RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEOB ETOWN, TEXAS.
AUTHORIZING THE EXECUTION OF THE COOPEIIATION AGREE 4ENIT MWEEN THE
CITY OF GEORGETOWN AND THE GEORGETOWN URBAN RENEAVAI AGENCY OF GEORGETOWN,
TEXAS, WITH RESPECT TO SOUTH SAID GABRIEL U1113JUN RE OVAL AREA, PROJECT
NO. TEX R-102.
WHEREAS, the necessary prerequisites and requirements I the Georgetown
Urban Renewal Agency and the City of Georgetown and its ageies have been
complied with and the City Council of the City of Georgetowr., following a
public hearing, has by resolution approved the Revised Urbar. Renewal Plan
and 'the feasibility of relocation for the South San Gabriel rban Renewal
Area, Project TEX R-102; and
WHEREAS, the Board of Commissioners of the Georgetown Uiban Renewal Agency
of the City of Georgetown has duly considered a proposed Cocl
I peration Agreement
between the Agency and the City, dated April 8, 1968 and finds
the same to be in order, and authorized the execution of thproposed Coopera-
tion Agreement; and l
WHEREAS, the City Council of the City of Georgetown, TeXas, now desires
to authorize the Mayor of the City of Georgetown, Texas, tol xecute the proposed

NOW, TIMMEFORE, BE IT RESOLVED That the Mayor of the Ciy of Georgetown,

Texas, attested by the City Secretary of the said City, be e id he is hereby
authorized to execute for and on behalf of the City of Geor0town, Texas the
Cooperation Agreement between the Urban Renewal Agency and tie City of George-
town with respec to the South San Gabriel Revised Urban Reneval Plan, Project
No. TEX R-102, dated February 13, A.D. 1968 HIL
The above resolution was unanimously adopted by the Ci# Council of the
City of Georgetown, Texas, upon motion by Councilman Eari6s
seconded by Councilman Brock and the following Ccilmen voting

CERTIFICATE OF RECORDING OFFICER
The undersigned hereby certifies that:
1. He is the duly qualified and acting City Secretary of the City of
Georgetown, Texas, (hereinafter called the "Locality"), and the custodian
of the records of the Locality, including the minutes of the proceedings of
the City Council of the City of Georgetown, Texas (hereinafter called the
"Governing Body"); and is duly authorized to execute this certificate.
2. Attached hereto is a true and correct copy of a resolution, including
the WHEREAS clauses, adopted at a meeting of ,the Governing Body, held on the
8th day of ril 1968 (hereinafter called the "Resolu-
tion of the Governing Body").
3. The Resolution of the Governing Body has been duly recorded in the
minutes of said meeting and is now in full force and effect.
4. The meeting was duly convened and held in all respects in accordance
with law and the bylaws of the Locality. To the extent required by law and
bylaws, due and proper notice of said meeting was given. A legal quorum of
members of the Governing Body was present throughout the meeting, and a le-
gally sufficient number of members of the Governing Body voted in the proper
manner for the adoption of the Resolution of the Governing Body. All other
requirements and proceedings under law, said bylaws, or otherwise, incident
to proper adoption of the Resolution of the Governing Body, including any
publication, if required by law, have been duly fulfilled, carried out, and
otherwise observed.
5. The seal appearing below constitutes the official seal of the
Locality and was duly affixed by the undersigned at the time this certificate
was signed.

COOPEHATION AGREEMENT BETWEEN THE CITY
OF GEORGETOWN11 TEXAS, AND THE URBAN
RENEWAL AGENCY OF THE CITY OF GEORGETOWN,
TEXAS, WITH RESPECT TO THE REVISED URBAN RE-
NDVAL PLAN' FOR THE SOUTH SAN GABRIEL URBAN
IZINEWAL PROJECT NO. TEX R-102.
This, agreementis made and entered into on this the 8th Z- day of
April, A.D., 1968, by and between the Urban Renewal Agency of the City of
Georgetown, Texas, (hereinafter called and referred to as the "Agency"), and
the City of Georgetown, Texas, a Municipal Corporation (hereinafter called
and referred to as the "City"), WITNESSETH:
IffIEREAS, the Agency is a public body corporate and politic, created by
the laws of the State of Texas pertaining thereto, specifically the Texas
Urban Renewal Law; and
WHEREAS, the Agency with the aid and cooperation of the City proposes
to under -take and carry out an urban renewal program in the City of Georgetown,
Texas, including but not limited to the so-called South San Gabriel Urban
Renewal Project TEX R-102, (hereinafter called the "Project") in accordance
with the Revised Urban Renewal Plan therefore, heretofore approved by the
City Council bearing the date of the . 8th day of Agril, 1968
and pursuant to the provisions of the laws of the State of Texas as herein -
above referred to; and
WHEREAS, the Agency proposes in carrying out the Revised Urban Renewal
Plan; and
WHERE.,kS, the Agency proposes to enter into a Loan and Grant Contract
with the Department of Housing and Urban Development, an Ageicy of the
United States of America, providing for financial assistance pursuant to
Title I of the Housing Act of 1949, as amended, for the purpose of carrying
out the provisions of the Revised Urban Renewal Plan, in the sum of:
(1) A Project Temporary Loan in the amount of $2,538,,,952.00
(2) A Project Capital Grant in the maximum amount avar able for the
Project.
(3) A Relocation Grant in an amount not to exceed the Sum Of

(4) A Rehabilitation Grant in an amount not to exceed !the sum of

WHEREAS, the City desires to provide "local grants-in-Ild" in connection
with said Project and has heretofore indicated its intentio to do so in a
R resolution approving said Revised Urban enewal Plan for sa Project; and
NOW THEREFORE, IN CONSIDEIIATION OF THE MUTUAL
SET FORTH, THE AGENCY AND CITY AGREE AS FOLLOWS:
1. AGENCY:
The Agency agrees to diligently and forthwith proceed
necessary actions works and undertakings to carry out the p
proved South Sang Gabriel Urban Renewal Project in the follo,
Project area and other areas as be designated and approved
fulfill the proposed Loan and Grant Contract specifically b
United States of America, acting by and through the Departm
and Urban Development, said Project area being identified a
San Gabriel Urban Renewal Project, TEX R-102, situated in t.

The City of Georgetown agrees pursuant to and within th".. procedures
required by all applicable State Laws and Ordinances, to pride local grants-
in-aid and to otherwise cooperate in the undertaking, carryi,kg out and
completion of said Urban Renewal Project in accordance with Lthe approved
Revised Urban Renewal Plan therefor, in all respects, includi, ng but not limit-
ed to the following:
a. To take all necessary steps to properly approiate and con-
tribute to the Agency any moneys which may accrue or come into its hands
from any source which shall be proposed by the City as a cas contribution
to the Project, if any, such moneys to be deposited in the ptoject expen-
ditures account maintained by the Urban Renewal Agency in coLnection with
such Project. I
b. It is understood that the City of Georgetown
to the payment of 1/4th of the net project costs, in the fo
cash or non -cash local grants-in-aid, incurred in connectio
dertaking, carrying out and completion of said Project, it
estimated that such 1/4th share is approximately — $635,186
c. It is presently estimated and anticipated tha
Georgetown will receive Local Grant-in-aid Credit for the f

d. The City of Georgetown agrees timely to install, in accordance with
the Revised Urban Renewal Plan, the following facilities for which non -cash
grant-in-aid Credit is presently anticipated in the amounts shown: I
(1) Demolition of Structure and Site Clearance $54,400
(2) Site Grading 45,000

The City agrees to provide funds for the payment of certain streets and
water lines which are either boundary facilities or facilities outside the
Project area. These facilities are to be installed by the,Urban Renewal
Agency and the identification and estimated cost to the City is as follows:
STREETS: Timber Street from 4th Street to South East Project Boundary.
17th Street along South Boundary and North Part of Bridge Street.
19th Street along South Project Boundary.

of West 19th Street to West 19th Street; and West 19th Street, from Rucker
Street to Urban Renewal Area limits, 70'+ Westerly of Rucker

Rucker Street

Boundary Street

In addition, the City of Georgetown anticipates Non -Cash Grant-in-aid Credit
for Parcel OL 1-1 to be donated to the Project by Williamson County, Texas,
presently estimated at $6,500, the fair market value of which to be estab-
lished by two appraisals.
The City agrees to accept from the Urban Renewal Agency Park Sites
RI, UI, VI, FIO, Fll, and EIO to be provided in the Urban Renewal Program
and to assume the responsibility of maintenance and upkeep of these Park
Areas.
The City agrees to contribute to the Project, either in the form of cash
or Non -Cash Grant-in-aid facilities, such amounts as shall be required to
cover any deficit in required Local Grant-in-aid which shall develop if the
Department of Housing and Urban Development shall not approve the full esti-
mated amount of Grant-in-aid Credit for the facilities itemized above and
to cover any deficits which shall exist or develop by failure to provide
any of the foregoing facilities at the indicated estimated cost thereof.
The City agrees to sell Parcels OL 5-10, OL 6-1, CPA 15 and CPA 16 to the
Urban Renewal Agency at the fair market value as evidenced by two acceptable
appraisals or in lieu thereof, consent to their condemnation.
The City agrees to vacate streets, alleys and other public rights -of -
way and to accept dedication of streets, alleys and other public rights -
of -way in accordance with the Revised Urban Renewal Plan.
The City agrees to enforce by proper action the provisions of all munici-
pal codes and ordinances relating to the health, welfare, safety, good living
conditions, and the prevention of slum blighted areas in the City of Georgetown,
and particularly in the attached described Urban Renewal Area and to continue
such enforcement in the interest of the continuing success of the Project.

The City of Georgetown, Texas, recognizes that Title VI of the Civil
Rights Act of 1964 and the regulations and policies of the Department of
Housing and Urban Development effectuating the Title prohibit descriminati-on
on the ground of race, color, or national origin in the poliies and prac-
tices of any public facility, or educational institution res onsible for
proposed credit to the locality's share of the cost of an ur an renewal project
receiving financial assistance from the United States. The ity of Georgetown,
Texas, hereby assures the United States and the Secretary of Housing and
Urban Development all the facilities set forth herein, incluling particu-
larly the City Parks, for the South San Gabriel Renewal Proj!ct, T. R-102,
will be available to and serve all persons without regard to,irace, color,
or national origin.
The City further agrees to cooperate with the Agency in;all reasonable re-
spects to such extent as may be necessary and required in or t ' ler to bring the
South San Gabriel Urban Renewal Project TEX 11-102 to final afid successful
completion.
The City agrees to make all zoning changes required by he Revised Ur-
ban Renewal Plan,
IN WITNESS WHEREOF, the City and the Agency have caused' these presents
