Mmutes of Called Meeting
May 22, 2004
In Attendance: Georgene Richaud, Marsha McGuire, Zyg Kasner, Jerry Sensabaugh, Judy Parks,
Judy Griffith. Eric Lashley Library Director was also present.
Chairperson Judy Parks called the meeting to order at 10:10 AM.
Workshop with the City Council:
The Library Advisory Board is scheduled to meet in a workshop with the City Council on Monday,
May 24, at 5:00 PM. Items to present to the city council were discussed. Jerry Sensabaugh moved
and Georgene Richaud seconded a motion that Chairperson Judy Parks include the following
information in the Board's presentation to the Council:
• The Library Advisory Board has studied the Citizens Bond Committee's recommendations
and fully supports the recommendations for a new library.
• The Board continues to recommend that the City Council add funds to the current and
projected library budget to add additional weekend hours for library operation. This
recommendationincludes staffing requirements of changing some current part-time staff
to full-time status.
• The Board recommends adding funds to secure additional security cameras, which have
been also recommended by the Library Director and by the Police Department
• The Library Director has reported to the Board the support of the Library Foundation and
the Friends of the Library as regards the construction of a new library. The Foundation
has pledged to provide the proposed $300,000 for furnishings as outlined in the library
plan. The Friends organization has approximately 300 members and will be doing a grass
roots campaign to promote the bond election.
The motion passed. unanimously.
Proposed Ethic Ordinance: The members of the Board discussed each article of the proposed
ordinance and had several questions and need for clarification. Some examples include:
• Article 2.20.020, section E, which should read "F", references Exhibit "A' and no Exhibit
A was included This section references the definition of "family member", and should be
consistent throughout the document.
• Article 2.20.040, section B needs to be clarified as to how the Ethics Commission will
begin with staggered terms.
• Article 2 20.080, section B, 1 needs clarification and consistency with section B, 3.
It was agreed by the Board that the proposed ordinance has some inconsistencies, lack of preciseness
of definition, and raises questions about legal authority. Jerry Sensabaugh and Georgene Richaud
volunteered to summarize these problems and bring them to the next Board meeting on June 7. This
will allow the Board to consider recommendations and comments to the City Council before the June
11 deadline.
The next Board meeting will be on Monday, June 7, at 6:30 PM.
Adjournment: Jerry Sensabaugh moved and Marsha McGuire seconded a motion that the meeting be
adj owned. The motion passed, and Chairperson Judy Parks adjourned the meeting at 11 15 AM.
