HomeMy WebLinkAboutMinutes_ARTAB_10.16.2018• Minutes of the meeting of the Arts and Culture Board City of Georgetown, Texas October 16, 2018 The Arts and Culture Board met on Tuesday, October 16, 2018 at 4:30 p.m. in the Small Conference Room of Georgetown Public Library, 402 W. 8t' Street, Georgetown, TX. PRESENT: Jane Estes, Susie Flatau, Tim Fleming, Laura Sewell, Carol Watson, and Linda Wilde. STAFF PRESENT: Sarah Jane Blankenship -Arts and Culture Coordinator, Eric Lashley — Library Services Director, Lawren Weiss -Administrative Assistant ABSENT: Sharon Snuffer Call to order at 4:31 pm A. Citizens wishing to address the Board. — Jane Estes, Board Chair. None were present. No action required. B. Announcements regarding arts and culture. -Jane Estes, Board Chair. Updates from City staff and board members on the following topics: • Georgetown ISD-Fall concerts and UIL contest • Georgetown Art Works/Georgetown Art Center- studio space rentals, Bubbles & Brews • fundraiser, Small Works exhibit (art purchased during this exhibit will stay displayed until end of exhibit), 2020 exhibits call for entry, GISD AP student exhibit. • City of Georgetown -October 23 at 3 p.m., Lashley and Blankenship will update council on arts and culture projects from the 17-18 fiscal year, along with plans for this year's projects. They will end the presentation with a request for council to allot 1% of new construction budgets to be spent on public art. Staff will also relay outcome of the City Hall/Municipal Court proposal voting. Board members are encouraged to attend this workshop. • Southwestern University- Grammy award winning opera singer Laura Claycomb and world - class violinist Jue Yao visit in November. Sideways Stories play will be held in November and consists of five free performances to area elementary schools starting with Georgetown ISD. • Fleming will serve on the Georgetown Symphony Society board. • Texans for the Arts- Organizational and individual memberships available. Texans for the Arts received a grant for $185,000 to develop a Hotel Occupancy Tax tool kit. The kit will help cities receive a more consistent percentage of Hotel Occupancy Tax funds to be spent on the arts. C. Consideration of minutes from the September 18 and October 3 Arts and Culture Board meetings — Jane Estes, Board Chair. Motion by Wilde; second by Sewell to approve the September 18 and October 3 minutes. Approved 6-0 (Snuffer absent). D. Review of the Arts and Culture Coordinator's report. —Sarah Blankenship, Arts and Culture Coordinator. Blankenship reviewed her monthly report (attached) with the board and discussed the following topics: • Sculpture Tour removal November 13-15, interactive map and discussion on potential future pad sites at Garey Park, Southwestern University and GISD offices on Williams Drive. • Municipal Court/City Hall visits by board members • Sale of Thor's Hammer to Sage Development, LLC • • Interactive art piece for 2011 anniversary of Red Poppy Festival • Georgetown Art Works monthly report E. Consideration and possible action to select art for three areas in the new City Hall and Municipal Court buildings. — Sarah Blankenship, Arts and Culture Coordinator. Artists submitted proposals for three areas in new City buildings: the rotunda in City Hall, above the transaction window and on the lobby wall in the Municipal Court building. During the special meeting held October 3, board members reviewed and discussed 95 proposals for the three spaces. Following the meeting, Board members independently ranked & provided feedback on each proposal. Staff are requesting the board make a selection for each area during this meeting. After much discussion, the board voted as follows to install art in the new City buildings: • Motion by Sewell; second by Flatau to select Jonathan Muzacz's mosaic titled Lake Georgetown for the Municipal Court/Council Chambers lobby wall. Approved 6-0 (Snuffer absent). • Motion by Watson; second by Sewell to select Kevin Greer to create an original piece of art or digitize some of his art to be used above the transaction window in the Municipal Court/Council Chambers lobby. Approved 6-0 (Snuffer absent). • Motion by Wilde; second by Flatau to select Rosa Cruglez's Flying Over Wonderland for the rotunda of the new City Hall building. Approved 6-0 (Snuffer absent). Board members expressed interest in using some of the student entries for other City projects, such as the future utility box art projects. Lashley will place this on November's meeting agenda for the board to • consider. F. Consideration of future meeting dates. —Jane Estes, Chair. Total of 95 entries b. Followed up with several of the artists with questions c. Arranged for four of the board members to tour the new buildings with Eric Johnson. d. Emailed and spoke with the architect for the building, Earl Swisher Major Project 2: Sculpture Tour a. All artists have been contacted and given a time slot to install or remove their sculpture On November 13tn 14tn and 15th b. Purchase ofThor's Hammer is scheduled for November 13tn c. Working on contracts for 2018-2019 Sculpture Tour -getting some back. d. Pre -tour installation meeting on 10/15 rescheduled to 10/22 because of the rain e. Meeting with Holly Pryor 10/18 to discuss getting the Sculpture Tour on GIS interactive map. 3. Red Poppy 20tn Anniversary Art: Collaboration with CVB and Main Street a.
