RESOLUTION
The City of Georgetown in executive session under date ofJ une, 1979 hereby certifies its
active membership in the Association of Wholesale Power Customers of the Lower Colorado
River Authority in accordance with the By -Laws of said Association as formally adopted
by the majority of the certified representative of the cities and cooperatives at the special
called meeting of the Wholesale Power Customers at the Ramada -Gondolier Hotel in Austin,
Texas under date of March 29, 1979.
Attached is a check in the sum of $500.00 in payment of the initial membership fee and
hereby appoint Mayor John Doerfler as our official representative and Mayor Pro -Tem
Harry Gold as our alternate official representative on the Advisory Board under Article IV
Section 2 of the approved By -Laws of said Association.

RESOLUTION
AUTHORIZING EXECUTIVE COMMITTEE OF
ASSOCIATION OF WHOLESALE POWER CUSTOMERS OF LCRA
TO ACT IN OPPOSITION
TO LCRA RATE INCREASE APPLICATION
WHEREAS, the City of Georgetown is a
purchaser of electric power wholesale from the Lower Colo-
rado River Authority ("LCRA") and is a member of a group of
electric cooperatives and cities each of which purchases
electric power wholesale from LCRA (the Association of
Wholesale Power Customers of LCRA, or "Wholesale Customers");
and
WHEREAS, LCRA has filed with the Public Utility Commis-
sion of Texas, Docket No. 2503, an application to increase
its electric power rates by more than $17 million annually;
and
WHEREAS, t.hP Ci f of f-&_or�gptaWn desires
to oppose LCRA's proposed rate increase in PUC Docket No.
2503 to the extent that it exceeds the level required to permit
LCRA to render adequate service and meet its statutory
obligations; and
WHEREAS, such opposition can most efficiently and
economically be achieved through participation in the
Wholesale Customers group; and
WHEREAS, because of the large number of members that
comprise the Wholesale Customers, it is in the best inter-
ests of each member to authorize the Executive Committee to
act on behalf of the members of the Wholesale Customers.
NOW, THEREFORE, BE IT RESOLVED BY THECi ter Council
of the City of Georgetown , THAT the
Executive Committee, as it is presently composed or as it
may be composed in the future, is hereby authorized and
directed to take any and all action it deems reasonable and
necessary on behalf of the City of Georo own ,
both individually and as a member of the Wholesale Customers,
in opposition to -the LCRA rate increase application docketed
as PUC Docket No. 2503, including the hiring of legal counsel
to prepare for, and appear in representation of -the Wholesale
Customers at, the hearing in Docket No. 2503 before the
Public Utility Commission of Texas.

RESOLUTION
Executive approval is hereby taken by the City of Georgetown of the following motion as
made by Mayor Leslie D. Clayton of Brenham, Texas and seconded by Commissioner Henry
Campbell of Lampasas, Texas at a special called meeting of the Wholesale Power Customers at
the Ramada -Gondolier Hotel in Austin, Texas under date of March 29, 1979:
"That the Executive Committee of the Wholesale Power Customers be outhorized to employ
the services of their considered most qualified financial advisor, or investment counselor,
to study and be prepared to present testimony, in the Wholesale Power Customers intervention
testimony, as to the considered most feasible methods available to the Lower Colorado River
Authority to meet their future capital needs."
