September 8, 1997
Present: Sheila Henderson, Amy Anderson, Michelle Crider, Greg Gibbons, Nell Dickson,
Sally Riddle, Nelda Burson, Martin Beeman, Sharon Sanders, staff member Cristy
McNicholas
Absent: Lay Representative Rebecca Pfiester
Amy Anderson called the meeting to order. The minutes of the August 11,1997 meeting
were approved as written with a motion from Sally, a second from Nell and a passing
vote.
Comments from Citizens:
• There were complaints included in the library board packets along with Sheila's
responses. Sheila said that she has not heard further from the complainants.
• A patron responded positively regarding the library cards given through GISD.
• Morton King and Karen Powell expressed support for creation of a foundation
separate from the Library Board. They proposed that the board consider waysthat the
Friends of the Library could be involved in the new organization.
New member, Wayne Porter, was not in attendance.
Library Directors report was presented as written in the packet. (October 24 will be the
Birthday Celebration for the building.) The board asked how it needs to be involved in the
celebration. This can be discussed at the next meeting.
Long Range Plan: Greg wants to updatd the LRP. Greg will chair a committee, Michelle
will help. It was suggested that 2 staff members help on the committee. Cristy said that
she would ask for volunteers at the next staff meeting.
New Business:
• The board expressed appreciation to Greg for his presentation of the LRP's status to
the city council.
• The board voted for "Library, Parks & Recreation Department" as the new division's
name (this was not one of the choices presented).
• The board looked at a picture of a statue of Martin Luther King, Jr. that a patron
would like to donate. The board is asking for more information about whether or not
it will cost the library to enclose the bust or to have it mounted on a pedestal, etc.
Sally moved to adjourn the meeting, Nelda seconded, the motion passed.

Dear Mrs. Keller:
I have reviewed your complaint regarding reading materials "The Best American Poetry 1993... 1994 ,
and given much consideration to your request to remove the books from the shelves. I am sorry for your
son's experience involving these books. All books are selected and added to the collection within the
scope of the library's collection development/se-lection policy. We consult book reviews and all
appropriate selection tools before selecting materials for inclusion into the collection. We house these
books in the adult section of the library, clearly an indication that material subject matter is intended for
the adult audience. I
The mission of the Library, is to provide general materials for all members of the community. Therefore,
the books will follow due process with iegards to their lifespan on the shelf. We hope that you understand
our position with this matter and will continue to be a patron of the library.
If you wish to bring this matter before the library advisory board, the next meeting is scheduled for
September 8, 1997, at 6:30pm, in the Library's Board Room.

Dear Mrs. Davidson:
Thank you for the wonderful comments regarding the library and Rosa Garcia. We appreciate hearing
from patrons regarding our programming, services, and certainly our staff.
I am glad you relayed your concerns about how staff treats our little patrons. We train our staff to think
safety first. That means our first concern is for the safety of the child. Our children climb and fall every
day of the week at home. However, it becomes a more serious matter when this happens at a place of
business or even in our neighbor's home. It is the Library and City'spolicy to practice prevention at all ,
times. We mandate that staff ensure the.safety of each of our patrons, but they must also use a loving hand
and soft voice.
Secondly, you were correct in your observation that at one time or another each of us is noisier than we
should be within the walls of the Library, and the noise level increases proportionally with the number of
patrons present and the kinds of activities in which we are involved. Many times- staff have to quiet
themselves when responding to patron queries or just being friendly with patrons!
I have spoken with Mrs. Bowling concerning this incident and feel confident that she will make every
effort to assure that her actions do not appear threatening or unfriendly when resolving an issue or
situation with our little patrons. Her first concern is that children have a positive experience in the library
and will grow up feeling that a library should be their first contact upon entering a new community.
I hope you will continue to be an advocate of the library and should you hear other complaints, please let
these people know that I will work diligently with them to resolve the conflict. Please feel free to stop by
and visit with me on your next visit to the Library.

Dear Ms. Henderson,
We have enjoyed the Georgetown Library very much over the past few years. Rosa
outdid herself again this year in planning a wide variety of wonderful activities to
encourage children to read and to use the library facilities. My children enjoy Mrs. Rosa
and she always makes them feel very special. She patiently answers there many -questions
and helps them in finding whatever their special interest is that week. I commend her for
a job well done and you for supporting her.
I am concerned, however, about a incident that happened the middle of July with
another librarian, I believe her name is Kathleen. Instead of being approached politely
and asked to keep quiet. She came into the childrens library, slammed the door, walked
to the middle of the room, stood with her hands on her hips and glared at the parents and
a little girl who was spinning and singing. After glaring for a few seconds she looked at
me and asked rudely for us to tell our children to get quiet or keep it down or something
similar in nature. What do you say but, O.K.
A little while later while I was in the stacks with one of my daughters my two year old
ran over to the puppet theater and started to climb in the back. Another little boy was
trying to get him out when she (Kathleen ) huffed over yelled for them to get out of
there. Then proceeded to shove the theater up against the wall , then shove the couch up
against the theater and then walked out. I stood there in shock, then got out of the library
as fast as I could. She made more of scene of getting it quiet than the noise that was
being made. I do not know how the other ladies in there felt but I was certainly upset by
the behavior. And my friend that was in there with me couldn't believe that a librarian
would act that way.
I would not defend that my children were not talking or making noise. It also would
not be the first time we have been asked to be quiet in the library. Ethel and Pat (or is it
Judy) have been polite when they ask myself, my children or others to be quiet. But
children forget and need to be remindedas well as adults. And two year olds have to be
reminded constantly. So we try very hard to be considerate and respectful of others.
I have worked to make reading an important part of my childrens lives and use the .
library as often as possible. I would hate to think that an experience like this would make
a child (mine or any other) not want to return to the library. I would also not want any
ramifications to come on the library if another child were treated in this abusive manner.
That is why I thought it best to bring this matter to your attention. We will continue to
use the library, but I have felt uncomfortable in returning after being glared at on
entering when she was there.
Thank you for all the work in providing reading opportunities for people and
children in our community. I

MONTHLY REPORT
GEORGETOWN PUBLIC LIBRARY
August,1997
Highlights
August was spent finalizing procedures for the Kids' Card Program which would allow
every GISD student the opportunity to have a library card. Though the card carries
restrictions for non-residents, it still permits check-outs for up to five reading materials
per circulation period at no cost to the student. The program has been well received by
the teachers, librarians and students of GISD.
The Library Advisory Board presented a brief overview of the accomplishments of the
Library over the past year to City Council. The Board plans to review the Long Range
Plan and revise it as necessary to ensure successful development of the library.
Tuesday, August 19, the library was favored with a visit from former American Library
Association Executive Director, Ed Holley, Dr Holley was also former Dean of
Libraries at the University of Houston and Dean of Libraries at the University of
North Carolina. Dr Holley was favorably impressed by our library and took many
pictures of the facility and staff.
STAFF - Out and About!
Technical Services staff attended software training on Acquisitions module August 4-8.
Library Staff participated in the annual Austin Public Library 1CTLS Staff
Development Day held August 15.
On August 19, Kathleen Bowling and Craig Dowell attended Hospitality Training
sponsored by the Convention and Visitors Bureau.
Sheila Henderson attended several meetings at Tippit, Benold and Hartland Bank in
conjunction with committee assignments regarding the Georgetown Project, Mission
Possible, and Tippit's Campus Improvement Plan, August 4,6,21 and 22.
Craig Dowell attended Time Quest training sponsored by Franklin Day Planners on
August 27.
ADMINISTRATION
Paige T'Voolridge started as our new evening and weekend Library Page, and Maria
West is our new Circulation Assistant - Part time.
PROGRAMMING
After a very successful Summer Reading Program, Ms Rosa took some time to gather her
thoughts regarding the fall programs. She has been ordering books, cleaning up the
children's area, and planning great projects for the 10 Year Birthday Celebration of the
Library. We look forward to music, crafts, and story time. Starting in September she
will have story time on Wednesday and Thursday mornings (repeated story) for pre-
school and toddlers.
VOLUNTEERS
The volunteers helped us out once again with our GISD project. In order to get the cards
out to the schools we needed help cutting, stapling, sorting, counting and organizing the
sign up cards into stacks. Many hours of labor went into this project, and we have our
faithful vl lunteers to thank for helping out in a pinch.
FRIEND'S OF THE LIBRARY
I
Karen Powell and friends' are playing a part in helping to organize the Library Birthday
celebration. This group will be involved in all our plans for the party. October will be a
very busy, month for us all.
FUTURE PLANS!!!
Inventory of Library Collection is slated for September 2-4.

CTLS Fall Membership meeting will be held in Burnet on September 12.
TLA's District III Regional meeting will be held in Leander on September 27.
The Library's celebration of 10 years at 808 Martin Luther King is scheduled for the
month of October.
Library Board / Staff Gala is scheduled for January 17, 1998.

Absent: Lay Representative Rebecca Pfiester, Martin Beeman, and Sheila Henderson.
The minutes of the August 11,1997 meeting were approved as written with a motion from
Michelle, a second from Greg and a passing vote.
Gala Review: January 17, 1998 is the date for the Gala. Cactus Pryor will be the speaker
and the Sun City Ballroom is the location. Sharon suggested that we give Cactus Pryor
some kind of commemorative plaque as a "Thank You". Sharon also asked the board to
be actively soliciting items for the silent auction. Please have a commitment by the end of
October and get the item(s) by the beginning of January. Michelle asked about the kind of
music we want for the Gala. The board suggested "big band" music. Nelda will look
further into the details on the food for the Gala. The Gala committee will meet on
September 16, 1997y at 7pm in the library. Sally will call Trisha William to invite her to
the meeting.
No treasurer's report was presented at this meeting. No significant changes exist.
New Business: The board discussed the Friends of the Library's proposal. Discussion
included 1) that the Friend's participation would be welcome and helpful and 2) that
proposal would change the focus of the foundation and not be in line with its mission. The
fear is that the Friends of the Library will not have any voluntary leadership and that some
of its most beneficial programs will not be repeated. The board discussed ways to help the
Friends without "rolling" the organization into the foundation activities.
The conclusion was to tell the Friends of the Library that the foundation will not take over
administration of the writing contest but will welcome Friends' officers and members as
donors to the foundation. Michelle will ask if there are other ways that the board and
eventually the official foundation can help the Friends of the Library.
The agenda of the next meeting will include amending the 501(c)3 board's articles of "',
incorporation and by-laws to include the name change of the board to the "Georgetown
Library Foundation". • Nell will have the amendments included in the packet for the next
board meeting.
The meeting was adjourned by a motion from Greg and second from Nell and a passing
vote.

September 16, 1997
Present: Amy Anderson, Michelle Crider, Greg Gibbons, Nell Dickson, Sally Riddle,
Nelda Burson, Sharon Sanders, and Wayne Porter
Absent: Lay Representative Rebecca Pfiester, and Sheila Henderson.
Chairperson, Amy Anderson called the meeting to order. Amy announced that board
member, Martin Beaman, has resigned from the board.

Greg made a motion that we accept the proposed budget with the change of the Fund
Raising (Goal) line item being $25,000 instead of $50,000 and a change to the Microfilm
Reader line item to read "Microfilm Conversion". It was noted that the budget could be
changed at any future time, but that a budget must be adopted in order for the foundation
to be able to apply for any grants.
The motion was seconded by Nell and passed with a unanimous vote.
The meeting was adjourned.
