A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN,
TEXAS APPROVING THE REVISED URBAN RENLIVAL PLAN AND THE
FEASIBILITY OF RELOCATION FOIL PROJECT N0. TEX-R-102
WHEREAS, under the provisions of Title I of the Housing Act of 1949, as
amended, the Department of Housing and Urban Development is authorized to provide
financial assistance to Local Public Agencies for undertaking and carrying out
projects; and
WHEREAS, it is provided in such Act that contracts for financial aid there-
under shall require that the Revised Urban Renewal plan for the respective pro-
ject area be approved by the governing body of the locality in which the project
is situated and that such approval include findings by the governing body that:
1) the financial aid to be provided in the contract is necessary to enable the
project to be undertaken in accordance with the Revised Urban Renewal plan; (2)
the Revised Urban Renewal Plan will afford maximum opportunity, consistent
with the sound need of the locality as a whole, for the rerehabilitation or re-
development of the urban renewal area by private enterprise; (3) the Revised
Urban Renewal plan conforms to a general plan for the development of the locality
as a'whole; and (4) the Revised Urban Renewal plan gives due consideration to
the provision of adequate park and recreational areas and facilities. As may be
desirable for neighborhood improvement, with special consideration for the health,
safety, and welfare of children residing in the general vicinity of the site
covered by the Plan; and
WHEREAS, the Georgetown Urban Renewal Agency (herein called the "Local
Public Agency") has entered into a planning contract for financial assistance
under such Act with the United States of America, acting by and through the
Secretary of housing and Urban Development, pursuant to which Federal funds were
provided for the urban renewal project (herein called the "Project") identified
as "South San Gabriel Urban Renewal Project No. TEX R-102" and encompassing the
area bounded by:
BEGINNING at a point in the West R.O.W. line of the I & GN Railroad which
lies on the centerline of State highway 29;
TITMICE 2020± feet Southerly along the West R.O.W. line of the I & GN Rail-
road to the South Property line of West 19th Street extended;
THENCE 380± feet Westerly along the South property line of West 19th Street
to the East property line of the West Side School, Georgetown Independent
School District;

THENCE 620+ feet Northerly and Easterly along the East property line of said
West Side School, to a point in the South property line of West 17th Street;
THENCE 430± feet Westerly along the South property line of West 17th Street to
the East property line of 0. L. 53 City of Georgetown;
THENCE 650± feet Northerly to the Meanders of the South San Gabriel River;
THENCE 1900+ feet Northerly and Easterly, down stream along the meaders of
the South San Gabriel River to a point of intersection of the South property
line of West Tenth Street extended;
THENCE 200± Feet Westerly to the West Bank of the South San Gabriel River;
THENCE 5400+ feet Northerly and Easterly along the bank of the River to a
point of intersection of the lot line between Forest and Dock Street to a
point in the South property line of West 4th Street;
THENCE 460± feet Westerly along the South property line of West 4th Street to
the West H.U.W. line of the I & GN Railroad;
THENCE 2720± feet Southerly and Westerly along the West R.O.W. line to the
centerline of State Highway 29 and the Point of Beginning; containing 151.7
acres, more or less;
in the City of Georgetown, State of Texas, (herein called the "Locality")' and
WHEREAS, the Local Public Agency has applied for additional financial assis-
tance under such Act and proposes to enter into an additional contract or contracts
with the Secretary of Housing and Urban Development for the undertaking of, and for
making available additional financial assistance for the project; and
WHEREAS, the Local Public Agency has made detailed studies of the location,
physical condition of structures, land use, environmental influencea,.and.social,
cultural and economic conditions of the Project area and has determined that the
area is a slum and blight area and that it is detrimental and a menace to the
safety, health, and welfare of the inhabitants and users thereof and of the locality
at large, because of the unsanitary conditions that exist in the area contributed
to largely by the slum housing in the area, the improper sewer service now.existant
in the area, the faulty garbage disposal service now existent by reason of the
slum housing, the additional burden in.the area of poor street drainage, the low
lying pools of undrained water contributing to disease and bacteria breeding all of
which.generally contributes to social problems and juvenile delinquency causing a
burdensome fire hazard in the neighborhood and contributing to this area as a possible
locale point of disease and requires a disproportionate use of police, fire and
other forms of protection, and the members of this Governing Bocy have been fully
apprised by the Local Public Agency and are aware of these facts and.conditions;
and
WHEREAS, there has been prepared and referred to the City Council of the
Locality (herein called the "Governing Body") for review and approval a Revised
Urban Renewal Plan for the Project Area, dated November 1971, and consisting of
15 pages and 2 exhibits and 3 maps containing 3 sheets, all of which have been revised
in November 1971.
WHEREAS, the Revised Urban Renewal Plan has been approved by the Governing Body
of the Local Public Agency, as evidenced by the copy of said Body's duly certified
resolution approving the Urban Renewal Plan, which is attached thereto; and
WIEREAS, a general plan has been prepared and is recognized and used as a guide
for the general development of the Locality as a whole; and
WHEREAS, the Planning and Zoning Commission, which is the duly designated and
acting official planning body for the Locality, has submitted to the Governing
Body its report and recommendations respecting the Revised Urban Renewal Plan for
the Project area and has certified that the Revised Urban Renewal Plan conforms
to the general plan for the Locality as a whole, and the Governing Body has duly
considered the report, recommendation, and certification of the planning body;
and
WHEREAS, the Revised Urban Renewal Plan for the Project area prescribed certain
land uses for the Project area and will require, among other things, changes in
zoning, the vacating and removal of streets, alleys and other public ways, the
establishment of new street patterns, the location and reloaction of sewer and water
mains and other public facilities, and other public action; and
WHEREAS, the Local Public Agency has prepared and submitted a program for the
relocation of individuals and families that may be displaced as a result of carrying
out the Project in accordance with the Revised Urban Renewal Plan; and

WHEREAS, there have also been presented to the Governing Body information
and data respecting the relocation program which has been prepared by the Local
Public Agency as a result of studies, surveys, and inspections in the Project area
and the assembling and analysis of the data and information obtained from such
studies, surveys, and inspections; and
WHEREAS, the members of the Governing Body have general knowledge of the
conditions prevailing in the Project area and of the availability of proper
housing in the Locality for the relocation of individuals and families that may
be displaced from the Project area and, in the light of such knowledge of local
housing conditions, have carefully considered and reviewed such proposals for
relocation; and
WHEREAS, it is necessary that the Governing Body take appropriate official
action respecting the relocation program and the Revised Urban Renewal Plan for
Project, in conformity with the contract for financial assistance between the local
Public Agency and the United States of America, acting by and through the Secretary
of Housing and Urban Development; and . . .
WHE]Rf AS,.the Governing Body is cognizant of the Conditions that are imposed
in the undertaking and carrying out of the urban renewal projects with Federal
financial assistance under Title 1, including those prohibiting discrimination
because of race, color, creed, or national origin:
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN,
TEXAS:
I
That it is hereby found and determined thatihe project is a slum, blighted
and decadent area and qualifies as an eligible Project area under Article 1269L-3
of V.A.C.S.
II
That it is hereby found and determined that those areas in,the South San
Gabriel Project TEX R-102 to be acquired for public use and other than a public
use, constitutes a slum and blighted area, and,
a) That the rehabilitation of the project area without clearance would be
impractical, unfeasible and ineffective, based upon this Council's findings that
at least 50 per cent of the structures in the South San Gabriel Urban Renewal
Project area are dilapidated beyond the point of feasible rehabilitation, or are
otherwise unfit for rehabilitation; and,
b):That there exist other blighted characteristics such as over crowding
of structures on the land, mixed use of structure, narrow, crooked inconvenient,
congested, unsafe and otherwise deficiences in public utilities and recreational and
community facilities.
III
That the Revised Urban Renewal Plan for the Project, having been duly reviewed
and considered, is hereby approved and'the City Secretary be and is hereby directed
to file said copy of the Revised Urban Renewal Plan with the minutes of this
meeting.
IV
That it is hereby found and determined that the objectives of the Revised
Urban Renewal Plan cannot be entirely achieved through more extensive rehabilitation
of the Project area.
V
That it is hereby found and determined that the Revised Urban Renewal Plan
for the Project area conforms to the general plan of the Locality.
VI
That it is hereby found and determined that the financial aid provided and
to be provided pursuant to the contract for Federal financial assistance pertaining
to the Project is necessary to enable the Project to be undertaken in accordance
with the Revised Urban Renewal Plan for the Project area.
VII
That it is hereby found and determined that the Revised Urban Renewal Plan
for the Urban Renewal Area will afford maximum opportunity, consistent with the
sound needs of the Locality as a whole, for the urban renewal of the Area by
private enterprise.
VIII
That it is hereby found and determined that the Revised Urban Renewal Plan
for the Urban Renewal Area gives due consideration to the provision of adequate

park and recreational areas and facilities, as may be desirable for neighborhood
improvement, with special consideration for the health, safety, and welfare
of children residing in the general vicinity of the site covered by the Plan.
IX
That it is hereby found and determined that the program for the proper re-
location of individuals and families displaced in carrying out the Project in
decent, safe, and sanitary dwellings in conformity with acceptable standards is
feasible and can be reasonable and timely effected to permit the proper prosecut-
ion and completion of the Project; and that such dwellings or dwelling units avail-
able or to be made available to such displaced individuals and families are at
least equal in number to the number of displaced individuals and families, are not
generally less desireable in regard to public utilities and public and commercial
facilities than the dwellings of the displaced individuals and families in the
Project area, are available at rents or prices within the financial means of the
displaced individuals and families, and are reasonable accessible to their places
of employment.

That, in order to implement and facilitate the effectuation of the Revised
Urban Renewal Plan hereby approved, it is found and determined that certain official
R14 action must be taken by this Body with reference, amoung other things, to changes
C in zoning, the vacating and removal of streets, alleys, or other public ways,
the establishment of new street patterns, the location and relocation of sewer and
water mains and other public facilities, and other public actions, and, accord-
ingly, this Body hereby (a)pledges its cooperation in helping to carry out the
Revised Urban Renewal Plan; (b) requests the various officials, departments,
boards, and agencies of the Locality having administrative responsibilities in the
premises likewise to cooperate to such end and to exercise their respective funct-
ions and powers in a manner consistent with the Revised Urban Renewal Plan; and
c) stands ready to consider and take appropriate action upon proposals and mea-
sures designed to effectuate the Revised Urban Renewal Plan.
XI
That additional financial assistance under the provisions of Title I of the
Housing Act of 1949, as amended, is necessary to enable tire land -in the Project
area to be renewed in accordance with the Revised Urban Renewal Plan for the
Project area and, accordingly, the filing by the local Public Agency of an appli-
cation or applications for such financial assistance under Title I is hereby
approved. '

The undersigned HEREBY CERTIFIES THAT:
1. He is the duly appointed, qualified, and acting Secretary of the City of
Georgetown (herein called the "Governing Body"), and keeper of the records thereof,
including the minutes of its proceedings;
2. The annexed copy of extracts from the minutes of the Regular meeting of
the Governing Body, held on the 12th day of June, 1972, is a true, correct, and
compared copy of the whole of the original minutes of said meeting on file and
of record insofar as the same relate to the resolution referred to in said extracts
and to the other matters referred to therein;
3. Said meeting was duly convened in conformity with all applicable requirements;
a proper quorum was present throughout said meeting and the resolution hereinafter
mentioned was duly propsed, considered, and adopted in conformity with applicable
requirements; and all other requirements and proceedings incident to the proper
adoption of said resolution have been duly fulfilled, carried out, and other
wise observed;
4. He is duly authorized to execute this Certificate.
