Present: Tomi Spence, Morton Kind, Pat Ball, Tresa Andersen,
Jean Marie Mendez, Nelda Burson, Amy Anderson, Jeff

Call to order by Chair person, Tomi Spence

by Martin Beeman: passed unanimously.

appreciation for the gift of 1000 books. They will happily
accept and come for any more that we might wish to give,
. Each board member gave a short self -introduction.
. Mary Pat moved to elect Torsi Spence as Chair of the Advisory
Board.. Martinseconded, passedunanimously. dean. Marie declined
£ry _ the office of secretary aspresentedby the nomination committee.
Martin nominated new member, Nelda Burson to serve as secretary.

5. A _discussion of budget

Mary Pat reported that the staff had suggested more shelving
and the possibility of putting a door between the children':
room and the main library due to the noise factor.
6. Tresa Anderson moved to approve the gift fund expenses. The
motion was seconded by dean Marie, passed unanimously.
`. Mary Pat reported
a. Volunteers helped to take an inventory and also helped many
hours in the children's room after school.
b. Non-residents are not wanting to pay the $15.00 use fee and
asked for suggestions on how to redirect their thinking.
Suggestions were made of a positive greeting to new residents
via electric balls, mail, orwhateverinviting them to use the
library for this small fee. Another suggestion for disgruntled
residents was to point out the fact that city property tax
payers are currently contributing $20.00 for library use.

LAY REPRESENTATIVE
The Lay Representative is the community's voice in the planning of System services. Since the
System provides services to libraries rather than directly to the public, it would be easy to lose
sight of the fact that everything we do should benefit the public- The Lay Representative's role
is to assure that the public is heard in the planning process.
The Lay Representative is the only person who can cast a library's votes far System se{yices, and
much emphasis is placed on having the Lay Representative present at meetings where a vote
will be token. However, c Lay Representative who shows up only to vote may not know how
to vote on important issues. What's more, a vote may be taken only once a year, but there are
opportunities throughout the year for the Loy Representative to express opinions and thus help
shape the program for the corning year.
Since the System has members from a multi -county area, most meetings will involve out-of-town
travel. These meetings are held on week days. The Lay Representative will be expected to
attend at least three meetings a year, maybe six or more if he or she serves on a committee.
A Lay Representative should be aware of the needs of his or her local community and the
proarcros currently offered by the library. In addition, he or she should take advantage of
orientation and training offered by the System in order to understand how the System works and
thus be a , ore _-eci.e ccvoccte.
If the Loy Representative is not a member of the local library board, he or she should be invited
to meet reguicriy with the hoard to hear their concerns and to report on System activities.
Ideally, the Lcy Representative should also be willing to act as a spokesperson for the library
to the State Legislature cna the Conaress, the sources of System funds. This role may include
letter -writing, urg:ng c--hers to write letters, and participation in the Texas Library , soci tics,

LIBRARY SERVICES DIRECTOR
FEBRUARY 1994
ADMINISTRATION
Board members and the Director attended the thank you dinner hosted
by the Mayor and City Council.
Mary pat McLaughlin attended the H-P. Clifton Workshop in Dallas
with a large number of city staff members.
COLLECTION
During February, the staff weeded the medicine health section,
removing 123 books. Over half of these books were from the 1960s
and 1970s. All contained outdated, incorrect information. Some
new books with current information had already been added, and
others will be purchased as they become available.
VOLUNTEERS
Volunteers finished removing old check-out cards from all the books
owned by the Library before the automated system was implemented.
These cards carried names of patrons using each book, and were
removed following a new state law requiring confidentiality of
patron records_
PROGRAMMING
Students from the Childbloom Student Guitar Ensemble performed
Saturday, Feb. 19 for an enthusiastic crowd.
To Celebrate Black History month, members of the EBONY group at
Southwestern presented a South African folk story and sing/along
for the story hour program.

Call to order by Chair Tomi Spence.
1. The minutes were approved as circulated.
2. Jean Marie Mendez moved that the treasurer's report be accepted.
Seconded by Jeff Kilgore: passed unanimously.
3. It was noted that the correct name of this Board is the
Georgetown Area Library Board.
4. Nominations for offices was read and Jean Marie declined as
secretary. Martin Beeman nominated Nelda Burson. The following
slate was voted on and passed unanimously:

Treasurer Tresa Anderson

5. Jean Marie moved to cancel the security contract with Chub and
to look into alternative security.companies. Seconded by Morton
King; passed unanimously.
A committee was appointed to investigate other security companies.
Committee members are Jeff Kilgore and Amy Anderson.
6. Morton moved that The Swedes in Texas be purchased for $75.00.
Seconded by Jean Marie; passed unanimously.
7. A discussion of possible courtyard renovations revealed the
fact that the Men's Garden Club and the Boy Scouts have in the
past made contributions of money and labor. Mary Pat McLaughlin
repoptjad' that the city has a landscaping service. There was a
discussion of possibly having picnic tables, sculpture, etc. in
the courtyard.
Pat Ball moved to adjournthe meeting. Tresa Anderson seconded;
