The following councilmen and officials were present: William it. Lanes, harry Gold, Hubert Brock, Doyle Lyda, Edward Lee Lvans, City Manager Charles 1). Lyeington, Assistant City Manager Claud Lads; Chief of Police Frank J. Massur, Jr., Fire Chief Jesse Lozano and City Attorney Joe B. McMaster. also present were: Don Scarbrough, Drew Ballard, Mrs. W. Ji. Baker, John Floyd with Shell Oil Company of llouston, Elmo Reed, Jane Montgomery, Gus Steenken, and Mr. Stokes with Wesleyan home. 'Minutes of Council Meeting held august 14 were approved as pre— sented. ;klotion by Brock and seconded by Lanes that Utility bills in the amount of p26,761.70 and General !Fund bills in amount of 0,236.66 be approved and paid. \;otion carried by unanimous vote. ltiesleyan Mr. Stokes with Wesleyan home asked the council for a lower rate Home for electricity. Mr. Scarbrough also requeste4i-that the council consider a lower rate for electricity for 11`esleyan home. ;Mayor stated that council would c6nsider their rroposal in reference to lower rate. 34 Glue ,Mayor instructed City Attorney McMaster to draw ordinance with the Sniffing following to be included in Sniffing Ordinance. 1. Make Sniffing illegal 2. Make penalty on black marketing of glue 3. No Children to buy without consent of parents 4. Penalty on sniffin;; 5. All glue must be signed for G. Identify what glue is. 7. Duplicate record made. Mr. heed, Airs. Montgomery and Mr. Steenken discussed at length with the Council the problem of glue sniffing and suggested that Council provide for the above mentioned items to be included in Sniffing Ordinance. Lease Air. John Floyd representing Shell Oil Company proposed to lease airport Airport land which consists of about 475 acres. Motion by Lvans and seconded Shell Oil by Brock that lease of land be let for bids. Votes as follows: Ayes: lanes, Gold, Brock, Lyda and Evans. Noes: None.
