Tuesday, August 25, 2026
The Georgetown City Council met on Tuesday, August 25, 2026, at 3:00 PM at the Council
and Court Building, 510 W. 9th Street.
The City of Georgetown is committed to compliance with the Americans with Disabilities

The following Members were in attendance: Amanda Parr, Kevin Pitts, Ben Stewart, Jake
French, Josh Schroeder, Ron Garland, and Doug Noble. Councilmember Ben Butler was
absent.
1. Policy Development and Discussion - Workshop
Mayor Schroeder called the meeting to order at 3:00 p.m.
1.A 2027 State Legislative Agenda
Presentation and discussion regarding the City of Georgetown 2027 State
Legislative Agenda -- Jacob Reagan, Intergovernmental Relations Manager, and
Amberly Kovar, Policy Analyst
Reagan presented and reviewed the Legislative program overview; the need for
the program; Legislative Task Force and membership; State Legislative agenda
and objectives; key features of the City's legislative agenda, including points on
preserving local control, elections, municipal finance, responsibly managing
growth, planning, transportation, Electric Utility, Water and Wastewater Utility,
Information Technology, Fire, Police, Emergency Management, maintaining our
historic character and high quality of life, economic development, downtown and
tourism, and library services; and program next steps.
General discussion among Council and staff regarding the ways to use the task
force outside of their set meeting times; recognition of the Task Force members;
and appreciation for work done by staff and task force.
1.113 West Oaks ETJ MUD request
Presentation and discussion regarding a potential ETJ Municipal Utility District
(MUD) for the proposed West Oaks neighborhood -- Nick Woolery, Assistant City
Manager
Woolery presented and reviewed the presentation purpose; project background;
and lotting summary. Then Peter Verdicchio with SEC Planning presented and
reviewed the development vision; community goal; land use; site context; Future
Land Use Plan; parks, trails, and amenities; amenity center program; neighborhood
park program; neighborhood park; entry features; trails plan; landscape treatment;
masonry wall; walls and columns; housing product; and enhanced building
products. Woolery resumed the presentation and reviewed the MUD Policy key
themes, including quality development, extraordinary benefits, parks, trails, and
amenities, enhanced public service and safety, City exclusive provider, fiscally
responsible finance plan, and additional requirements; and needed Council
feedback and direction.
General discussion among Council, Verdicchio, John Zinsameyer with KB Home
and Land, and staff regarding the location of future roads in the development; the
density of the proposed project; the commitment to water conservation; and the
current road that exists that does not appear to connect to anything else.
1.0 YMCA Workshop presentation
Presentation and discussion regarding the City's partnership with the YMCA of
Central Texas, including a project history, overview of the proposed Construction
and Operating Agreements, and an update on construction activities and schedule
-- Jack Daly, Assistant City Manager
Daly presented and reviewed the project background, agreement overview, and
the two agreements on tonight's agenda, one for construction and one for
operating. Jeff Andresen with YMCA presented and reviewed an update from the
YMCA, the project progress to date, the future focus, the tentative project
completion in December of 2027, project renderings, the site plan with pool, and a
video showing current YMCA features and renderings of the proposed YMCA.
General discussion among Council, Andresen, and staff regarding handicap
parking availability; timing of pool build; YMCA after -school programs will remain
on the school campuses; the location of different sports fields; and the appreciation
for work done on the project.
Mayor Schroeder recessed into Executive Session at 4:01 p.m.

4. Public Wishing to Address Council
On a subject that is posted on this agenda: Please fill out a speaker registration form
which can be found on the table at the entrance to the Council Chamber. Clearly print
your name and the letter of the item on which you wish to speak and present it to the
City Secretary on the dais, prior to the start of the meeting. You will be called forward to
speak when the Council considers that item. Only persons who have delivered the
speaker form prior to the meeting being called to order may speak. Speakers will be
allowed up to three minutes to speak. If you wish to speak for six minutes, it is
permissible to use another requestor's granted time to speak. No more than six minutes
for a speaker may be granted. The requestor granting time to another speaker must
also submit a form and be present at the meeting.
On a subject not posted on the agenda: An individual may address the Council at a
regular City Council meeting by contacting the City Secretary no later than noon on the
Wednesday prior to the Tuesday meeting, with the individual's name and a brief
description of the subject to be addressed. Only those persons who have submitted a
timely request will be allowed to speak. Speakers will be given up to three minutes to

S. Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items which may
be acted upon with one single vote. An item may be pulled from the Consent Agenda in
order to be discussed and acted upon individually as part of the Regular Agenda.
Prior to the consent agenda being taken up for consideration, Mayor Schroeder recused
himself due to a conflict on Item S.N.

Cormack presented and reviewed staff recognition for work done, budget key
themes, overview of all budget funds, FY2027 major expense categories, FY2027
total staffing increase of 39.5 positions, FY2027 property tax rate, FY2027 Sales Tax,
public outreach completed prior to budget adoption, feedback received from
residents, and next steps.
Mayor Schroeder opened the public hearing at 6:13 p.m. There were no speakers.
The public hearing closed by Council vote at 6:13 p.m.

City Secretary Robyn Densmore performed a roll -call vote.

the Fiscal Year 2027 annual budget.

6.E Resolution - Ratify the Property Tax Rate Increase for FY2027 Budget
Consideration and possible action to approve a Resolution ratifying the property
tax increase included in the FY2027 Annual Budget and acknowledging that the
2026 tax rate will raise more revenue from property taxes than the previous year --
Randi Cormack, Budget Manager
Cormack noted that this vote is required by state law and is not a vote on the tax
rate.

tax increase reflected in the Fiscal Year 2027 budget.

6.17 First Reading - Levying the Property Tax Rate
First Reading of an Ordinance levying a property tax rate for the City of
Georgetown for the tax year 2026 -- Randi Cormack, Budget Manager
Cormack presented the item and noted the following: this item is to levy the tax
rate. State law requires this to be a separate vote from adopting the budget and a
separate vote from ratifying the tax rate; the proposed property tax rate is 36.3167
cents per $100 of assessed valuation, which is higher than the current tax rate, and
total rate is comprised of 11.2630 cents for maintenance and operations and 25.0537
cents for interest and sinking (debt service); and the Operations and Maintenance
portion of the rate has decreased by $0.001241 per $100 of valuation, and the
Interest and Sinking (or debt service) portion is increasing by $0.011408. She added
that State law requires that the Operations and Maintenance portion of the tax rate
revenue may only be increased by 3.5%, and the proposed rate complies with this
requirement.

cents for the maintenance and operations component of the overall tax rate.

Hernandez presented and reviewed the purpose of the review; methodology;
summary of proposed fee changes for the Meter Tampering Fee; explanation of the
Meter Tampering Fee; and the financial impact.
General discussion among Council and staff regarding the breakdown of costs
associated with meter tampering, and how the frequency of meter tampering is
almost daily.

Public Hearing and First Reading of an Ordinance approving and adopting the
final 2026 Annual Service Plan Update, 2026 Assessment Role, establishing
classification for the apportionment of costs and the method of assessing special
assessments for the supplemental services and improvements to the property in
the Georgetown Village Public Improvement District No. 1 (GVPID), closing the
hearing and levying assessments for the cost of certain supplemental services and
improvements to be provided in the GVPID during FY27, fixing charges and liens
against the property in the GVPID and against the owners thereof, and providing
for the collection of the assessments -- Kyle Shafman, P3Works, LLC, City of

Saluone presented and reviewed: a map of Ronald Reagan where the proposed 55
mile per hour speed limit is being proposed; a map of Westinghouse Rd where the
proposed 45 mile per hour speed limit is being proposed; a map of SH195 where
the proposed 35 mile per hour speed limit is being proposed for a school zone
outside of Grace Academy; and a map of Woodlake Drive where the proposed 35
mile per hour speed limit is being proposed for a school zone.

Texas, bearing the legal description of 1.951 acres out of the Antonio Flores Survey,

Skawin presented and reviewed the Aerial Map, Zoning Map, Concept Plan,
landscaping, how the application complies, partially complies, and does not
comply with the approval criteria for UDC Sections 3.07.030 and 3.06.030, and
staff's recommendation for approval. He added that public notifications were sent,
and to date staff has received no comments in favor or opposition. Skawin stated
that at their August 4, 2026, meeting, the Planning & Zoning Commission
recommended Approval of the request with a 7-0 vote and the condition of hours
of operation being limited to 7:00 a.m. - 8:00 p.m.
