HomeMy WebLinkAboutRES 111326-5.H - Authorizing Staff to Apply to CAMPO for Surface Transportation Block Group GrantsRESOLUTION NO. 011326 -5,17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, APPROVING THE CITY OF GEORGETOWN'S APPLICATIONS TO THE CAPITAL AREA METROPOLITAN PLANNING ORGANIZATION'S SURFACE TRANSPORTATION BLOCK GRANT PROGRAM CALL FOR PROJECTS WHEREAS, the Capital Area Metropolitan Planning Organization (CAMPO) issued a call for projects in October 2025 for communities to apply for funding assistance through the Surface Transportation Block Grant (STBG), Transportation Alternative Set -Aside (TASA), and Carbon Reduction Program (CRP) funding programs; and WHEREAS, the City of Georgetown has prepared three applications requesting funding for the following projects for submission to the Surface Transportation Block Grant program: (1) construction of improvements for FM 971 from Gann Street to SH 130: (2) the final design and right-of-way acquisition support services for SH 29 East from Haven Lane to Patriot Way: and (3) the construction of improvements for Austin Avenue from 2nd Street to Leander Rd; and WHEREAS, the City of Georgetown and the TxDOT Austin District are co -sponsoring the application for FM 971, and TxDOT has provided a letter of concurrence for SH 29 East; and WHEREAS, if awarded funding for FM 971, the TxDOT Austin District office will provide the required 20% match comprised of cash or Transportation Development Credits (TDCs), if eligible, and the City of Georgetown will be responsible for all non -reimbursable costs and 100% of overruns, if any and the State will waive the direct State costs; and WHEREAS, if awarded funding for SH 29 East, the City of Georgetown will provide a 30% match comprised of cash or Transportation Development Credits (TDCs), if eligible, and the City of Georgetown will be responsible for all non -reimbursable costs and 100% of overruns, if any and the State will waive the direct State costs; and WHEREAS, if awarded funding for Austin Avenue improvements, the City of Georgetown will provide a 20% local match, comprised of cash or Transportation Development Credits (TDCs), if eligible, and the City of Georgetown will be responsible for all non - reimbursable costs and 100% of overruns, if any; and WHEREAS, the City of Georgetown has identified the following funding sources for the projects including: Project Total Project Total Federal Fiscal Grant Match Grant Match Cost Grant Request Year Funding Source FM 971 $19,532,912.00 $19,532,912.00 2028 $3,906,582.40 Provided by TxDOT Resolution Number: Q (?j2� 5 ,�{ Page 1 of 3 Subject: CAMPO STBG Grant Call (FY28-31) Date Approved: January 13, 2026 SH 29 East $4,080,757.00 $2,856,530.00 2029 $1,224,227.00 Georgetown Transportation Enhancement Corporation — 4B (GTEC) Austin $48,998,544.50 $39,198,835.60 2030 $9,799,708.90 Georgetown Avenue Transportation Improvements Enhancement & DT Square Corporation — Conversion 413 GTEC NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: Section 1. The meeting at which this resolution was approved was conducted in compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551. Section 2. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. Section 3. The City Council of the City of Georgetown approves the submittal of the following applications to the CAMPO's STBG call for projects: (1) FM 971 widening (construction); (2) SH 29 East widening (design); and (3) Austin Avenue corridor improvements and Downtown Square one -conversion (construction) Section 4. City Council of the City of Georgetown further resolves to support funding the projects as described in the applications and to commit to the development, implementation, construction, maintenance, management, and financing of the projects. If any of the projects are awarded funding through CAMPO's STBG call for projects, the City of Georgetown is willing and able to enter into an agreement with CAMPO and TxDOT by resolution or ordinance. Section 5. If any provision of this resolution, or application thereof, to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this resolution, which can be given effect without the invalid provision or application, and to this end the provisions of this resolution are hereby declared to be severable. Section 5. This Resolution shall take effect immediately upon its passage and approval by the Georgetown City Council.
