Moore Minutes: Ruth Anne Mallory moved that the minutes of the June 13th meeting be approved. Jack Dixon seconded The motion passed unanimously. Directors Report: • Monthly Statistics. Book circulation was down for June, but computer use increased. Mavis Lichtenthal, a long-time volunteer, passed away in her sleep. She was a member of the Friends of the Library Board. People are sending memorials to the library. The Teen Summer Reading Program has been very successful. Because of the number of attendees, events have been held in the Children's Room. Staffer Tim Brown resigned to move to Madison, WI He is currently working as a temp on call while his position is posted; the City provided this accommodation so as not to leave a vacancy on staff during the summer. Applicants for the position are being interviewed, and the position may be filled as early as Monday. • The City Council approved the selection of the Red Poppy Coffee Company as a vendor. • At the June 28th City Council meeting, the changes to the Library Board's Bylaws were approved. • Upcoming events: a Harry Potter party, July 15th, in conjunction with Hill Country Books. o Summer Reading Program finale, July 22nd, at the Performing Arts Center, with party following at San Gabriel Park. Tickets are first come, first served after July 15th o The Library will be closed for inventory August 10-11-12. • Library Plans — Eric Lashley • Director Lashley met with the architects from Croslin and Associates and the construction company, Satterfield and Ponticas (S&P). S&P is a construction company at risk and will be given a contract for all work on the new library. A guaranteed dollar amount contract will be presented at the Sept. 27th City Council meeting If the contract is approved the construction work will start Sept 28th. The contract will be for 14 months, with the new library to open Christmas 2006 if all goes as planned. • Director Lashley has received a proposal from Croslin and Associations to prepare an interior design package for the new library. This will include color scheme and furniture selection as well as preparation of bid documents for suppliers and installation of furniture. It will also include a sub -contract with Phillips Swager to design the new children's room. Plans for Library Ground Breaking Ceremony — Eric Lashley ® The ground breaking for the new library is tentatively scheduled for Saturday, October 1st. This date must still be confirmed with the mayor's office Various dignitaries, including Congressman John Carter, will be invited. Report on Capital Campaign — Eric Lashley ® The Friends and Foundation are meeting with Project Greenlight on July 19th at 10:30 am to plan a workshop for library supporters in August. Foundation president T. R. Reid will be moving to Singapore. Rich Vosburgh currently the Treasurer of the Foundation, will probably become president. Report on Arts and Culture Board — Eric Lashley ® The Arts and Culture Board was approved by the City Council at their July 28th meeting. • August 1 is the deadline for applications for the Arts and Culture Board. There are seven open seats, plus seats designated for Southwestern University and Georgetown ISD. ® Eric Lashley is the staff liaison to the Board. • The first meeting of the Arts and Culture Board will be held in September. Update on Georgetown Reads! — Judy Parks The Georgetown Reads! committee met on July 9 to review the Tortilla Curtain reading program. The library reported 330 checkouts of the book during the reading program. The committee knew of seven book discussion groups within the community that discussed the book, and eight additional packets were given to private book groups. Approximately 50 people attended the discussion with Dr. Christina Alcalde, and 30 people attended the public viewing of Los Trabadores with filmmaker Heather Courtney. The canned food drive for the Caring Place was successful. 16 comment cards about the program have been received and were reviewed by the committee. • Book selection for the new book has begun. The committee will accept nominations through July 31st (some nominations were made on the comment cards). A. suggestion box for titles will be placed in the library. The selection criteria are o The book should inspire discussion. o The book should deal with. "life" or "global" themes and should appeal to both men and women. o The book must be available in trade paperback Voting on the book finalists will be held October 1-20. The selection will be finalized in December, and the kickoff will be held in January 2006. CTLS Update — Judy Parks • Judy Parks reported that the CTLS grant request to the Texas State Library has been denied, which leaves the new non-profit organization in limbo. A meeting will be held on July 22" a to determine the future course of the organization. Public Access Defibrillation Program. — Danielle Plumer d Danielle Plumer reported on Williamson County's Public Access Defibrillation (PAD) Program. She asked Louis Gonzales or Dr. Stephen Benold from Williamson County EMS to be present, but they both had prior commitments. Ms. Plumer is a volunteer CPR instructor for Williamson County EMS and was given information about the PAD program by Mr. Gonzales, Training Director for Williamson County EMS. ® PAD programs place Automated External Defibrillators (AEDs) in the community to provide greater access to lifesaving medical treatment in the event of cardiac arrest. The County has developed guidelines for organizations interested in joining their PAD program. These guidelines require the library to purchase and install an AED and train staff in its use. Ms. Plumer estimated the cost to join the PAD Program at $2,000-$4,000 for an AED, plus the staff time for training. Jack Dixon moved that the City investigate joining the Williamson County PAD Program. Ruth Anne Mallory seconded. Danielle Plumer recused herself because of her contractual relationship with Williamson County. The motion was approved unanimously by the remaining members of the committee. Attendance at Library Board Meetings — Judy Griffith • Judy Griffith drew the attention of board members to the Georgetown Municipal Code's requirements for attendance at board meetings, as outlined in section 2.36.010. Ms. Griffith must report attendance to the City Council twice per year, and members withexcessive absences will be replaced. Agenda items for the August Library Board. Advisory Meeting were accepted. Judy Parks will report on the CTLS meeting; Eric Lashley will report on the City's interest in the PAD program and will provide more specifics about the groundbreaking ceremony. Standing Committee on Pro Bono and Public Service Page 4 of 99 1-0 • Standard 4.8 Attorney Supervision of Non -Attorney Staff Endnotes FOREWORD On February 5, 1996, the House of Delegates of the American Bar Association adopted the Standards for Programs Providing Civil Pro Bono Legal Services Limited Means (Pro Bono Standards). The Pro Bono Standards were the product c work by the Standing Committee on Lawyers' Public Service Responsibility (SCLPS that they will be extremely useful in guiding new pro bono programs and in improving existing programs so that these programs can effectively and efficiently facilitate the p quality legal services to persons of limited means. Development of the Fro Bono Standards To assist it, the Committee formally sought the direct involvement of a number of orga have an interest in and knowledge of the operations of pro bono programs. Accordingl of organizations was invited to appoint members to an Advisory Group. The Advisory directly with the Pro Bono Standards Subcommittee and Reporter, reviewing initial dre valuable insights from their varied perspectives. The result of their efforts were dra, standards which were carefully reviewed and revised on several occasions by the full C The proposed standards were released for public comment in February 1995. Th{ distributed to a large number of organizations including state and local bar associat legal services and IOLTA programs and various ABA entities. There were four public hearings regarding the draft standards, and interested persons comment and suggest further revisions. Those hearings were held in conjunction wi events: the 1995 ABA Pro Bono Conference (April 1995 in Nashville, Tennessee), the Pro Bono Conference (May 1995 in Fresno, California), the 1995 Southeast Pr. Meeting (July 1995 in St. Petersburg, Florida) and the 1995 ABA Annual Meeting {, Chicago, Illinois). Numerous oral and written comments were received and carefully reviewed by t Overwhelmingly, the comments favored the draft standards and offered construct suggestions. Some commentators suggested additional areas to address or a full{ topics already covered. Many other commentators suggested specific change: Whenever possible, the draft standards were revised to adopt the suggestions Committee. Several commentators expressed the view that because of the special circumstance bono programs operating in rural communities, portions of the draft standards were nc to rural programs. Changes were made to the Introduction to reflect this concern, and suggested in specific standards for addressing some of the particular problems programs. Approximately 500 people attended the event, which included musical performances, pony and train rides, and refreshments. Attendance at the weekly special events during June has been high, with estimates of 300-400 people at most of the programs. • The kick-off for the summer program for teens took place on June 3, in the library. Some 100 young people participated in the Japanese food -tasting and introduction to the summer's activities. Attendance at the subsequent weekly Friday afternoon events has been so much greater than expected that they have been moved into the Children's Room, where there is more space for audiences and the noise can be somewhat contained. The teen program is being financed by a grant from the State Library, with additional support from the Friends. Since the State Library grant is not renewable there will be no budget for this program next year unless another grant can be found. • Filming for part of Leah Rothrock's public service announcement to promote reading took place at the library on June 12 and 26. A number of library staff members participated as well as other volunteers from Georgetown and Round Rock. • Demolition of the structures on the site of the new library was completed by June 24. • During June 5560 people used the library's public computers, which establishes a new monthly • record. The Friends donated enough money to purchase 18 batteries and 10 A/C adapters for the laptop computers to keep them operating through the rest of the summer. • Tim Brown, a member of the public services staff, resigned effective July 8 but he will continue in a temporary capacity until July 21. His position has been advertised. • City Council approved the Red Poppy Coffee Company as the vendor for the new library coffee shop. VOLUNTEERS Adult and teen volunteer hours were significantly higher during June.
