RESOLUTION
WHEREAS, Section 703 of the Housing and Urban Development Act of 1965 authorizes
the making of grants of Federal funds to local public bodies or agencies to assist in financing the
development cost of neighborhood facilities projects necessary for carrying out programs of
O community service; and,
WHEREAS, the City of Georgetown, Texas (herein referred to as "Applicant") deems
it to be necessary and in the public interest to provide certain facilities of the type con-

templated in said Section 703 and to undertake a project (hereinafter called the "Neighbor-
hood Facilities Project") with Federal grant assistance, described as the Georgetown Community
Service Center; and,
WHEREAS, it is recongnized that the Federal contract for such financial assistance
pursuant to said Section 703 will impose certain oblighations and responsibilities upon the
Applicant and will require among other things (1) the provision of the local share of the cost
of the Neighborhood Facilities Project, (2) compliance with Federal labor standards, and
3) compliance with Federal requirements relating to equal employment opportunity; and,
WHEREAS, Title VI of the Civil Rights Act of 1964, the regulations of the Department
of Housing and Urban Development effectuating that Title, or the policy of the Department
provide that no person shall, on the ground of race, color, creed, or national origin be
excluded from participation in, be denied the benefits of, or be subjected to discrimination
in the undertaking and carrying out of projects receiving Federal financial assistance; Now,
Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN,
1. That an application on behalf of the City of Georgetown, Texas be made to the
Department of Housing and Urban Development for a grant under Section 703 of the Housing
and Urban Development Act of 1965, in an amount equal to (two-thirds) of the development
cost of the Neighborhood Facilities Project, such development cost now estimated to be
approximately $68,518.00.
2. That the Neighborhood Facilities Project (a) is necessary for carrying out a program
of health, recreational, social, or similar community service in the area, (b) is consistent
with comprehensive planning for the development of the community, and (c) will be available
for use by a significant number of the area's low and moderate -income residents.
3. That the person acting City Manager of the City of Georgetown or his successor
is hereby authorized and directed to execute and file such application, to execute such contracts
as may be necessary for the grant applied for to provide such information and furnish such
documents as may be required by the Department of Housing and Urban Development, and to
act as the authorized representative of the Applicant in the accomplishment of the Neighbor-
hood Facilities Project.
4. That the United States of America and the Secretary of Housing and Urban Develop-
ment be, and they hereby are, assured of full compliance by the AFpli cant with the regulations
of the Department of Housing and Urban Development effectuating Titles VI of the Civil Rights
Act of 1964, and with the policy of the Department prohibiting discrimination on the basis
of creed.
5. That the Neighborhood Facilities Project will be carried out in full compliance with
applicable Federal statutes and regulations of the Secretary of Labor pertaining to the
employment of laborers and mechanics on projects assisted with Federal funds.
6. Further that the Applicant will: Furnish all land necessary for Project.

The undersigned hereby certifies that:
1. He is the duly qualified and acting City Clerk of the City of Georgetown
Herein called the "Applicant"), and the keeper of its records.
2. The attached resolution is a true and correct copy of the resolution as finally
adopted at a meeting of the Applicant held on the 28th day of June, 1973 and duly recorded
in his office.
3. The meeting was duly convened and held in all respects in accordance with
law and, to the extent required by law, due and proper notice of the meeting, and a
legally sufficient number of members of the Applicant voted in the proper manner for the
adoption of the resolution. All other requirements and proceedings under law incident
to the proper adoption or passage of the resolution have been duly fulfilled, carried out,
and otherwise observed.
4. If an impression of the seal has been affixed below, it constitutes the official
seal of the'Applicant,and this certificate is hereby executed under the official seal. If
no seal has been affixed below, the Applicant does not have and is not legally required
to have an official seal.
5. The undersigned is duly authorized to execute this certificate.
