Sorensen STAFF IN ATTENDANCE: Eric Lashley, Judy Fabry OTHERS IN ATTENDANCE: Konrad Bouffard, Judy Parks (CTLS Lay Representative) MINUTES The meeting was called to order by Chair Judy Johnston at 6:30 p.m. Linda Nix moved and Marc Parrish seconded acceptance of the minutes of the October meeting. The motion passed unanimously. DIRECTORS REPORT Monthly Statistics: The circulation was slightly down in October. Past/Upcoming events: The library will close on Saturday, December 23, due to the move into the new building. The new library will open in January 2007. Monday, November 13, was the last day to send in proposals for the mural in the new children's area. Twenty proposals have been received. The Halloween party was very successful and well attended. Employee activities: Eric Lashley attended a meeting of the State Library and Archives Commission, where budget and funding processes were discussed. PRESENTATION BY KONRAD BOUFFARD, CLASSROOM ON WHEELS Konrad Bouffard is the executive director and founder of the non-profit organization "Classroom on Wheels". The organization focuses on teaching pupils and everyone who is interested, at no cost, a very hands-on version of American history in an authentic old Volkswagen bus. (www.classroomsonwheelstex.org) He is asking the Board to show support for the idea and encourage the city government to financially support the organization. The Board asked Mr. Bouffard to speak to them again in February and to present a curriculum for programs that involve cooperation with the library. The members of the Board would then choose whether to recommend that the City Council give financial support to the program. INTRODUCTION OF LIBRARY STAFF MEMBER AND HIS/HER DUTIES This month Eric Lashley introduced Judy Fabry, Administrative Assistant. Judy Fabry explained that • the challenge and •joy of her jobarethe various tasks. She is responsible for the official and financial records of the library. She also keeps the Library Advisory Board and the Arts and Culture Board informed about events/news that go on in the library. Furthermore Judy writes the monthly Newsletter of the library, a monthly column in the Georgetown. Newspaper "The Sun' and updates the library website. STATUS OF CONS I'RUCTION OF NEW L1t3RARY Eric Lashley handed out the Facilities Construction Progress Report from November 1, 2006. With Less than one month until completion the construction makes progress every day, so he added just a few things: The lights are installed, the walls painted and the laying of the carpets almost done. The construction work is concentrated now on the plaza floor and the interior/exterior glass wall. Eric still hopes that everything will be finished by December 15th and that the move can start after Christmas. A soft opening will take place January 16th and the grand opening January 20th. REPORT ON CAPITAL CAMPAIGN Ruth Ann Mallory reported the members of the Capital Campaign are busy organizing the sneak peek/fundraiser party. The party will be held on Saturday, January 13, 2007, from 6 —10 p.m. The tickets will cost $50 and include a buffet. Eric added that the Capital Campaign has so far more than $100,000 received in cash and more than $300,000 in pledges. The "High 5 Campaign" of the Friends of the Georgetown Public Library has received more than $14,000. REPORT ON PUBLIC ART PANEL Linda Nix reported that a subcommittee of the Arts and Culture Board has received 20 proposals for the murals of the children's room in the new library. The subcommittee will decide by Wednesday, November 15, 2006, which artist/team will get the commission. REPORT ON GEORGETOWN READS! Judy Parks announced the book of the Georgetown Reads! 2007 program. "Where Dreams Die Hard" by Carlton Stowers. In this non-fiction book, the two-time Edgar Award - winning author writes about a six -man high school football team in the small town Penelope, TX, and how the team/coaches/teachers/families/observers are affected. In addition, Judy also mentioned the schedule of events On February 6, 2007, the author, Carlton Stowers, will visit the Georgetown Public Library. A couple of weeks later (February 20, 2007) Jack Pardee, who played six -man high school football as well college football at Texas A&M and coached later college/NFL football teams, will speak at the library On March 6 2007, a panel discussion will take place with Coach Blue (GISD Football Coach), Paul Brandenburg (Georgetown City Manager) and Dr. Dan Hilliard (SU Professor of Sociology). Book Discussion Groups will be held at bookstores (Dog -Eared Bookstore and Hill Country Bookstore), St. John s Methodist and the library. FEES AND POLICIES FOR THE MEETING ROOMS IN THE NEW LIBRARY Eric Lashley presented the revised fees to the Board. In addition to the revised fees he showed the proposal from Capital City Janitorial, a cleaning company. The setup and cleanup for the meeting rooms A and B will cost $70, for meeting room A or B will cost $45. After answering some general questions for members of the Board, who were absent at the last meeting, he opened the discussion. Linda Nix asked what the library would do with the profit. Will there be meeting room funds? Eric hopes he will be able to do it this way as the library has good experience with the copier and printer the patrons use. Ruth Lawrence suggested the library should try to get at least $50 out of every rent. Eric rejected this idea as well several members of the Board. Eric doesn't want to have a gain out of the leasing of the rooms. He can live with the proposed numbers, as he knows the cleaning costs will be covered. Ruth Ann Mallroy moved and Patty Jennings Moore seconded to accept the proposal on fees and policies for the meeting rooms in the new library. The motion passed unanimously. SMOKING POLICY ON THE NEW LIBRARY The City of Georgetown is revising their ordinance about smoking in public areas. Eric Lashley reported in chapter 8.32 the city suggests that smoking is unlawful on the property of the library, including cafe and outdoor plazas. Linda Nix moved to support the smoking ban inside and outside of the library. Ruth Lawrence seconded the motion. The motion passed unanimously. NEXT MEETING'S AGENDA The next meeting, December llth, 2007, will take place at the new library. Ruth Lawrence asked to put the "Plan 2030" on the agenda as well as the question of satellite library services at Sun City. Sissy Lego -Pederson asked to invite Konrad Bouffard to speak again in front of the Board in February 2007 and to present programs in cooperation with the library. Linda Nix made a motion to adjourn meeting at 7:55 p.m. Ruth Ann Mallory seconded. The motion passed unanimously. Respectfully submitted, L-� Ada Lip, mcott, Secretary ,31/1A-he Judy Johnston, Chair DIRECTOR'S MONTHLY REPORT GEORGETOWN PUBLIC LIBRARY i October 2006 HIGHLIGHTS • Staff has been having a "covering party" nearly every Thursday morning from 9 —10 a.m. This is part of the concerted effort going on before the move to spruce up the appearance of our books. Books that are being recovered have new spine labels as well as new mylar covers. • The City agreed to spend $14,999 from the library bond for the murals in the children's room. A Public Art Panel, composed of three members of the Arts and Culture Board and one representative each from the staff, the Friends of the Library, and the Library Advisory Board issued a Request for Proposal to which more than 30 individuals and companies have responded. The deadline for submission of a proposal is November 13 at noon. • Four temporary -on -call staff members have been hired: Ethel Barnes, Linda Nolte, Nicki DeLo, and Charlotte Sylvest. They are called in on an as -needed basis and have helped cover the front desk while Robert Barber is on medical leave and until Kate DiPronio is replaced. The temps are being paid with a grant from the State Library. • Firm plans were made for moving the books, shelving, and office furniture. • Anita Shaw finished her unpaid 120-hour internship. The time that she spent learning what each staff person does was valuable for all concerned, making everyone aware how much teamwork is required to keep the library running. • The children's Halloween party, which was held the evening of Friday, October 27, was a major production and very well attended. Ms. Rosa, staff members Kathleen Burnop and Jennifer Shakespear, and volunteer Robyn Clay organized and produced the event. STAFF • On October 13 Gretchen. Pruett attended the Division 3 meeting of the Texas Library Association, which was held in Round Rock. Gretchen is treasurer of Division 3. Eric Lashley attended a meeting of the State Library and Archives Commission on October 27, where the budget and funding processes for the coming year were discussed. • The Friends are planning new roles for volunteers in the new library. Among the rooms available for rent is a single large room that will hold 400 people. This roam also may be divided into two smaller rooms, each holding 200 persons, which may be rented individually. Kitchen facilities are available at an additional cost with either the large or smaller rooms. A classroom, which holds 20 people, is also available to rent but it clues not have kitchen facilities. The free rooms include st dj, rooms, which hold 4-6 people. They are available on a first -came, first -served basis and may be used for at least one hour, or Ringer if no one else is waiting to use the room. Wait lists will be maintained for these rooms. A conference room also is available, which holds 10-12 people. This maybe booked in advance and individuals or organizations may use it once a month, for a minimum of two hours, or longer if no one is waiting to use it. No commercial use of this room is allowed. Rules and Policies for Meeting Room Use 1. Rented meeting rooms may be reserved 6 months in advance. 2. Rented rooms may be used between 6.00 AM and 11:00 PM. 3. No room rental fees will be charged for events that are co -sponsored by the Georgetown Public Library. 4. No person, association, organization, business; or corporation may rent any of the rooms more than once a month. 5. All fees are due when the reservation is made. No refunds will be made for any cancellation less than one week prior to scheduled use. 6. If meeting goes 15 minutes over the scheduled time, an additional hour will be billed. 7. The security deposit for the kitchen may be waived if a group uses an approved. vendor/caterer. . Study Rooms will be available on a first -come, first -served basis. One -Dour time limits will be determined and enforced by the reference services staff. 9. Meetings must be free and open to the public unless commercial rental rates are being paid. Occupancy of the classroom may not exceed the posted limit of that room. 10. Only groups that pay the commercial rental rate may charge admission fees or hold fund- raising events. 11. Groups that do not pay commercial rental rates may charge attendees the actual cost of food that is served at the event: 1. The library reserves the right to re -schedule any meeting in case of an emergency and will notify the representative of any previously scheduled meeting as quickly as possible. 13. Any advertising or printed material or events or programs sponsored by the renter must contain the following statement: THIS EVENT IS NOT IN ANY WAY AFFILIATED WITH OR SPONSORED BY THE GEORGETOWN PUBLIC LIBRARY OR THE CITY OF GEORGETOWN. 14. Smoking is not allowed in any of the meeting rooms. 15. No candles or open flames are allowed in any of the meeting rooms. 16. No decorations may be attached in any way to the walls or ceilings of any of the rooms. 17. Tables, chairs and other equipment must be returned to the locations indicated on the diagrams in the room. TraLb must be placed in designated areas. 18. Chairs and tables may not be borrowed or moved from the other areas of the library. 19. Meeting rooms may be reserved for social gatherings such as showers, birthday parties, and family reunions. However, all reservations are subject to the City's priority - Grants and awards status for City uses. The City may, without notice, preempt any reservation of the rooms. (c) The Community Room is restricted to use by no more than 115 people as established by the fire marshal. (d) A signed user agreement and a refundable cleaning/damage deposit, as provided for in the fee schedule found in the appendix of this code, shall be required of all groups using the Community Room or Conference Room. The deposit shall be refunded following inspection by City staff, if the room is left in as good condition as when received by such group. The City Manager shall, from time to time, establish and publish a schedule of cleaning and repair charges should the use of the room lead to conditions requiring cleaning and equipment replacement. If security and liability are deemed necessary for any meeting, it will be the responsibility of the reserving group to reimburse the city for any actual cost of the security and liability. (e) The Community Room is available under the fee schedule found in the appendix of this code. (f) The Conference Room is restricted to use by no more than 20 people. It is available under the fee found in the appendix of this code (g) The rate for non-residents who wish to reserve the Community Room or Conference Room shall be calculated at the rates in the fee schedule found in the appendix of this code. (h) The Community Room shall be available for use from 9:00 a.m. to 11:00 p.m. every weekday and 9:00 a.m. to 5:00 p.m. on weekends except when reserved or in use by the City or election offices. Reservations may be made over the telephone; however, a confirmation agreement must be signed at least 1 week in advance of the use by the individual assuming responsibility for the room. Reservations cannot be confirmed until all fees and deposits are paid and a confirmation agreement is signed. (i) No decorations may be attached to walls or ceiling in any manner. (j) No smoking is allowed in any part of the Library building. (k) No food or drink is allowed without approval of the library. (1) No part of the Library building is to be reserved for the exclusive use of anyone, nor shall entry or reservation be denied on race, religion, sex, or national origin. (m) Any damages to the Community Room, Conference Room or Library will be the responsibility of the reserving group that shall reimburse the City for the actual cost of repair. (n) All fees are due upon reservation. No refunds will be made for any reservation canceled within one week of scheduled use. (o) No person, association, or corporation shall be allowed to rent the rooms on a continuous basis. (p) If special equipment is needed by the user (projector, television, films, videos) arrangements shall be made in advance to reserve the equipment. The community room's PA system is for city's use only and will not be rented out to the public. A non-refundable fee, as provided for in the fee schedule in the appendix of this code, will be charged on each piece of equipment. In addition, a refundable damage deposit will be charged according to the fee schedule in the appendix of this code. Deposits will be returned after inspection of equipment by Library staff if the equipment is returned in as good condition as when it was checked out. (q) No borrowing of chairs and tables from the Library is allowed. Groups making use of the Community Room or Conference Room must use only those chairs and tables furnished in each room. (r) The Library reserves the right to re -schedule any meeting in case of emergency. The Library will notify a representative of any previously scheduled meeting event as quickly as possible. Use of the facilities is available on an equitable basis to groups requesting facility use. Examples of activities include but are not limited to discussion groups, panels, lectures, conferences, seminars, exhibits, displays, story times, puppet shows, the showing of public use films or videos, and activities of the Friends of the Temple Public Library. This Meeting Room Use Policy establishes the guidelines and procedures for use of the Library's facilities. The Library Director is responsible for implementing this policy. GENERAL GUIDELINES City of Temple and Temple Public Library sponsored events will have precedence in the scheduling of the meeting rooms. The Library reserves the right to cancel or reschedule a reservation, with two months notice, if the room is needed for a Library function. Meeting room use will be scheduled only during the hours the Library staff is available. Groups using the meeting rooms will be responsible for their own set-up, and will be required to return the room to the condition they found it. Scheduled meetings must be free and open to the public. Meeting rooms may not be reserved for social gatherings such as showers, birthday parties, family reunions, etc., religious services (religious study groups are permissible); or political party functions. There may not be any admission charged or sales solicited. The exception to this policy will be events raising money for the Library itself. Although groups may not charge an admission fee, they may charge enough to recoup actual costs of meals or handouts provided. Smoking and alcoholic beverages are not allowed in the Library. Use of the Library does not constitute Library or City of Temple endorsement of viewpoints expressed by participants on the program. Advertisements or announcements implying such endorsements are not permitted. The Library Director is the final authority in leasing meeting space. MEETING ROOMS AVAILABLE There are four different rooms which may be made available to the public under certain conditions. Their possible uses vary based on their size and amenities. 'Study Rooms --There are two study rooms on the 2nd floor of the Library. These may be reserved by tutoring pairs of the Temple Literacy Program. They may also be reserved by small groups of students (6 maximum) who need to work on a project together. No food or drink may be taken into these rooms. Table and chairs are the only equipment/furniture provided. Reservations may be made with the Reference Librarians. This room has one large table and chairs for 30, a built-in screen and platform for a projector, and a sink and small refrigerator. Simple refreshments may be served here. *Gladys Blaylock McLane Room (3rd Floor) --This room can seat 200 people auditorium style, and has a cloak room and a small dining area (seating up to 32) as well as a gallery kitchen with sink, microwave and refrigerator. There are also 42 tables for seminar style seating. The equipment includes a built-in screen and a podium. Full meals could be served here. HOURS AVAILABLE Study Rooms are available, Monday through Thursday 10-9, Friday 10-6, Saturday 10-5 and Sunday 1-9. The Library Board Room and McLane Room are available Monday through Thursday 8-9, Friday 8-6, Saturday 10-5 and Sunday 1-9. RESERVATIONS Reservations for the McLane Community Room and the Library Board Room will be made on a first -come, first -serve basis. Requests may be made on the telephone or in person, but the reservation will not be considered firm until the deposit and room use fee has been paid, and the Room Use Agreement has been signed by a member of the organization. City of Temple or Temple Public Library sponsored activities will not be charged a deposit or fee. Tenants of the building may use the Library Board Room one time per month without deposit or fee, but reservations still need to be made in the normal manner. There will be a $100 deposit taken for the use of any of the meeting rooms with the exception of the study rooms on the 2nd floor. This deposit will be returned within 30 days by the City of Temple Finance Department if the room is found in an acceptable condition after the use of the room. All or part of the deposit may be kept for repairs or cleaning if necessary. Groups who will use the Library Meeting Rooms on a repeating basis may leave a deposit on file with the City of Temple. In addition to the refundable deposit there will be a non-refundable use fee charged. The fee for the McLane Community Room is $25 for the first two hours, and $10 per hour thereafter and includes set-up and clean-up time. The fee for the Library Board Room is $10 for the first two hours, and $5 per hour thereafter, and includes set-up and clean-up time. In order to provide an opportunity for many community groups to use the meeting rooms, a group may only use a meeting room once each month. Reservations may be made no more than one year in advance. Reservations will be accepted a minimum of 48 hours in advance. Cancellations must be made at least 2 weeks in advance in order to receive a refund. The individual making the reservations, as well as the group as a whole will be held responsible for any damages that occur as a result of the use of the facility. Permission to use Library facilities may be withheld from groups failing to comply with the Meeting Room Use Policy and from any group that damages the facility. CARE AND USE OF THE FACILITY The meeting room must be returned to the condition in which it was found. All trash must be left in tied bags in the meeting room. 0 Equipment, supplies or personal items may not be left in the meeting room before or after the scheduled meeting.
