friends have approved a set of By-laws and elected a slate of
interim officers to serve until September. Tommi Spence is
President; Mary Brown, Vice -President; Kathalee Holmans,
Secretary; and Bill Holmans, Treasurer. Next meeting will be
Monday March 11 at 7:30 p.m.

BY-LAWS FOR LIBRARY BOARD OF TRUSTEES
GEORGETOWN AREA PUBLIC LIBRARY
ARTICLE I NAME AND OBJECT
The Name of this organization is Georgetown Area Public Library.
The object is to act as trustees for, and administer the affairs
of the Library in conjunction with the City of Georgetown, and
according to the policies for governing the Library.
ARTICLE II MEMBERSHIP
Section 1. Number of Members
The active Library Board shall consist of nine voting members,
including the Mayor or his representative. Ex-officio members
include the City Attorney, Librarian, Southwestern Memorial
Librarian, and the President of the Friends of the Library.
Ex.-officio members do not vote nor hold office.
Section 2. Selection of Board
The Mayor appoints all board members, including himselT oT his
representative with the approval of the City Council. The Mayor,
on recommendation of the Board, may appoint ex-officio members,
called honorary members.
Section 3. Term of Office
Trustees serve for a three-year term beginning January 1, and
may be reappointed to one additional term (3 years). The Mayor,
in his discretion, may appoint a person who has previously served
on the Board. A trustee who misses three consecutive meetings
without adequate excuse or prior notification shall be deemed to
have resigned his position on the Board; and the Board, with
confirmation by the City Council, will appoint a new trustee to
finish out the term.
Section 4. Tenure
The nine members shall be divided into three groups. Places of
three members shall be vacated at the expiration of the first year,
and the same applies for three each successive year.
ARTICLE III OFFICERS OF THE BOARD
Section 1. Titles of Elective Officers
The elective officers are Chairperson, Vice -Chairperson, Secretary,
and Treasurer. These officers are elected among the members of
the Board.

Section 2. Election Date
The officers are elected at the January meeting each year.
Section 3. Duties of Officers
The Chairperson presides at all meetings, and performs all other
duties pertaining to the office. The Vice -Chairperson, in the absence
of the Chairperson, performs all duties of the office, and shall
succeed in office of Chairperson in case of vacancy. The Secretary
keeps record of proceedings of all meetings, and has custody of all
records and papers of the Board. The Secretary shall notify each
member of the next meeting. The Treasurer shall receive all money,
receipts and disbursements, pays bills accumulated upon approval,of
the Board, and is subject to audit whenever requested by the Board
or City Council.
ARTICLE IV.
COMMITTEES
Special committees for the study and investigation of special problems
may be appointed by the Chairperson; such committees to serve until
completion of the work for which they are appointed.
ARTICLE V
MEETINGS
Section 1. Meeting Time
The regular monthly meeting shall be held on the first Wednazd-ay of
each month in the Library.
Section 2. Special Meetings
Special meetings may be called by the Chairperson whenever necessary
for transaction of business stated in call.
Section 3. Quorum
Five members constitute a quorum. A quorum is not sufficient,
however, for major expenditures ($10,000+), building programs, or
administrative personnel changes. These situations require all
members present and voting.
ARTICLE VI
BUDGET
The Librarian and Trustees shall work carefully within the framework
of the budget plans with best service for the Library in mind. The
budget is to be submitted to the City Council for approval.
ARTICLE VII
AMENDMENTS
These By -Laws may be amended at any regular monthly meeting of the
Board with a quorum present, provided the amendment was stated at
the previous regular meeting.
