HomeMy WebLinkAboutMinutes_LAB_09.08.2003Georgetown Public Library Advisory Board Meeting Minutes September 8, 2003 In Attendance: Judy Parks, Jackie Cuozzo, Zora Evans, Ema Fielder, Judy Griffith, Georgene Richaud, Nancy Varlien Eric Lashley, library director, was also present. Chairperson Judy Parks called the meeting to order at 6:30 PM. Approval of Minutes: Georgene Richaud moved and Jackie seconded a motion to approve the minutes of the last meeting as distributed. The motion passed unanimously. Director's Report: Eric Lashley reported a very successful children's summer reading program. The final event was a Hawaiian luau at San Gabriel Park Local merchants donated all the refreshments, and the event was very well attended. The Dell Foundation Grant has been very successful. Internet use at the library has been exceptionally heavy during the summer (approximately 75% increase in usage.) The library will have held about 150 computer classes this year. The library is also part of the "Around Georgetown" program, which also holds computer classes. Evaluations of this program have been very favorable. The library has two job openings: Assistant Director and Cataloger. Interviews are currently going on. This is National Library Card Sign-up Month. Publicity is ongoing. The library is sponsoring an essay contest for kindergarten through fifth graders entitled, "Why I Love My Library Card " Book statistics are down slightly for the year, probably due to changes in due date policy and due to the extra days the library had to be closed during the year. But still total circulation of books was over 300,000. Computer usage was way up for the year. There was a Friends of the Library Meeting last week. The group is planning the annual Book Sale Fund Raiser for May 13-15 at the Community Center at San Gabriel Park. They have already started collecting books. The Friends will also sponsor a "Walk Around the Courthouse" walkathon for preschoolers to raise money and awareness for the library. The event will be on Oct. 18. Gerald Carson was instrumental in bringing in over $300 for the library through the authors' tables at the recent `Old Time Fiddlers Fair." Old official City Council and other records from as far back as the 1870's have been donated to the library historical collection. Eric passed around one of the restored record books. These will be housed in the Histoncal Reference Section of the library along with genealogy records and other historical documents. A library volunteer is indexing these records and the indexes will be on CDs. There will be a Central Texas Library System meeting this week in Round Top, Texas. Eric Lashley and Judy Parks will attend. There will be a City Council workshop about planning for City facilities on September 22. At this time the Council will consider setting a date for a bond election for a new library. They will also discuss establishing a potential library site. At this time the site being considered is along 8th Street between Martin Luther King, Jr. and Rock Street, on city -owned property. Eric passed out a printed copy of a patron complaint about disruptive behavior of children in the library. The complaint was anonymous. Enc explained that the library does address disruptive behavior when it occurs which is not frequent. Disruptive children are asked to leave and if necessary, police are called. This has happened twice this summer. The library does take care of any problems with behavior in the library. Possible Dates for Library Retreat: Eric will try to set up November 8, from 8 — 10:00 AM as a possible time for a meeting with the Mayor, City Council, City Manager, Library Advisory Board, Library Foundation, Friends of the Library, library staff and other interested patrons, to discuss progress and plans for our library's future. Workshop with City Council: October 27, 4:00 PM, is the designated time for the City Council to hold a workshop with the Advisory Board about the library. It will be held at the newly renovated City Hall Building on the Square. This is the opportunity for our Advisory Board to make known our desires and hopes for a new library and for expanded library hours and services. Budget: Eric reported that the budget process went well for the library. A new library is on the priority list for facilities and for a bond election. Thanks to patron input and inquiries from two City Council members, Sunday library hours will be added mid -year (hopefully in April or May), subject to availability of budget funds at that time. Part of this increase in funding would be to change some part-time staff to full-time. Book Promotion with Local Bookstores: The City Manager has approved the idea of promoting library donations through an agreement with local bookstores to offer discounts on future purchases for each new book purchased and subsequently donated to the library The Hill Country Bookstore has agreed to the idea, and it will also be offered to every other bookseller in the City. The next meeting will be on October 13th, at 6:30 PM. Zora Evans made and Ema Fielder seconded a motion to adjourn. The motion passed unanimously, and the meeting was adjourned at 7:20 PM. Respectfully submitted, Judy Griffith, Secretary DIRECTOR'S MONTHLY REPORT GEORGETOWN PUBLIC LIBRARY August2003 HIGHLIGHTS • The library was closed August 6-8 for housekeeping and staff training. On the 7 th and until noon on the 8th , the staff met with Jean Knight, a consultant in business administration, management development and interpersonal communication training. She has facilitated several workshops for the library and knows the staff members quite well. The group worked on understanding one another's behavioral styles and learning how best to communicate with each style. On Friday we discussed at length the work that will be necessary to pass a bond for a new facility. • At the grand opening of the new Wal-Mart store on August 20, Rosa Garcia accepted the corporation's donation of $500, and an additional donation of $133 from the employees of the local store. These gifts will be used for children's programs. STAFF ACTIVITIES • Eric Lashley attended the final meeting of Around Georgetown on August 27. This group applied for and administered the TIF grant for the laptop computers that are in the high school, the library, the Willie Hall Center, and the Getsemane Community Center. They have contracted with Austin Community College to continue giving free computer classes through the spring of 2004. The computers will continue to be GISD property until the maintenance contract runs out in August 2005. • Eric attended a management training seminar in Waco on August 20. • On Saturday, August 16, Sarah Samson and Ralph Love participated in a genealogy workshop sponsored by the Austin Genealogical Society. • Sarah Samson read to residents of Park Place on August 15. VOLUNTEER ACTIVITIES Volunteers provided invaluable help during and after the library's closure this month. During the time that the library was closed Colin Johnston and Mary Somol came in to check -in and shelve books. Expecting a busy day on Saturday, August 9, when the library reopened, Helen McAskill came in to check -in books and call people about books that were on hold for them. On Monday, August 11, the book returns were never empty and most of the time they were overflowing. Nancy Wright, Georgia Copeland, and Gary McKay worked extra hours to help stem the tide. Judy and Colin Johnston worked for six hours that day. Lashley co Date: 08/12/03 Re: Library Budget for Fiscal Year 2003-2004 New Library Facility - Paul Brandenburg submitted the City Manager's budget to the City Council on August 4, 2003. In his proposed budget, Paul is budgeting $90,000 to hire an architect to work on a detailed facilities plan. The Library was identified as the most pressing facility need in the City and will receive a good portion of the $90,000 to design a new library facility. Sunday Hours — I had requested approximately $60,000 in next year's budget for extended and Sunday hours. In the City Manager's first draft of his budget, the Library was not given any additional funds for extended or Sunday hours. However, two members of Council approached Paul and asked him to reconsider the request of the Library for extended hours. Paul has since placed extended hours as a budget priority for mid -year consideration. This means if revenues exceed projections and there are no other pressing budgetary concerns at the mid -point of our budget year, Council can appropriate funds to extend library hours in either April or May, 2004. Library Reorganization — The Library currently has two vacancies, which will be filled with an Assistant Director of Library Services and a Cataloging Librarian. The Assistant Director position will be responsible for the supervision of both the Public Services and Technical Services staffs. We have never had two full-time catalogers and we are hoping the addition of a second full-time cataloger will help expedite the time it takes for new materials once received to get in the hands of our patrons. There also may be a reorganization of the Public Services staff if the Council approves additional funds for extended and Sunday hours. Currently the Public Services staff has 3 full-time positions and 4 part- time positions. The staff is also divided into a day staff and an evening and weekend staff. The funds requested from the City Council would pay to have the 4 part-time employees bumped up to full-time. Having a staff of 7 full-time employees will allow us to create a more equitable schedule, which will require each employee to work nights and weekends and therefore, negate the necessity of a divided Public Services staff. Council Workshop — I am trying to schedule a workshop between the Library Advisory Board and the City Council for Monday, October 13 to discuss a new library facility and extended service hours. 173;=. (This program replaced the Green Thumb program, through which first Donnie Radford and then Earlene Scott had worked for the library since the mid-1990s.) • On July 24 a luau at the Community Center wrapped up this year's summer reading program. The event featured entertainment by Keito St. James and his troupe and the drawings for the grand prizes took place. Approximately 400 people attended. • Danielle Plumer, a former employee of the library who recently completed a degree in Information Management, is volunteering at the reference desk for several hours each week until she finds a full-time job. Her help gives reference librarian Sarah Samson time to do book -ordering and other administrative duties that are impossible to do while she is at the reference desk. • Wal-Mart announced that they will be making a donation to a number of Georgetown non -profits, including the Georgetown Library Foundation, at their grand opening on August 20. 0 STAFF ACTIVITIES • Eric Lashley attended the meeting of Around Georgetown on July 30. • On July 31, Judy Fabry attended an information meeting regarding grants from the Lower Colorado River Authority. This is a funding source that should be tapped when a new library building gets underway. VOLUNTEER ACTIVITIES The teen volunteers who helped with the summer reading program put in 287 hours during Jult Adult volunteers who shelved books on three Mondays in July --the 14th, 21 st, and 28' --stemmed the tide of the huge numbers of books that were returned on those days. Judy and Colin Johnston and Betty Dougherty have been trained to cover books and are helping Earlene and Rosemarie with book processing. There were a number of well -qualified applicants for the position. • Jo Pendleton, public services librarian, resigned effective June 27. • Lee Sparks, assistant director and technical services librarian, resigned effective July 10. • John Kirby, a new member of the City Council, visited the library on June 25. He was here while one of the summer's special children's events was taking place. He seemed knowledgeable about library issues and spoke about our space problems. STAFF ACTIVITIES • Eric Lashley attended the meeting of the Sun City Kiwanis on June 3 and the board meeting of Helping Hand Tutoring on June 12. • Sarah Samson and Ralph Love attended the monthly meeting of the Williamson County Genealogical Society on June 12. VOLUNTEER ACTIVITIES The teen volunteers who are helping with the summer reading program have been very busy. In addition to helping to decorate the children's room, they help with set-up, logistics, crowd control, and clean-up for each of the special events.
