AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AMENDING PART OF THE OFFICIAL
ZONING MAP TO REZONE 1.322 ACRES OF LOTS 1-8, BLOCK 23,
GLASSCOCK ADDITION, 0.256 ACRES OF LOT 4, LOT 3 (SP),
BLOCK 21, GLASSCOCK ADDITION, AND 0.41 ACRES OF LOTS
5-6, LOT 7 (SP), BLOCK 21 OF GLASSCOCK ADDITION,
GENERALLY LOCATED AT 205 EAST UNIVERSITY AVENUE,1014
MYRTLE STREET, AND 1009 CHURCH STREET FROM THE
MIXED -USE DOWNTOWN (MU-DT), AND RESIDENTIAL
SINGLE-FAMILY (RS) ZONING DISTRICTS TO THE PLANNED
UNIT DEVELOPMENT (PUD) ZONING DISTRICT WITH A BASE
ZONING OF MIXED -USE DOWNTOWN (MU-DT); REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS;
INCLUDING A SEVERABILITY CLAUSE; AND ESTABLISHING
AN EFFECTIVE DATE.
WHEREAS, an application has been made to the City for the purpose of amending the
Official Zoning Map, adopted on the 12th day of June, 2012, for the specific Zoning District
classification of the following described real property ("The Property"):
1.322 acres of Lots 1-8, Block 23, Glasscock Addition, 0.256 acres of Lot 4, Lot 3 (SP),
Block 21, Glasscock Addition, and 0.41 acres of Lots 5-6, Lot 7 (SP), Block 21, Glasscock
Addition, generally located at 205 East University Avenue, 1014 Myrtle Street, and 1009
Church Street, as recorded in Document Numbers 2026001200, 2026001200, and
2025095233 of the Official Public Records of Williamson County, Texas, hereinafter
referred to as "The Property"; and
WHEREAS, public notice of such hearing was accomplished in accordance with State
Law and the City's Unified Development Code through newspaper publication, signs posted on
the Property, and mailed notice to nearby property owners; and
WHEREAS, the Planning and Zoning Commission, at a meeting on the 21 st day of July,
2026, held the required public hearing and submitted a recommendation of approval to the City
Council for the requested rezoning of the Property; and
WHEREAS, the City Council, at a meeting on the 25th day of August, 2026, held an
additional public hearing prior to taking action on the requested rezoning of the Property.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:

Section 1. The meeting at which this ordinance was approved was conducted in
compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.
Section 2. The facts and recitations contained in the preamble of this ordinance are hereby
found and declared to be true and correct and are incorporated by reference herein and expressly
made a part hereof, as if copied verbatim.
Section 3. The City Council hereby finds that this Ordinance implements the vision, goals,
and policies of the Georgetown 2030 Comprehensive Plan and further finds that the enactment of
this Ordinance is not inconsistent or in conflict with any other policies or provisions of the 2030
Comprehensive Plan and the City's Unified Development Code.
Section 4. The Official Zoning Map, as well as the Zoning District classification for the
Property is hereby amended from the Mixed -Use Downtown (MU-DT) and Residential Single -
Family (RS) zoning districts to the Planned Unit Development (PUD) zoning district with a base
zoning district of Mixed -Use Downtown (MU-DT), in accordance with the attached Exhibit A
(PUD Development Plan) and incorporated herein by reference.
Section 5. All ordinances or resolutions that conflict with the provisions of this ordinance
are hereby repealed, and all other ordinances or resolutions of the City not in conflict with the
provisions of this ordinance shall remain in full force and effect.
Section 6. If any provision of this ordinance, or application thereof, to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance, which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
Section 7. The Mayor is hereby authorized to sign this ordinance and the City Secretary to
attest. This Ordinance shall become effective and be in full force and effect immediately in
accordance with the provisions of the City Charter of the City of Georgetown.

DEVELOPMENT PLAN
JULY 1, 2026
A. PROPERTY - LEGAL DESCRIPTION
Tract I: A tract or parcel containing 1.322 acres or approximately 57,600 square feet of land being
all of Block 23, Glasscock Addition in the City of Georgetown conveyed to Texas Municipal
League Intergovernmental Risk Pool in a general warranty deed dated January 5, 2026 and
recorded in Document No. 2026001200 of the Official Public Records of Williamson County,
Texas; Tract II: A tract or parcel containing 0.257 acres or approximately 11,172 square feet of
land, being all of Lot 4 and a portion of Lot 3, Block 21, of the Glasscock Addition to the City of
Georgetown conveyed to Texas Municipal League Intergovernmental Risk Pool in a general
warranty deed dated January 5, 2026 and recorded in Document No. 2026001200 of the Official
Public Records of Williamson County, Texas; and Tract III: A tract or parcel containing 0.414
acres or approximately 18,035 square feet of land being all of Lots 5 and 6, and a portion of Lot
7, Block 21, Glasscock Addition conveyed to Texas Municipal League Intergovernmental Risk
Pool in a general warranty deed dated December 2, 2025 and recorded in Document No.
2025095233 of the Official Public Records of Williamson County (collectively approximately
1.993 acres, the "Property"), as reflected in Exhibit "B".
B. PURPOSE
The proposed Texas Municipal Center ("TMC") development is submitted as a Planned Unit
Development ("PUD"), with a base zoning district of Mixed -Use Downtown zoning ("MU-1) ).
This PUD serves to augment and/or modify the standards for development outlined in the City's
Unified Development Code ("UDC") in order to implement the vision for the Property and insure
a cohesive, quality development not otherwise anticipated by the underlying base zoning district.
In accordance with UDC this Development Plan, titled Exhibit "A", is a summary of the
development and design standards for the Property.
The PUD is intended to create a set of development standards for TMC consisting of three (3)
existing buildings and an existing parking lot. Two (2) proposed building additions totaling a
maximum of 95,000 gross square feet will be added to Tract I. The intended occupancy of these
buildings will include, but is not limited to, professional and business offices, general office, and
other related uses permitted within the MU-DT base zoning district.
C. APPLICABILITY AND BASE ZONING
In accordance with City of Georgetown ("City") UDC all development of the Property shall
conform to the MU-DT base zoning district. Except for those requirements specifically deviated
by this Development Plan, all development standards established in the most current version of
the UDC at the time of development shall be applicable, including amendments or ordinances
adopted after the date of this PUD. In the event that this Development Plan does not address a
specific item, the UDC and any other applicable Ordinances shall apply. In the event of a conflict
between the regulations of this PUD and the regulations of the base zoning district, the PUD shall
control.
D. CONCEPT PLAN
A Concept Plan is attached as Exhibit "D" to illustrate the building footprints, building
information and design intent for the Property.
E. LAND USES
The TMC PUD is intended to establish the Property as the general headquarters and corporate
office for the Texas Municipal League Intergovernmental Risk Pool ("TMLIRP"). The TMC PUD
permitted uses with no limitations or Special Use Permit requirements include the following uses:
(i) General Office, (ii) Integrated Office Center (iii) Office, Professional and Business, (iv) Event
Facility as an accessory use to the Primary Use, and as a Primary Use, and (v) Personal Services.
Uses that are not specified as permitted uses with no limitations or Special Use Permit
requirements will be subject to the UDC MU-DT zoning district allowed uses. Prohibited uses are
those listed in the UDC under the MU-DT zoning district.
F. DESIGN STANDARDS
1. PURPOSE
In order to provide attention in design and human scale and to minimize the appearance of
large walls and structures, articulation techniques, and architectural features shall be
incorporated into the building design.
2. OFFICE AREA
The total building square footage on Tract I shall not exceed 95,000.
3. OPEN SPACE
a. Additions are located on site in portions of Property where they are least likely
to impact adjacent existing historic structures. The northwest corner of the
Property is adjacent to historic homes and will be utilized as outdoor open
space. The southeast corner adjacent to St. John's Methodist Church will also
remain as open space. Both additions help to transition a large, noncompatible
structure to be more compatible with the surrounding area and Old Town
Character.
b. The minimum square footage of open space within the PUD will be 6,000
square feet, which will be privately maintained.
4. BUILDING ARTICULATION -HORIZONTAL (FOOTPRINT) and Vertical
ARTICULATION (ELEVATION)
a. The UDC and the Historic District Design Guidelines indicate specific building
Articulation and Architectural Features for horizontal and vertical offsets. The
existing building and proposed additions will not comply with vertical and
horizontal articulation requirements.
b. Horizontal Articulation (Footprint).
Where the length of the wall is less than 120 feet, articulation is not required.
c. Vertical Articulation (Elevation).
No building wall shall extend laterally for a distance greater than four times the
building's average height without a change in vertical elevation of at least
twenty-five percent (25%) of such height.
5. BUILDING ELEMENTS
a. Roof styles for the new additions will be less than 2-to-12 pitch to be more
compatible with the existing building.
b. Roof treatments for the new additions will include parapets that are less than
two feet above the roof line to be more compatible with the existing building.
G. PARKING
Parking on the Property shall be in conformance with Chapter 9 of the UDC except as otherwise
stated in this Development Plan.
1. Off-street parking is not required when a shared parking agreement is provided.
The City of Georgetown parking garage located at East 9th Street and South Main
Street will be utilized for off-street parking. The maximum required parking will
be 200 spaces.
2. ADA parking will be provided in the R.O.W. along the north side of the Property
on 1 lth Street via an accessible route subject to approval by the City. Loading and
trash collection is also proposed to be located in the R.O.W. (area to be determined).
H. VEHICULAR ACCESS AND CIRCULATION
The site is bounded by three Local Downtown Streets to the west, north, and east:
S Church Street, East 11 th street, and south Myrtle Street. The site is bounded by
SH 29 to the south. There are no roadway modifications planned for this project.
2. Exhibit "E" reflects the existing roadway network and City roadway standards.
L TREESURVEY
A tree survey of the Property is reflected in Exhibit "C". The PUD will be subject to the Tree
Ordinance 2025-54 or any modifications to the Tree Ordinance at the time of site development
plan approval.
J. LANDSCAPE REQUIREMENTS
The landscape plan will comply with the requirements of the UDC as shown on Exhibit "F",
Concept Landscape Plan with the following exceptions:
1. The sidewalks under all heritage trees in the R.O.W. along Church and Myrtle Streets
will remain in place within the '/z critical root zone to limit disturbance and impact to
the root zones. In the event that the sidewalk needs to be repaired/replaced due to
damage during construction or unsafe conditions, the sidewalk will be rebuilt in its
current location subject to review by the City of Georgetown 8.02.030.
K. IMPERVIOUS COVER
The portion of the Property within the Downtown Overlay District effective on the date of the
PUD approval is allowed a 95% maximum impervious cover. Tracts II and III, which are outside
of the Downtown Overlay, will be subject to 70% impervious cover at the time either Tract is
redeveloped. The existing impervious cover conditions on Tracts II and III will remain as is.
L. PUD MODIFICATIONS
In conformance with the UDC, modifications to this Development Plan shall require City Council
approval of an amendment to this PUD except where the Director of Planning determines such
modifications to be minor the Director may authorize such modifications. Minor modifications
may include changes to building sizes or locations providing those modifications conform to the
general intent of this PUD, uses authorized by this PUD, or to applicable provisions of the UDC
and any other applicable regulations.
