Present: Pat Ball, Martin Beeman, Amy Anderson, Jeff Kilgore,
Allene Booth, Nelda Burson, Mary Pat McLaughlin

The meeting was called to order at 6:30 by Pat Ball.
Allene moved to accept the minutes as circulated and Amy seconded
this motion. The minutes were accepted.
Mary Pat reported on the budget. It has been accepted if there is
enough money to finance it available. On January lst, a Reference
Librarian will be added to the staff. All of the money for books
was approved. There will be a slight increase in supply money and
$500 for rebinding of books. Some money is available for postage
to inform clients of the new card changes. Better chairs for the
staff to use at the computers will be purchased.
Nelda moved to accept the gift fund expenditures, which included
gifts from Joy Pausewang, Del Webb, Tray Gillian and John and Beverly
Treuhardt. Jeff seconded this motion and it passed.
Mary Pat discussed the possibility of raising the non-resident fees.
Up to date this year the 15.00 individual and the 25.00 family fee
has netted $12,940. The board agreed with Mary Pat to hold off on
increasing at this time.
Martin moved to adjourn the meeting and Allene seconded the motion.
The meeting was adjourned.

RECIPROCAL LIBRARY SERVICES AGREEMENT
This Agreement is made this !+ day of 1990, by and between
the City of Round Rock, Texas (hereinafter referred to as "Round Rock") and
the City of Georgetown, Texas, and the Georgetown Public Library thereinafter
referred to as "Georgetown"').
WHEREAS, Round Rock. via the Round Rock Public Library, provides library
services to its residents and certain non-residents; and,
WHEREAS, Georgetown, via the Georgetown Public Library, provides library
-s residents service- to it ant-4 certain non-residents; and,
WHEREAS, Round Roc.kand Georgetown desire to combine their library r:sources
and offer reciprocal library services to the patrons;
NOW, THEREFORE, THE SAID PARTIES AGREE AS FOLLOWS:

utilize the library services of Georgetown without paying fees --n

FEE
3.1 Both par-111--Aes agree to charge identical non-resident fees, subject to

posted exceptions for each location.
3.21 Each party may charge fees for usage; i.e., damaged or overdue book
fees, other than the non-resident fee. Each party shall be entitled to
retain all such fees collected related to the use of its own library
facilities, regardless of the home library status of the user.
3.3 Each party may prosecute library ordinance violations in its own
municipal court. Each party shall be entitled to retain all costs and
fines collected related to the use of its own library facilities,

4.1 Each party shall maintain a minimum level budget of one dollar ($1.00) per
capita to fund all library materials, including, but not limited to,
written, audio, or visual materials; public access microcomput-ing
software; automated reference services; and special collections. This
shall not include costs to maintain each party's integrated computer
systems.
5_1 Each party shall amend its membership registration form to encompass
the provisions of this Agreement, including an express written
agreement of each patron to obey all rules, policies and procedures of
the library from which materials are borrowed or other library services
are rendered.
5. 2' Each party shall maintain a current list of patrons and shall furnish the
other party, on a monthly basis, the names of newly registered patrons
originating from the other party.

POLICY CHANGES
6.1 Each party shall send written notification of changes in its rules,
policies, or procedures whichmay affect patron usage. Said notice shall
be sent within seven (7) days of the date said changes are adopted.

MONTHLY REPORT

GEORGETOWN PUBLIC LIBRARY
JULY 1995 Ge— ' etown
Ralph Love organized a program on Georgetown History. Sixteen presenters offered informal
presentations on the history and cultures of the Anglo, African -American and Hispanic citizens
of Georgetown. One hundred people attended the three hour program.
Ethel Bames spoke to a women's club on books on patriotism and flags.
Mary Pat McLaughlin spoke to the Georgetown Evening Lions about Library services and their
gift of described videos.
Summer Reading programs included trips to Inner Space Cavern, the city's Animal Shelter and
the Water Treatment Plant. Presenters included Kim Lehman and the Five Faces Family Band.
Georgetown residents provided entertainment for the Grand Finale! party. Rodney Magic Show
and the Sunshine Group entertained the 325 children before a lunch of pizza, cookies and drinks
provided by local merchants.
A list of all businesses who donated to the program is attached to this report. Each will receive a
framed sponsor's certificate and a thank you letter.
VOLUNTEERS
Anthony Casssio of the Georgetown Evening Lions assisted the staff by adding braille labels to
the new described videos.
COLLECTIONS
Lee Sparks and Dixie Hanna visited the Gift and Exchange Division of the Library of Congress
to select free books for the Library. The trip was sponsored by the Library Board.
BUILDING
Maintenance Services created a new storage area in the far southwest corner of the building.
This storage area will allow items to be moved from the meeting room closet. The end result
will be returning the closet to its designated use for tables and chairs only.
Recent rains exposed several new leaks in the roof.

Statewide Resource Sharing
Proposals Being Studied
n response to the. interest, generated by the Access Texas Report, the Texas
Library Association's
Access Texas Committee is studying possible proposals to
establish a statewide borrowing card. Other areas being studied by this Committee
are statewide reference back-up, certification for public librarians, and legislation
to allow the creation of special districts for public library services. Currently two
' different ways of implementing statewide borrower's card program are being
reviewed: (1) "Loan Star Libraries" and (2) the TexShare Library Card.
The "Loan Star Libraries" proposal (see below) was developed by the Texas
State Library as a starting point for discussions regarding a public library
reciprocal borrowing program. All ideas and plans presented here are open for
comment, suggestion, and 'modification. This proposal is still very much in the
early, stages: no funds have been budgeted fordt in the.SFY96-97 biennium, and n(
decisions have been made about moving this proposal forward.
The Texas Higher Education - TexShare Library Card Program (see page 3) is
being developed and implemented by the state universities and colleges that
participate in the TexShare program, through the state Higher Education
Coordinating Board. This proposal is nearing final agreement, and should be
implemented soon.

GOALS and OBJECTIVES:

PHILOSOPHY:
Participation by Texas public libraries will
be voluntary. In the future, participation may
be opened to school, academic, and special libraries. All
participating libraries must submit a Loan Star Libraries
Participation Agreement signed by an appropriate local
official. Libraries must agree to participate in the program for two years (i.e., one
state fiscal- biennium). .
The principles in the "General Guidelines For Reciprocal Borrowing" (Appendix
A3 of the Long Range Plan, for Statewide Library Development in Texas). win be

does not relieve any public library from the responsibility of building a collection

After Mary Pat explained a need for some extra money to finance
programs for the new Reference Librarian to be hired in January,
Martin made a motion that the (501)(c)(3) Board commit $5,000
toward funding the Electronic Reference information materials
pending the hiring of a Reference Librarian in 1995-96 fiscal
year. Amy seconded this motion and it passed unanimously.
Allene moved to adjourn the meeting and Martin seconded. The
