Meeting Minutes
October 14, 2002
In Attendance: Judy Parks, Jackie Cuozzo, Judy Gnffith, Georgene Richaud, Jerry Sensabaugh, Ema Fielder, and
Gerald Carson, Eric Lashley, Library Director was also present.
The meeting was called to order at 6:31 PM.
Approve Minutes:
The minutes from the last Advisory Board meeting were reviewed. Gerald Carson moved and Judy Griffrth seconded
a motion for the minutes to the last meeting to be approved. The minutes were approved unanimously.
Director's Report:
Eric Lashley reported the following:
1/ The library had a very successful summer. All statistics were. up. The in-house use count has been inaccurate due
to the extensive use of very good volunteers. Jackie Cuozzo made a suggestion as to how volunteers can better
track in-house use and Eric said he would implement it immediately.
2/ There have been some budget cuts in training and travel as well as in small tools for a total sum of $6,600. The
good news is that the library was given the choice on where the cuts would be made.
3/ Paul Brandenberg is the new city manager. He has directed that the library director will report directly to him.
4/ The library has received the 20 new laptop computers through the TiF grant. These Dell laptops are wireless and
can be used anywhere in the library through the use of repeaters. The computers came with a maintenance
agreement. They will be available for checkout for a period of 2 hours.
5/ The library's web page has been updated for the crty's web site. The server memory is also being upgraded to
improve access to the catalog.
6/ The library will receive six thousand dollars in direct aid next year from the state. This will be used for an intern
cataloguer.
7/ Tests for mold in the library were done in August. it was determined that the air quality is good but mold was found
in a few areas of the library. Repairs can't be made until it is certain that the roof leaks have been fixed. Contractors
can then determine the extent of the necessary repairs and the cost. Some offices have had to be moved in the
interim.
8/ Anna Aiken recently had her annual garage sale for the benefit of the library and raised $4,594. The Library
Foundation donated $9,000 to acquire used furniture and pay for wiring in the newly created office space where the
meeting room used to be.
9/ The library has started selling some old and rare books on eBay to raise funds.
Report of the Quarterly CTLS Meeting
Judy Parks reported on the following.
1/ The Telecommunications Infrastructure Fund (TIF), which was created in 1995 as part of the Public Utility
Regulation Act to collect and distribute grants to libraries schools and non-profit healthcare facilities, will cease to
exist in 2005 unless the legislature changes the expiration date The Texas Library Association (TLA) recommends
that the sunset date for this Act be changed to September 1, 2013 This expiration date is contained in the Public
Utilities Code, Title 2, Subtitle C, Chapter 57 051.
The TLA also recommends that the state require a continuation of the discounted rates in telecommunications tanffs
for libraries and educational institutions This provision is contained in the Public Utilities Code, Title 2, Subtitle C,
Chapter 58.257.
The TIF also helped fund the TexShare databases which are purchased by the Texas State Library and Archives
Commission (TSLAC) and which are made available to all public and academic libraries free of charge. These
databases enable libraries to curtail their expenditures for periodicals. The TSLAC is requesting continued and stable
funding for these databases from the legislature for the upcoming biennium. The TLA recommends support for this
appropriations request. 0
The TLA also supports continuance of funding from the general revenue for a program to purchase school library
materials in the amount of $1 per child.
In addition, The TLA supports an increase in the funding of Loan Star Libraries. This program grants public libraries
direct monies for library services and programs. The TLA supports an increase to $10 million dollars a year.
Everyone is encouraged to make their opinions known to their respective legislative representatives on these

Library Retreat Date
After a discussion as to the best date for the annual Library Board Retreat, Jerry Sensabaugh moved that the retreat
be held on November 16t' from 8:00-10:00 AM. Judy Griffith seconded the motion and it was carried unanimously.
Agenda items for Next Meeting
The following agenda items were suggested for next month's board meeting:
CTLS Lay Representative for next year
Library hours of operation
A satisfaction survey of the citizens of Georgetown relative to library services.
The next meeting of the board will be held on November 11, 2002.
There being no further business, Gerald Carson moved and Jerry Sensabaugh seconded a motion to adjourn. The
motion passed unanimously and the meeting was adjourned at 7.21 PM

DIRECTOR'S MONTHLY REPORT

HIGHLIGHTS
• The new city manager, Paul Brandenburg, met with the staff at their weekly meeting on
September 18.
• Anna Aiken made nearly $4600 at her rummage sale to benefit the library.
• Human Resources advertised the library's open part-time evening and weekend position and
received a number of applications. Interviewing will begin on October 1.
• The roof leaked on September 8 and 9 and the contractor subsequently made repairs. There
has not been enough rain since then to test it further. Until the roof is known to be waterproof,
nothing can be done about mold remediation.
• The library received the wooden shelving that had been in the City's law library. It will be
installed in the Texas History Room when that room is moved into the former Board Room. The
tech services staff is using the Board Room until mold remediation is completed.
• Park of the new shelving that was purchased with a grant from the United Way has been
installed. It replaced the BCI shelving that was in the lobby so that the BCI shelving could be
used for non-fiction, at the back of the main room, and for videos. The new shelving is of lesser
quality than the BCl and is not being used to store the regular collection.
STAFF ACTIVITIES
• Eric Lashley attended a meeting of Helping Hands Tutoring on September 7, a meeting on
September 20 regarding the United Way fund drive, and on September 24 a meeting of
Georgetown Plus. On September 27 he and Judy Parks, the library's CTLS lay representative,
attended the quarterly meeting in Giddings.
• Sarah Samson read to the residents at Park Place on September 20.
• Eric, Lee Sparks, Jo Pendleton, Kathleen Bowling, and Sarah Samson completed day -long
supervisory training sessions about the Family and Medical Leave Act and workplace
harassment.
VOLUNTEERS
• Three special ed students are working at the library Wednesday and Thursday afternoons.
• Judy Johnston, the volunteer coordinator for the Friends, and Jo Pendleton had a training
session on September 10 for five new volunteers. The volunteers will shelve books, answer
phones, and help with the morning opening procedures.

DIRECTOR'S MONTHLY REPORT

HIGHLIGHTS
• The library was closed August 7-9 while the staff did inventory, the meeting room was converted to office
space, and the public computer area in the main room was reconfigured. It was a rush to complete
everything so that the library could open for business on Saturday, but we met the deadline. The reference
desk is now at the entrance to the main room and is staffed at all times. The reference librarian handles all
computer sign-ups and provides help to computer users. Eight staff members have cubicles in the former
meeting room.
• The redesign of the library's webpage was almost complete by the end of the month. The new page should
go live around the middle of September.
• The City Council approved the sale of donated books on eBay.com. This venue will be used for old, rare,
and out -of -print books that are worth more than they would bring at the Friends' book sales.
• Staff member Danielle Plumer resigned effective August 28 to accept a teaching position at LIT. Her
half-time position will be advertised in September.
• The library's budget for 2002-03 was approved with no further cuts.
• We received the report of the mold survey. Keller Thormahlen, a toxicologist at the Texas Department of
Health, spoke to the staff on 8/29 about the ramifications of the report.
• The new roof was completed and tested.
VOLUNTEERS
• Colin Johnston and Jerry Sensabaugh provided invaluable help before and during inventory, moving
furniture and equipment to storage and moving furniture in the main room.
• A number of volunteers came in during inventory to help search the shelves for specific items, to empty
the book drops and to help shelve and check in. Judy Johnston is doing a fine job of mobilizing the
volunteers when we need them.

HIGHLIGHTS
• Attendance at the children's programs during July surpassed the attendance in June even though there
were fewer programs. Children's Services Coordinator, Rosa Garcia, praised the work of the eight teen
volunteers who helped her throughout the summer and gave them much credit for how smoothly the
summer program ran. During July the teenagers put in a total of 269 hours working with her.
• Contractors made the necessary additions to the computer, telephone, and electrical wiring in the library's
meeting room in preparation for the conversion to office space that will take place in August. Staff located
recycled cubicles at a company in Austin and made arrangements for their installation while the library is
closed for inventory. The Georgetown Library Foundation is paying for the wiring and furniture for the
conversion.
• The library is now loaning DVDs. The first of these became available during July. Both children's and
adult movies are available in this format. A grant from the Texas State Library made possible these
purchases.
• The contractor completed the on -site portion of the mold survey this month. The report should be
available in August. Many of the water -damaged ceiling tiles were replaced before the survey took place.
• Work began on redesign of the library's web page. Changes will make the page look more like other City
web pages.
STAFF ACTIVITIES
• Eric Lashley, Lee Sparks, Jo Pendleton, Kathleen Bowling, Sarah Samson, and Judy Fabry
attended City -sponsored training in employment law. The facilitator, who has a private practice in
employment law, provided a thorough and understandable overview of the laws affecting employment in
the City.
• Eric, Lee, and Judy met with Tom Yantis, Acting City Manager, and Micki Rundell, Director of Finance
& Administration, to discuss the library's proposed budget for 2002-03. The library cut more than $5840
from its current budget to comply with requests from administration for reductions for the coming year.
• Sarah Samson, our reference librarian, attended a two-day workshop in Austin about the databases that
are available through TexShare, the resource -sharing consortium in which the library participates. She
returned to the library determined to make the public more aware of the great asset it is to have free
access to this wealth of information.
•
VOLUNTEERS
• Arlene Schinke resigned as coordinator of the Friends' volunteer program. Judy Johnston has agreed to
take on that responsibility.
